Deaf Characters And Deafness In Science Fiction, Harry Lang, Robert Panara
Deaf Characters And Deafness In Science Fiction, Harry Lang, Robert Panara
Articles
Through the years, many individual reports have been published which review the treatment of deafness and deaf characters in various literary works. More recently, comprehensive anthologies have also addressed this topic. The authors add a new dimension to this area of "Deaf Studies" with their review of science fiction literature. Selected nineteenth and twentieth-century works of science fiction are discussed, and several deaf writerd in this genre are introduced.
Response Latencies In A Word Association Test: A New Measuring Method And Its Results, Morton Isaacs
Response Latencies In A Word Association Test: A New Measuring Method And Its Results, Morton Isaacs
Articles
Recording of response delay to stimuli in a word association task to measure emotionality of the stimulus to the subject goes back to Jung (1910) but is still used quite often (Pollio, 1966). However, the measuring methods and devices have been relatively crude, yielding no better than the second discriminations and involving human intervention in the stimulus presentation and measurement process. The current research sought to assess the results of recording response latencies using a microcomputer for presentation of the stimuli and the precision measurements of the latencies. Comparison was then made as to whether significant differences in response latencies …
Drafting Wagner's Act: Leon Keyserling And The Precommittee Drafts Of The Labor Disputes Act And The National Labor Relations Act, Kenneth M. Casebeer
Drafting Wagner's Act: Leon Keyserling And The Precommittee Drafts Of The Labor Disputes Act And The National Labor Relations Act, Kenneth M. Casebeer
Articles
This Article analyzes the development of the National Labor Relations Act through the drafts of the original Act. The author traces the evolution of Senator Wagner's ideas through numerous policy and political battles to the passage of the NLRA in 1935. The author explores the development of the drafts and the historical context surrounding their creation to reveal the social theory of the drafters and illuminate previously unexplored undercurrents in the text of the Act itself. The author, through this novel approach to the NLRA, sets up a new way to view the 1935 Act, and evaluates subsequent amendments and …

Few advocates of the jury system would argue that the average juror is as competent a tribunal as the averagejudge. Whatever competence the jury has is a function of two of its attributes: its number and its interaction. The fact that a jury must be composed of at least six people,' with different backgrounds, experiences, and perspectives, provides some protection against decisions based on an idiosyncratic view of the facts. Not only must the jury include at least six people, but they must be chosen in a manner that conforms to the ideal of the jury as representative of community …

Copyright Legislation And Technological Change, Jessica D. Litman
Copyright Legislation And Technological Change, Jessica D. Litman
Articles
Throughout its history, copyright law has had difficulty accommodating technological change. Although the substance of copyright legislation in this century has evolved from meetings among industry representatives whose avowed purpose was to draft legislation that provided for the future,6 the resulting statutes have done so poorly. The language of copyright statutes has been phrased in fact-specific language that has grown obsolete as new modes and mediums of copyrightable expression have developed. Whatever copyright statute has been on the books has been routinely, and justifiably, criticized as outmoded.7 In this Article, I suggest that the nature of the legislative process we …
Determination Of The Burst Initiation Location And The Tear Propagation Velocity During Air Burst Testing Of Latex Condoms, Andrew Davidhazy
Determination Of The Burst Initiation Location And The Tear Propagation Velocity During Air Burst Testing Of Latex Condoms, Andrew Davidhazy
Articles
The stress testing of latex condoms by an air burst procedure has been slow in gaining industry acceptance because questions have been raised regarding the influence of the test apparatus on the likelihood of breakage occurring where the condom is attached to the inflation device. It was desired to locate the areas at which the condoms tend to burst and thus corroborate or disprove these claims. Several factors associated with the bursting condom demanded the use of special instrumentation to detect and study the burst initiation process. Microsecond duration electronic flashes were used for the initial stages of the investigation. …
Diagnosis Of The Current Code Of Criminal Procedure, Daniel H. Foote
Diagnosis Of The Current Code Of Criminal Procedure, Daniel H. Foote
Articles
Approximately 35 years have passed since the current Code of Criminal Procedure went into effect, and today the manner in which that Code is interpreted and applied appears nearly stable. In truth, for most of the provisions and systems under the current Code about which there had been many questions of interpretation and application (e.g., interpretation of the provisions concerning hearsay evidence, discovery, exclusion of illegally-obtained evidence, and abuse of the authority to prosecute), some sort of conclusion (ichid no ketsuron) has been reached. In that sense, matters have "stabilized." However, in my view much more deep-seated problems remain unresolved. …
The Continuity Of Legislatures: Of Contracts And The Contracts Clause, Stewart E. Sterk
The Continuity Of Legislatures: Of Contracts And The Contracts Clause, Stewart E. Sterk
Articles
Legislatures change constantly. Each election brings new legislators and removes old ones. Those who remain are nevertheless affected by the changes in composition, and by other changes wrought by the passage of time. These changes in composition and changes in external stimuli inevitably produce pressure for changes in policy. And in a democratic system, legislatures are generally free to reverse or modify the policies of their predecessors.

