Atpg For Delay Defects In Current Mode Threshold Logic Circuits, Ashok Kumar Palaniswamy, Spyros Tragoudas, Themistoklis Haniotakis Jan 2016

Atpg For Delay Defects In Current Mode Threshold Logic Circuits, Ashok Kumar Palaniswamy, Spyros Tragoudas, Themistoklis Haniotakis

Articles

An automatic test pattern generation approach to
detect delay defects in a circuit consisting of current mode
threshold logic gates is introduced. Each generated pattern
should excite the maximum propagation delay at the fault site.
Manufactured weights may vary, and maximum delay is ensured
by applying an appropriately generated set of patterns per fault.
Experimental results show the efficiency of the proposed methods.

Adaptive Sensor Node Sleep Scheduling For Quality-Of-Experience Enhancement, Mini Mathew, Ning Weng Jan 2016

Adaptive Sensor Node Sleep Scheduling For Quality-Of-Experience Enhancement, Mini Mathew, Ning Weng

Articles

Focusing on a user’s quality-of-experience (QoE) has become important, because of the growing space of sensor-dependent applications and low-cost sensor design. QoE is typically affected by two quantities: the quality-of-information (QoI) received and the lifetime-of-service. Therefore, QoE is defined as a sensor network’s ability to consistently offer assured QoI for an expected lifetime when operating on a limited energy resource, such as a battery. However, dynamic factors, such as varying user requirements, unpredictable sensor environment, unreliable network conditions, and limited energy resource, affecting both QoI and lifetime-of-service, make it challenging to achieve a good QoE. In our previous work, we …

Charge Recycling 8t Sram Design For Low Voltage Robust Operation, Xu Wang, Chao Lu, Zhigang Mao Jan 2016

Charge Recycling 8t Sram Design For Low Voltage Robust Operation, Xu Wang, Chao Lu, Zhigang Mao

Articles

It is attractive to design power efficient and robust SRAM in low voltage and high performance systems for mobile or battery-powered electronics. To reduce the power consumption resulting from bit-line activities, a new bit-line charge recycling circuit is proposed for 8T SRAMs. By eliminating the use of analog blocks required in existing circuits in literature, this proposed charge recycling scheme results in less design complexity. In addition, two types of SRAM cells are employed to improve the robustness in write operation, and hierarchical bit-line structure is applied to reduce the power consumption in read operation. Post-layout simulations demonstrate the proposed …

Formalism And Functionalism In Antitrust Treatment Of Loyalty Rebates: A Comparative Perspective, Daniel A. Crane Jan 2016

Formalism And Functionalism In Antitrust Treatment Of Loyalty Rebates: A Comparative Perspective, Daniel A. Crane

Articles

It is a widely held belief that U.S. antitrust law has long been characterized by economic functionalism and that European antitrust law has long been characterized by legal formalism.' The received wisdom began to change in Europe a decade ago when the Directorate General Competition of the European Commission (DG Comp) began to advocate a more "effects-based" analysis of abuse of dominance. Two factors arguably contributed to this change. First, the DG Comp became increasingly influenced by economists who had little use for the old formalism. Second, as Europe trie to spread antitrust to developing antitrust regimes across the world-and, …

Assignments With Intrinsic Lessons On Professionalism (Or, Teaching Students To Act Like Adults Without Sounding Like A Parent), Beth H. Wilensky

Articles

There is little question that law schools ought to teach their students professionalism – indeed, they are required to do so to maintain accreditation. And there is little question that the required legal writing and research course is one of the places it ought to be taught. But teaching students to adopt the norms of professional behavior — both in law school and after graduation — is a challenge to law faculties, and particularly to the experiential learning faculty who frequently are on the front lines of teaching professionalism. While there are many ways to teach students what professional and …

Culture As A Structural Problem In Indigent Defense, Eve Brensike Primus Jan 2016

