Air Carrier Technique For Row Crop Spraying Applications, Dennis G. Watson, Robert L. Wolff Sep 1985

Air Carrier Technique For Row Crop Spraying Applications, Dennis G. Watson, Robert L. Wolff

Articles

This study focuses on the problem of applying spray material to upper-plant, underside-leaf surfaces of corn and soybean plants. Aircraft and ground pressureatomizer applications of spray solution were quantified. Percent coverage values were generally less than 1 % on the sampling locations. Flat and hollow cone nozzle air carrier units were developed and evaluated for spray application to the upper-plant, bottom leaf surface. The air carrier method tested within a shroud improved spray deposition to the entire plant by 100% for corn and 234% for soybeans. Deposition to the upper-plant, bottom leaf surface was increased by 900% and 400% for …

Statistics In The Courtroom: Building On Rubinfeld, Richard O. Lempert Jun 1985

Statistics In The Courtroom: Building On Rubinfeld, Richard O. Lempert

Articles

As the use of statistics in litigation has burgeoned and as more complicated statistical techniques have entered the courtroom, concern for the way courts use statistics has mounted and efforts to instruct lawyers and judges on the wise use of statistics have begun. Professor Rubinfeld's paper is a contribution toward this end. Two ideas at the core of this paper are particularly important if we are to develop a more satisfactory approach to the use of statistics in the courtroom. The first is Professor Rubinfeld's caution against the talismanic use of the .05 level of significances as a test of …

Nonparametric Receiver For Fh-Mfsk Mobile Radio, R. Viswanathan, S. C. Gupta Feb 1985

Nonparametric Receiver For Fh-Mfsk Mobile Radio, R. Viswanathan, S. C. Gupta

Articles

Various parametric receivers such as the maximum likelihood and the hard-limiter have been analyzed for their performance in decoding the frequency hopped multilevel FSK (FH-MFSK) messages in mobile environment. Here, some nonparametric receivers such as the maximum rank sum receiver (MRSR) and the reduced rank sum receiver (RRR) are considered. RRR and MRSR are nearly identical in performance, but the former is much simpler to implement. The results indicate that RRR is a competing alternative to the parametric receivers.

Twenty years ago coastal zone protection was merely a gleam in the eyes of a few west coast visionaries. A flurry of state and federal laws in the late 1960s and into the 1970s changed this. Today, broad coastal management programs are in place in all three west coast states, with a special one for San Francisco Bay. Each program is unique, and at the same time shares significant qualities with the others. This article identifies the major attributes of these four programs and offers insights into the strengths and weaknesses of each. In comparing and contrasting the four programs, …

Bistabiity By Induced Waveguiding In Coupled Semiconductor Lasers, Daniel Heffernan, J. Mcinerney, L. Reekie, D. Bradley Jan 1985

Bistabiity By Induced Waveguiding In Coupled Semiconductor Lasers, Daniel Heffernan, J. Mcinerney, L. Reekie, D. Bradley

Articles

Recently, McInerney, Reekie, and Bradley observed bistability in twin diode GaAs/GaAlAs injection lasers in an external cavity when both diodes were above threshold. We show that this bistability may be explained by a form of self-focusing which is produced by induced waveguiding in the wide stripe lasers. A detailed analysis is performed on a standard model of these diodes in an external cavity. We have found very good agreement between theory and experiment.

The Un-Easy Case For Technological Optimism, James E. Krier, Clayton P. Gillette Jan 1985

The Un-Easy Case For Technological Optimism, James E. Krier, Clayton P. Gillette

Articles

"Technological optimism" is a term of art, an article of faith, and a theory of politics. It is a view that pervades modem attitudes, yet gets little explicit attention. For a brief period the situation was otherwise. In the early 1970s, the optimistic outlook figured prominently in an important debate about nothing less than the future of the world. Technological optimism won. The outcome was unsurprising, given the nature of the argument. On one side of the debate was a group of self-proclaimed Malthusians who foresaw an impending period of stark scarcity unless relatively drastic remedial steps were quickly taken; …

Federal Regulation Of The Workplace In The Next Half Century, Theodore J. St. Antoine Jan 1985

Federal Regulation Of The Workplace In The Next Half Century, Theodore J. St. Antoine

Articles

Even the general circulation press, from the New York Times to the Los Angeles Times to Business Week, has taken to examining the current malaise of the labor movement and the increased emphasis upon ensuring the safety, health, and economic security of employees through direct governmental regulation rather than through collective bargaining. What accounts for this upsurge of scholarly and popular interest in labor relations and labor law? There are undoubtedly multiple causes but I should like to focus on a couple of reasons that seem preeminent to me.