On (3, K) Ramsey Graphs: Theoretical And Computational Results, Stanislaw Radziszowski, Donald Kreher
On (3, K) Ramsey Graphs: Theoretical And Computational Results, Stanislaw Radziszowski, Donald Kreher
Articles
A (3,k,n,e) Ramsey graph is a triangle-free graph on n vertices with e edges and no independent set of size k. Similarly, a (3,k)-, (3,k,n)- or (3,k,n,e)-graph is a (3,k,n,e) Ramsey graph for some nand e. In the first part of the paper we derive an explicit formula for the minimum number of edges in any (3,k,n)graph for n ≤ 3(k-I), i.e. a partial formula for the function e(3,k,n) investigated in [3,5,7]. We prove some general properties of minimum (3,k,n)- graphs with e(3,k,n) edges and present a construction of minimum (3,k+I,3k-I,5k-5)-graphs for k ≥ 2 and minimum (3,k+1,3k,5k)-graphs for k …

Beyond The Republican Revival, Cass R. Sunstein
Beyond The Republican Revival, Cass R. Sunstein
Articles
In this Article, Professor Sunstein describes those aspects of republicanism that have the strongest claim to contemporary support, outlines the role of republican thought in the founding period, and explores some of the implications of republicanism for modern public law. Sunstein claims that the basic republican commitments involve (1) deliberation in government; (2) political equality; (3) universality, or agreement as a regulative ideal; and (4) citizenship. Professor Sunstein contends that all of these commitments played an important role during the founding period, generating a distinctive conception of governance. In his view, the common opposition between liberalism and republicanism is a …
Lower Bounds For Multi-Colored Ramsey Numbers From Group Orbits, Donald Kreher, Wei Li, Stanislaw Radziszowski
Lower Bounds For Multi-Colored Ramsey Numbers From Group Orbits, Donald Kreher, Wei Li, Stanislaw Radziszowski
Articles
In this paper the algorithm developed in [RK] for 2-color Ramsey numbers is generalized to multi-colored Ramsey numbers. All the cyclic graphs yielding the lower bounds R(3,3,4)>=30, R(3,3,5)>=45, and R(3,4,4)>=55 were obtained. The two last bounds are apparently new.
Solving Subset Sum Problems With The L^3 Algorithm, Stanislaw Radziszowski, Donald Kreher
Solving Subset Sum Problems With The L^3 Algorithm, Stanislaw Radziszowski, Donald Kreher
Articles
Ideas are described that speed up the lattice basis reduction algorithm of Lenstra, Lenstra and Lovasz [11] in practice. the resulting lattice basis reduction algorithm reduces the multiprecision operations needed in previous approaches. This paper describes these ideas in detail for lattices of the particular form arising from the subset sum (exact knapsack) problem. The idea of applying the L^3 algorithm to the subset sum problem is due to Lagarias and Odlyzko [8]. The algorithm of this paper also uses a direct search for short vectors simultaneously with the basis reduction algorithm. Extensive computational tests show that this algorithm solves, …

In this paper, I shall briefly review the nature and limitations of the theories most frequently invoked by the courts in dealing with wrongful dismissal. I shall then examine the major arguments for and against a general overhaul of the doctrine of employment at will. Lastly, I shall discuss some of the particular questions that will have to be addressed in fashioning a statutory solution.

