We present results from an HST study of the morphology and kinematics of NGC 6240. This merging galaxy with a double nucleus is one of the nearest and best-studied ultraluminous infrared galaxies. HST resolves both nuclei into seperate components. The distance between the northern and southern optical/near-infrared components is greater than that observed in radio and X-ray studies, arguing that even in K-band we may not be seeing all the way through the dust to the true nuclei. The ionized gas does not display rotation around either of the nuclei, or equilibrium motion in general. There is a strong velocity …
Aspects Of Land Use In Slash And Burn Agriculture, Amitrajeet A. Batabyal, Dug Man Lee
Aspects Of Land Use In Slash And Burn Agriculture, Amitrajeet A. Batabyal, Dug Man Lee
Articles
In this paper we first construct a theoretical model of land use by swidden cultivators when these cultivators can choose whether to grow a cash crop or a food/subsistence crop. Second, we study the land quality accumulation decision faced by shifting cultivators and, in the process, we show how to compute the optimal length of time during which cleared land is to be left fallow. Finally, we investigate the implications that the optimal land quality accumulation decision has for the relative price of the food crop in particular and slash and burn agriculture in general.

Surveys For Gray Whales, Eschrichtius Robustus, Near Cape Caution, British Columbia, Summer 2003, William Megill, Lei Lani Stelle, Becky Woodward
Articles
The Coastal Ecosystems Research Foundation conducted several surveys for gray whales on the southern Central Coast of British Columbia during the summer of 2003. Three surveys were conducted in CERF’s usual study area near Cape Caution, and three along the west coast of Calvert Island. Additional shorter surveys were also conducted of the Rivers Inlet / Smith Sound region north of Cape Caution. A total of 50 animals were identified from the pigmentation on their flanks. Twelve of these were new to the area in 2003. All but three were photographed. The animals not photographed (due to a camera malfunction) …

Constraints On Cosmic Dynamics, Manasse Mbonye
Constraints On Cosmic Dynamics, Manasse Mbonye

Also archived at: arXiv:gr-qc/0309135 v1 30 Sep 2003 Observationally, the universe appears virtually critical. Yet, there is no simple explanation for this state. In this article we advance and explore the premise that the dynamics of the universe always seeks equilibrium conditions. Vacuum-induced cosmic accelerations lead to creation of matter-energy modes at the expense of vacuum energy. Because they gravitate, such modes constitute inertia against cosmic acceleration. On the other extreme, the would-be ultimate phase of local gravitational collapse is checked by a phase transition in the collapsing matter fields leading to a de Sitter-like fluid deep inside the black …
The Digital Trademark Right: The Troubling New Extraterritorial Reach Of National Law, Xuan-Thao Nguyen
The Digital Trademark Right: The Troubling New Extraterritorial Reach Of National Law, Xuan-Thao Nguyen
Articles
The Anticybersquatting Consumer Protection Act authorizes the development of the digital trademark right. Under this new right, a trademark owner can petition a domestic court to transfer a foreign registrant's domain name to the trademark owner. The trademark owner does not need to travel to the foreign land for the litigation or to petition a foreign court for enforcement of the domestic court's decision. The property transfer order has a global effect, enjoining the foreign registrant from further use of its property in its home country. Is such extraterritorial extension of national law permissible? Does the new digital trademark right …

Gender, Human Rights, And Peace Agreements, Christine M. Chinkin
Articles
I would first like to thank the organizers for the very great honor of being asked to present the annual Schwartz Lecture in 2002. It is especially apposite to discuss issues of international peace agreements in Ohio, not far from Dayton which is famous as the location of the process that brought an end to the war in Bosnia-Herzegovina. However this lecture is going to examine issues that were not explored at Dayton, that is, some relationships between gender, peace agreements, and international human rights. In addition, because the function of peace agreements in today's world has become the broader …

Assessment Of The Acoustic Properties Of Common Tissue-Mimicking Test Phantoms, Jacinta Browne, K. Ramnarine, A. Watson, P. Hoskins
Articles
Ultrasound (US) test phantoms incorporating tissue-mimicking materials (TMMs) play an important role in the quality control (QC) and performance testing of US equipment. Three commercially available TMMs (ZerdineTM from CIRS Inc.; condensed-milk-based gel from Gammex RMI; urethane-rubber-based from ATS Labs) and a noncommercial agar-based TMM, were investigated. Acoustic properties were measured over the frequency range 2.25 to 15 MHz at a range of ambient temperatures (10 to 35°C). The acoustic velocity of the TMMs remained relatively constant with increasing frequency. Only the agar-based TMM had a linear increase of attenuation with frequency, with the other materials exhibiting nonlinear responses to …

Donna's Law would allow individuals who fear suicide to prevent their own impulsive gun purchases. Research shows that many people would sign up, and versions of Donna's Law have passed in Washington State and Virginia. This study is the first to assess public support for enacting Donna's Law. We find broad support overall, including majority support among Republicans and gun owners. There is room for consensus around this voluntary measure to reduce gun suicide.