Text And Intellect, Monroe E. Price Oct 1984

Text And Intellect, Monroe E. Price

Articles

The article explores the intersection of Jewish identity, legal education, and professional practice, arguing that the Talmudic tradition of rigorous textual analysis and ethical inquiry has profoundly shaped the legal thinking and contributions of Jewish lawyers and judges, such as Justice Philip Halpern. It suggests that this tradition, emphasizing precision in language, respect for authority, and the pursuit of justice, provides a unique lens for understanding law as both a moral and social force.

The Application Of The Conjugate Gradient Method To The Solution Of Transient Electromagnetic Scattering From Thin Wires, Sadasiva M. Rao, Tapan K. Sarkar, Sohail A. Dianat Sep 1984

The Application Of The Conjugate Gradient Method To The Solution Of Transient Electromagnetic Scattering From Thin Wires, Sadasiva M. Rao, Tapan K. Sarkar, Sohail A. Dianat

Articles

Previous approaches to the problem of computing scattering by conducting bodies have utilized the well-known marching-on-in-time solution procedures. However, these procedures are very dependent on discretization techniques and sometimes lead to instabilities as the time progresses. Moreover, the accuracy of the solution cannot be verified easily, and usually there is no error estimation. In this paper we describe the conjugate gradient method for solving transient problems. For this method, the time and space discretizations are independent of one another. The method has the advantage of a direct method as the solution is obtained in a finite number of steps and …

A Discussion Of Various Approaches To The Linear-System Identification Problem, Tapan Sarkar, Sohail Dianat, Donald Weiner Jan 1984

A Discussion Of Various Approaches To The Linear-System Identification Problem, Tapan Sarkar, Sohail Dianat, Donald Weiner

Articles

This paper deals with the pole zero identification of a linear system from a measured input-output record. One objective is to show that the pencil-of-function method minimizes a weighted version of the Kalman equation error. It follows that the pencil-of-function method is capable of yielding robust estimates for poles located in a given region of the complex s plane. The second objective of this paper is to illustrate that identical sets of equations arise in three supposedly different analytical techniques for obtaining the impulse response of a system. The techniques investigated are 1) the least squares technique based on the …

The Role Of The Attorney In Estate Administration, Robert Stein, Ian Fierstein Jan 1984

The Role Of The Attorney In Estate Administration, Robert Stein, Ian Fierstein

Articles

Estate administration is the process by which the affairs of a decedent are settled. During the course of administration of an estate, property owned by a decedent is collected and inventoried, debts and taxes are paid, and property is distributed to those having a right to succeed to it. Controversy has surrounded estate administration in recent years. 2 Critics of the process have advised the public to "avoid probate" because of allegedly high fees and unreasonable delays in settling estates; 3 the legal community has responded with various reform proposals. 4 The National Conference of Commissioners on Uniform State Laws …

The Washington Environmental Policy Act, William H. Rodgers, Jr. Jan 1984

The Washington Environmental Policy Act, William H. Rodgers, Jr.

Articles

As the Washington State Environmental Policy Act of 1971 (SEPA)'approaches its fourteenth birthday, the time is ripe for an assessment of its recent history and foreseeable future. Several SEPA milestones have come and gone in the last several months, and a period of stability is in order. Reported Washington decisions citing SEPA now number close to one hundred; more than fifty of these are decisions of the Washington Supreme Court.

The books are closed on the two-year efforts of the Washington Commission on Environmental Policy (the SEPA Commission), whose work culminated in a report to the 1983 Legislature. There was …

Legal Barriers To Worker Participation In Management Decision Making, Theodore J. St. Antoine Jan 1984

Legal Barriers To Worker Participation In Management Decision Making, Theodore J. St. Antoine

Articles

Collective bargaining lies at the heart of the union-management relationship. It is the end and purpose of the whole effort to protect employees against reprisals when they form an organization to represent them in dealing with their employers. Collective bargaining is grounded in the belief that industrial strife will be checked, and the workers' lot bettered, if workers are given an effective voice in determining the conditions of their employment. My thesis is that federal law, even while placing the force of government behind collective bargaining, has so artificially confined its scope that the process has been seriously impeded from …