The birefringent properties of many crystalline substances can create vivid collages when combined with polarized illumination. High magnification photographs of these patterns can be produced simply without the use of a microscope or other expensive equipment. The technique involves projecting an enlarged crystal pattern with a condenser enlarger onto 35mm film.
The Humane And Just Alternative For Canada, James C. Hathaway
The Humane And Just Alternative For Canada, James C. Hathaway
Articles
The essence of C-55 ignores the admonition of the Standing Committee that we must be "knowledgeable and sensitive to human rights issues rather than immigration issues. The determination decision is not an immigration matter but instead a decision as to who are Convention refugees in need of Canada's protection." In stark contrast, immigration authorities have spoken of the importance of refugee law reform as a means of "enabling us to continue our strategy of controlled growth in immigration to Canada." By speaking of refugees in the same breath as immigration policy, the department has effectively confused the privilege of immigration …
How To Argue About Health Care, Don Herzog
How To Argue About Health Care, Don Herzog
Articles
Despite the aggressive title of this article, my goals are modest. I begin by explaining briefly what should at any rate be obvious: that health care policies inescapably raise moral and political difficulties, difficulties that no technical fix could resolve. I move on to puzzle over the connections between some of the more abstract issues of moral and political theory and medical policy: here I urge that we develop a more sustained taste for exploring the moral conflicts embedded in our current practices. Finally, I suggest a strategy for making nitty-gritty facts-from the concrete world of third-party payment, expensive technology, …
Accurate Spectral Estimation From Unequally Spaced Samples Of Exponentially Damped Sinusoidal Signals, Tapan Sarkar, Huanqun Chen, Sohail Dianat
Accurate Spectral Estimation From Unequally Spaced Samples Of Exponentially Damped Sinusoidal Signals, Tapan Sarkar, Huanqun Chen, Sohail Dianat
Articles
In this paper a method is presented to interpolate and extrapolate unequally spaced signals that are not bandlimited. This is achieved by utilizing the Gregory-Newton quadrature formula which circumvents aliasing without bandlimiting. Also with the Gregory-Newton quadrature formula, it is possible to compute the Fourier spectrum of the unequally spaced signals, which is not bandlimited. Finally, the effect of noise on the Gregory-Newton quadrature formula is observed. Specifically, the quality of interpolation, extrapolation, and the spectrum as a function of various signal-to-noise ratios is observed. This may be a useful technique for computing unaliased spectra of unequally spaced amped sinusoidal …

The Impact Of Changing Technology On The Employment Of A Group Of Older Deaf Workers, Greg Emerton, Susan Foster, Harriette Royer
The Impact Of Changing Technology On The Employment Of A Group Of Older Deaf Workers, Greg Emerton, Susan Foster, Harriette Royer
Articles
Sociologists are fond of looking at social and cultural change in the abstract, as an alternation in the patterns of social structure and social relationships within a society over time. Seldom do they look at the impact of macro level trends upon individuals and rarely do they concern themselves with a low-incidence population such as the deaf community. This study seeks to help alter that pattern by examining the effects of changing technology upon a small group of older, deaf people who have been in the work force for 20 years or more.
Implementation Of Recommended Ocular Exposure Thresholds For The Evaluation Of Xenon Flashes, Mark Fairchild, Roy Berns
Implementation Of Recommended Ocular Exposure Thresholds For The Evaluation Of Xenon Flashes, Mark Fairchild, Roy Berns
Articles
A system was established for the evaluation of sources of optical radiation with respect to recommended ocular exposure limits. This system consists of a diode array radiometer calibrated for absolute radiometric measurements and software for the application of the currently accepted threshold limits for exposure to various wavelengths of radiation. Absolute calibration of the array radiometer was accomplished to within 3% of values obtained with a conventional instrument. Day-to-day repeatability of the instrument indicates the possibility of absolute calibration of the detector array responsivity for everyday use in the measurements of continuous sources to an accuracy of plus-or-minus 2.8%. It …