Free Speech As Risk Analysis: Heuristics, Biases, And Institutions In The First Amendment, Paul Horwitz

What does behavioral analysis of law have to offer First Amendment doctrine This Article offers some tentative answers to that question A great deal of First Amendment law asks whether the risk of harm stemming from particular speech acts can justify the regulation of that speech We may in short think of First Amendment law as a species of risk analysis Looking at free speech issues through the lens of behavioral analysis of law may help us to better understand evaluate and improve the courts approach to recurring problems in the First Amendment This Article focuses on two such issues …

This article demonstrates the advantages of using visualization as part of the modeling process. Several examples are given to show how visualization can help developers to more completely understand the range of behaviors for their algorithms. Specifically, the Cobb Douglas function and Gold Pray demand system are examined using a tool that combines mathematical modeling with visualization capabilities.
Incorporation Of Polarization Into The Dirsig Synthetic Image Generation Model, Jason P. Meyers, John R. Schott, Scott D. Brown
Incorporation Of Polarization Into The Dirsig Synthetic Image Generation Model, Jason P. Meyers, John R. Schott, Scott D. Brown
Articles
The Digital Imaging and Remote Sensing Synthetic Image Generation (DIRSIG) model uses a quantitative first principles approach to generate synthetic hyperspectral imagery. This paper presents the methods used to add modeling of polarization phenomenology. The radiative transfer equations were modified to use Stokes vectors for the radiance values and Mueller matrices for the energy-matter interactions. The use of Stokes vectors enables a full polarimetric characterization of the illumination and sensor reaching radiances. The bi-directional reflectance distribution function (BRDF) module was rewritten and modularized to accommodate a variety of polarized and unpolarized BRDF models. Two new BRDF models based on Torrance- …
Elastic Ladar Modeling For Synthetic Imaging Applications, Robin R. Burton, John R. Schott, Scott D. Brown
Elastic Ladar Modeling For Synthetic Imaging Applications, Robin R. Burton, John R. Schott, Scott D. Brown
Articles
The Digital Imaging and Remote Sensing Image Generation (DIRSIG) model is a synthetic imagery generation model developed at the Center for Imaging Science (CIS) at the Rochester Institute of Technology (RIT). It is a quantitative first principle based model that calculates the sensor reaching radiance from the visible through to the long wave infrared on a spectral basis. DIRSIG generates a very accurate representation of what a sensor would see by modeling all the processes involved in the imaging chain. Currently, DIRSIG only models passive sources such as the sun and blackbody radiation due to the temperature of an object. …
Many-To-Many Invocation: A New Framework For Building Collaborative Applications In Ad Hoc Networks, Hans-Peter Bischof, Alan Kaminsky
Many-To-Many Invocation: A New Framework For Building Collaborative Applications In Ad Hoc Networks, Hans-Peter Bischof, Alan Kaminsky
Articles
Many-to-Many Invocation (M2MI) is a new paradigm for building collaborative systems that run in wireless proximal ad hoc networks of fixed and mobile computing devices. M2MI is useful for building a broad range of systems, including service discovery frameworks; groupware for mobile ad hoc collaboration; systems involving networked devices (printers, cameras, sensors); and collaborative middleware systems. M2MI provides an object oriented method call abstraction based on broadcasting. An M2MI invocation means ``Every object out there that implements this interface, call this method.''. M2MI is layered on top of a new messaging protocol, the Many-to-Many Protocol (M2MP), which broadcasts messages to …

Use Of Physics Based Models In Hyperspectral Image Exploitation, John Schott, Kyungsuk Lee, Rolando Raqueno
Articles
This paper describes a concept for using physics based models to support exploitation of remotely sensed image spectrometer data. It then reviews several methods from the literature illustrating more specifically how physics based models have been used as part of atmospheric correction, water quality assessment and temperature measurement algorithms. Finally a new approach for using model based techniques for subpixel target detection is presented This technique builds on a previously introduced invariant method that uses physics based models to support target detection of fully resolved targets without requiring in scene training or atmospheric correction. An example using the new subpixel …

Two hundred thirty nearby main-sequence stars with spectral types in the range of A to G have been observed by way of speckle interferometry using the WIYN 3.5 m telescope at Kitt Peak, Arizona. The stars had no previous mention of duplicity in the literature. Of those observed, 14 showed clear evidence of a companion, and 63 were classified as suspected nonsingle based on a power spectrum analysis. The remaining stars discussed show no evidence of duplicity to the limit of the detection system in high-quality observations.
On The Choice Of Optimal Temporal Control In Renewable Resource Management, Amitrajeet A. Batabyal, Hamid Beladi
On The Choice Of Optimal Temporal Control In Renewable Resource Management, Amitrajeet A. Batabyal, Hamid Beladi
Articles
This paper addresses the following hitherto unstudied question in renewable resource management: How should a resource manager set the temporal control optimally for renewable resources such as rangelands and fisheries that are managed with spatial and temporal controls? We use a dynamic and stochastic framework to first derive the resource manager’s long run average net cost function. We then demonstrate how the temporal control can be chosen to minimize this objective function.

Evaluating The 1931 Cie Color-Matching Functions, Mark Shaw, Mark Fairchild
Articles
The use of colorimetry within industry has grown extensively in the last few decades. Central to many of today's instruments is the CIE system, established in 1931. Many have questioned the validity of the assumptions made by Wright1 and Guild,2 some suggesting that the 1931 color-matching functions are not the best representation of the human visual system's cone responses. A computational analysis was performed using metameric data to evaluate the CIE 1931 color-matching functions as compared to with other responsivity functions. The underlying assumption was that an optimal set of responsivity functions would yield minimal color-difference error between pairs of …