Culture As A Structural Problem In Indigent Defense, Eve Brensike Primus

Articles

In Part I, I will describe the ways in which today's right-to-counsel challenges are similar to and different from those that faced the writers of the 1961 symposium. I will also explain in more detail why the structural conditions of criminal defense work to create (and, to some extent, always have created) a cultural problem in indigent defense delivery systems across the country. In Part II, I will discuss why I believe that we are, once again, facing a moment for potential reform, albeit reform that is different in scope and kind from that which was possible in the 1960s. …

Legal Limits And The Implementation Of The Affordable Care Act, Nicholas Bagley Jan 2016

Legal Limits And The Implementation Of The Affordable Care Act, Nicholas Bagley

Articles

Accusations of illegality have dogged the Obama Administration's efforts to implement the Affordable Care Act (ACA), the most ambitious piece of social legislation since the advent of Medicare and Medicaid. Some of the accusations have merit; indeed, it would be surprising if they did not. Even as the ACA's rollout has exposed unanticipated difficulties in the statutory design, congressional antipathy to health reform has precluded looking to the legislature to iron out those difficulties. To secure his principal achievement, President Obama has repeatedly tested the limits of executive authority in implementing the ACA. Six years after its enactment and two …

The Just-Barely-Sustainable California Prisoners' Rights Ecosystem, Margo Schlanger Jan 2016

The Just-Barely-Sustainable California Prisoners' Rights Ecosystem, Margo Schlanger

Articles

Over the past two decades, the United States has seen a marked decline in the frequency and depth of court interventions in prisons and jails. Prisoners’ rights litigation has not disappeared—but it has been drastically curtailed by the 1996 Prison Litigation Reform Act (PLRA), along with myriad other forces, doctrinal and political. The PLRA, enacted as part of the Newt Gingrich “Contract with America,” undermined prisoners’ ability to bring, settle, and win lawsuits. (Schlanger 2003; Schlanger 2006)

The resulting impact on jail and prison litigation has been extremely substantial. Significant prisoners’ rights cases certainly remain on court dockets, and new …

Face Recognition-Based Real-Time System For Surveillance, Fahad Parvez Mahdi, Md. Mahmudul Habib, Susan Mckeever, A.S.M. Moslehuddin, Pandian Vasant

Articles

The ability to automatically recognize human faces based on dynamic facial images is important in security, surveillance and the health/independent living domains. Specific applications include access control to secure environments, identification of individuals at a particular place and intruder detection. This research proposes a real-time system for surveillance using cameras. The process is broken into two steps: (1) face detection and (2) face recognition to identify particular persons. For the first step, the system tracks and selects the faces of the detected persons. An efficient recognition algorithm is then used to recognize detected faces with a known database. The proposed …

Interactive Learning: Developing An Esimulation Portal Framework, Ayman Tobail, John Crowe, Amr Arisha Jan 2016

Interactive Learning: Developing An Esimulation Portal Framework, Ayman Tobail, John Crowe, Amr Arisha

Articles

The emerging eLearning paradigm is becoming increasingly used in many academic disciplines. The concept acknowledges learning processes that no longer deploy only traditional teaching methods. It can be argued that today’s third level education students are part of a new virtual era where the blackboard has been replaced by the interactive whiteboard, so more interactive and virtually orientated teaching aids are required to assist in the transition from traditional learning to eLearning. The key objective of this paper is to propose a simulation-based learning framework that integrates web-based simulation and a web content management hierarchy model. Using the highly complex …

Paying High For Low Performance, Steven A. Bank, George S. Georgiev Jan 2016

Paying High For Low Performance, Steven A. Bank, George S. Georgiev

Articles

This Essay argues that regulatory reforms in the area of executive compensation introduced by the Dodd-Frank Act of 2010 have not yet achieved their purpose of linking executive pay with company performance. The rule on shareholder say-on-pay appears to have had limited success over the five proxy seasons since its adoption. The rule on pay ratio disclosure, adopted in August 2015, and the rules on pay-versus-performance disclosure and the clawback of certain incentive compensation, proposed in April 2015 and July 2015, respectively, are also unlikely to succeed. For the most part, the rules are intuitive and well-intentioned, but a closer …

