Readings of the Constitution have changed. Sometimes they have changed because the constitutional text has changed. But more often they have changed while the text has remained the same. Can it be that these changed readings-changes that track no change in constitutional text-can nonetheless be readings of fidelity, faithful to the Constitution's original meaning? On some readings of originalism, the answer must be no. But this essay argues that any complete account of interpretive fidelity must allow--indeed require--changes in constitutional readings even when there has been no change in the constitutional text. In most encounters, chaos is considered a nuisance, if not a downright detriment to system performance, especially in laser devices. However, the presence of chaos in a system can act as a rich source of complex frequencies if one only had a way of accessing them. In this work we present a discussion of the recent work of Ott, Grebogi and Yorke on controlling chaos as applied to a semiconductor diode laser subject to optical feedback via an external mirror. Synchronization Of Chaotic Trajectories In A Diode Resonator Using Proportional Feedback, Timothy Newell, Paul Alsing, Athanasios Gavrielides

We have demonstrated experimentally a proportional feedback algorithm for the synchronization of chaotic time signals generated from a pair of independent diode resonator circuits. Synchronization was easily obtained and occurred for relative feedback levels between three and eight percent of the driving voltage. Once established, the synchronization persisted throughout the whole range of the resonator bifurcation diagram without varying the gain of the feedback.

Most of these packages can perform only simple calculations on matrices of limited size (10 x 10 maximum) and all of them can do only either decimal or rational arithmetic. None has the ability to perform the symbolic calculations that are as much a part of linear algebra as arithmetic calculations. Using computer algorithms we found that there exists a unique, up to isomorphism, graph on 21 points and 125 graphs on 20 points for the Ramsey number R(K_5 - e, K_5 - e) = 22. We also construct all graphs on n points for the Ramsey number R(K_4 - e, K_ 5 - e) = 13 for all n <= 12.

Sentencing commissions, administrative agencies charged to develop and promulgate standards for sentencing, were first proposed early in the 1970s and first established in 1978. Of four recent major sentencing reform approaches-the others being parole guidelines, voluntary sentencing guidelines, and statutory determinate sentences-only sentencing commission systems continue to be created. Despite controversies associated with the highly unpopular federal guidelines, commissions and their guidelines have achieved their primary goals. Some commissions have achieved specialized technical competence, have adopted comprehensive policy approaches, and have to a degree insulated policy from short-term political pressures. Guidelines have reduced disparities and gender and sex differences in …

It is shown that a 4-(12,6,6) design, if it exists, must be rigid. The intimate relationship of such a design with 4-(12,5,4) designs and 5-(12,6,3) designs is presented and exploited. In this endeavor we found: (i) 30 nonisomorphic 4-(12,5,4) designs; (ii) all cyclic 3-(11,5,6) designs; (iii) all 5-(12,6,3) designs preserved by an element of order three fixing no points and no blocks; and (iv) all 5-(12,6,3) designs preserved by an element of order two fixing 2 points.

The discrete algebras A over a commutative ring R which can be realised as the full endomorphism algebra of a torsion-free R-module have been investigated by Dugas and Gobel under the additional set-theoretic axiom of constructibility, V = L. Many interesting results have been obtained for cotorsion-free algebras but the proofs involve rather elaborate calculations in linear algebra. Here these results are rederived in a more natural topological setting and substantial generalizations to topological algebras (which could not be handled in the previous linear algebra approach) are obtained. The results obtained are independent of the usual Zermelo-Fraenkel set theory ZFC.

The existence of non-free, K-free Abelian groups and modules (over some non-left perfect rings R) having prescribed endomorphism algebra is established within ZFC + 0 set theory. The principal technique used exploits free resolutions of non-free R-modules X and is similar to that used previously by Griffith and Eklof; much stronger results than have been obtained heretofore are obtained by coding additional information into the module X. As a consequence we can show, inter alia, that the Kaplansky Test Problems have negative answers for strongly K,-free Abelian groups of cardinality K1 in ZFC and assuming the weak Continuum Hypothesis.

The frequency dispersion of the coercive force of Ferroelectric Liquid Crystals (FLC) cells has been detected and examined in the range of infralow (lower than 0.1 Hz) frequencies. To clarify the low-frequency dispersion, the model has been suggested, based on the arrangement of free charges and well describing the experimental curves. The method for determination of the energy of FLC anchoring at the surface, developed on the basis of the static hysteresis loop, has been proposed. The dependence of bistability and the anchoring energy upon the orientant layer thickness has experimentally been investigated.

Camp endowed the attorney-client relationship with the legacy of the "client discharge rule"; it provides that a client can discharge his attorney at any time without cause and without penalty. The predicate of the rule is that trust and confidence are essential features of the attorney-client relationship.