Articles

This paper considers the environmental impact on well-being and performance in elite athletes during Olympic competition. The benefits of exercising in natural environments are recognized, but less is known about the effects on performance and health in elite athletes. Although some Olympic events take place in natural environments, the majority occur in the host city, usually a large densely populated area where low exposure to natural environments is compounded by exposure to high levels of air, water, and noise pollution in the ambient environment. By combining methods and expertise from diverse but inter-related disciplines including environmental psychology, exercise physiology, biomechanics, …

Human Factors At The Core Of Total Safety Management: The Need To Establish A Common Operational Picture, Maria Chiara Leva, Tom Kontogiannis, Nora Balfe, Micaela Demichela, Emmanuel Plot

Articles

The Total Operations Management for Safety Critical Activities (TOSCA) project is aimed at developing a safety management framework that integrates best practices, tools and methods for functional analysis, risk assessment, interactive emergency scenarios analysis, performance monitoring, design review, training and knowledge management. The TOSCA approach is described by a T-model based around a central ‘Common Operational Picture’ (COP) that holds information regarding the operational system, and is used to support risk assessment and management. The information held in the COP may be represented in different ways but should be accessible to all stakeholders in order to analyse and communicate risk, …

Is More Antitrust The Answer To Wealth Inequality?, Daniel A. Crane Jan 2016

Is More Antitrust The Answer To Wealth Inequality?, Daniel A. Crane

Articles

Wealth inequality has reemerged as a major political issue and may become one of the defining themes of the 2016 presidential election. Progressives claim a broad set of causes for wealth inequality, from tax loopholes favoring the wealthy to the decline of private sector unionization. Recently, a number of high-profile public intellectuals have begun to finger an additional culprit - lax antitrust enforcement. According to prominent progressives such as Nobel economics laureates Joseph Stiglitz and Paul Krugman, former labor secretary Robert Reich, and Oxford economist Anthony Atkinson, weak enforcement of the antitrust laws has permitted the flourishing of anticompetitive mergers, …

When Should We Teach Our Students To Pay Attention To The Costs Of Legal Research?, Beth H. Wilensky Jan 2016

When Should We Teach Our Students To Pay Attention To The Costs Of Legal Research?, Beth H. Wilensky

Articles

It is axiomatic in legal research pedagogy that law schools should teach students how to conduct cost-effective legal research. To do that, we need to teach students to consider the amount of time and money their research requires, how paid legal research platforms like Westlaw and Lexis charge for their services, and how to research in an efficient and cost-sensitive way. But we shouldn’t do those things. Or at least, we shouldn’t do them at first. Instead, we should tell students not to worry about the costs of legal research during their first year of law school—with the possible exception …

Anti-Incarcerative Remedies For Illegal Conditions Of Confinement, Margo Schlanger Jan 2016

Anti-Incarcerative Remedies For Illegal Conditions Of Confinement, Margo Schlanger

Articles

Opposition to mass incarceration has entered the mainstream. But except in a few states, mass decarceration has not, so far, followed: By the end of 2014 (the last data available), nationwide prison population had shrunk only 3% off its (2009) peak. Jail population, similarly, was down just 5% from its (2008) peak. All told, our current incarceration rate - 7 per 1,000 population - is the same as in 2002, and four times the level in 1970, when American incarceration rates began their rise. Our bloated prisoner population includes many groups of prisoners who are especially likely to face grievous …

Ingress Well-Played: City As Mmo, Elizabeth L. Lawley

Articles

This paper describes player experience for Ingress, a geo-local, mobile augmented reality game created by Google’s Niantic Labs. Ingress incorporates aspects of both pervasive, alternate reality (ARG) and massively multiplayer online (MMO) games. However, unlike many ARGs, Ingress is not focused on a specific time-limited period, or linked to a single real-world event or location. And unlike a typical MMO, play in Ingress is geo-spatially limited; players must be physically proximate to game elements in order to interact with them. Using game mechanics similar to those of many MMOs, Ingress provides for a range of gameplay, based both on …
