Not For Poverty Alone: Foster Care Population Trends In The Twentieth Century, Leroy H. Pelton
Not For Poverty Alone: Foster Care Population Trends In The Twentieth Century, Leroy H. Pelton
The Journal of Sociology & Social Welfare
Trends in the size of the national foster care population from 1910 to 1983 are examined in the context of child welfare policy toward dependent and neglected children. Several major turning points in the child placement rate are identified, and the reasons for them are explored. The relationship between poverty and foster care placement is discussed, and it is concluded that the child placement rate is not related to the poverty rate, but rather, to how our society chooses to intervene with the children of families living in poverty.
The Failure Of The Destitute Mother's Bill: The Use Of Political Power In Social Welfare, Eve P. Smith
The Failure Of The Destitute Mother's Bill: The Use Of Political Power In Social Welfare, Eve P. Smith
The Journal of Sociology & Social Welfare
Although social and economic conditions and prevailing popular philosophies may affect the success or failure of an attempt at change in social welfare policy and practice, the relative strengths and weaknesses of the political forces for and against the change may be more important. In 1897, fourteen years before the passage of the first U.S. Mothers' Pension law in Illinois, New York State Senator John Ahearn attempted such a law in New York. Although the bill was passed unanimously by both houses of the State Legislature, it was never signed into law. The reason was that the children's institutions and …

Minneapolis Settlement Houses In The "Not So Roaring 20'S' Americanization, Morality, And The Revolt Against Popular Culture, Howard Jacob Karger
The Journal of Sociology & Social Welfare
The article traces the theoretical and ideological development of the Minneapolis settlement house community during the 1920's. As such, the article examines the social control function of Minneapolis settlements through their emphasis on Americanization, morality, the concepts of neighborhood and democracy, and the role of domestic politics within the settlement community. The article also explores the dialectical relationship between the social control function of Minneapolis settlement houses and the altruistic motives of settlement workers.
Harry Lurie's Assessment And Prescription: An Early View Of Social Workers' Roles And Responsibilities Regarding Political Action, Joe M. Schriver
Harry Lurie's Assessment And Prescription: An Early View Of Social Workers' Roles And Responsibilities Regarding Political Action, Joe M. Schriver
The Journal of Sociology & Social Welfare
Harry Lawrence Lurie's recommendations and analyses concerning social workers' involvement in political action are reviewed. By reviewing some of Lurie's concerns and activities from the 1930's into the 1950's in this area, it is possible to gain helpful guidance and insight into contemporary concerns about social workers in the political arena. Lurie argued consistently for greater involvement by social workers in political action as individuals, as members of professional organizations, and in coalition with other groups outside of social work who were concerned with progressive social change. Lurie also articulated many of the conditions preventing effective political action by social …
From Countrywoman To Federal Emergency Relief Administrator: Josephine Chapin Brown, A Biographical Study, Emilia E. Martinez-Brawley
From Countrywoman To Federal Emergency Relief Administrator: Josephine Chapin Brown, A Biographical Study, Emilia E. Martinez-Brawley
The Journal of Sociology & Social Welfare
This study documents the life and career of Josephine Chapin Brown, an early leader in public welfare and rural social work. Historical research showed that Brown's ideas on social work and on professional training for social work were often against the paradigm of her time. For example, Brown was a committed ruralite when social work was primarily urban; Brown supported social work training for public welfare workers in the agricultural colleges (many now state universities) when social work was committed to a more elitist training model. As a result she was ostracized by many of her influential contemporaries. Her orientation …
Social Work's Professional Mistake: Confusing Status For Control And Losing Both, Gary R. Lowe
Social Work's Professional Mistake: Confusing Status For Control And Losing Both, Gary R. Lowe
The Journal of Sociology & Social Welfare
The dimensions of control and power supporting monopoly are central to the professional notion. These factors are implicit in the attribute professional formulation traditionally put forth and adopted by Social Work. This paper asserts that social work leadership between 1915 and 1952 misunderstood or ignored these crucial dynamics. This "mistake" led to practice methodology (casework) and educational policies (graduate-only) that sought status rather than occupational control. This flawed analysis split the occupation in its formative years. The article concludes that the result has been social work's inability to gain professional standing.

Readability Formulas: A Necessary Evil?, Kathy Everts Danielson
Readability Formulas: A Necessary Evil?, Kathy Everts Danielson
Reading Horizons: A Journal of Literacy and Language Arts
A readability formula is usually a mathematical equation that strives to relate the comprehension of the reader and the linguistic characteristics of the text. The purpose of this paper is to reflect upon some readability formulas and to propose that they be used only in perspective. Although these formulas are often considered a 'necessary evil,' they need not receive as much attention as they do. Readability formulas certainly should not be thought of as the ultimate instruments in measuring texts for grade levels. Too many factors which readability formulas do not address are more crucial to reading comprehension.
The Effect Of Film Forming Agents In A Size Solution On Silicone Holdout, Michael D. Stang
The Effect Of Film Forming Agents In A Size Solution On Silicone Holdout, Michael D. Stang
Paper Engineering Senior Theses
In the production c>f base papers for silicone coating, one of the most important variables is the holdout capability of the ' base sheet. The holdout is primarily affected by the surface characteristics of the sheet relating to the smoothness and surface structure.
An experiment was designed to look at the effects of several different commercial film forming agents in a standard size solution on the holdout properties of the sheet. A laboratory size press coater was assembled and used for application of the size solutions. After supercalendering, the sheets were silicone coated with an aqueous silicone solution and …

The Application Of Chitosan To Composite Boxboard For Plybond Development, Tracy O. Drier
Paper Engineering Senior Theses
The area of study during this research was the effect of the marine polymer chitosan addition rate on strength properties, and retention characteristics. Two machine trials were run on the WMU twin ply former using old corrugated container (O.C.C.).
Machine run # 1 consisted of running a 1% chitosan solution at 0, 6, 16, 18#/ton. Run # 2 also used a 1% chitosan solution but lower addition rates of 0, 2, 5#/ton. The chitosan was added to the thick stock prior to the fan pump for both runs. No comparisons between the runs were made.
Conclusions from both runs include: …
What Teachers Should Know About Test-Wiseness, Louis V. Brueggemann
What Teachers Should Know About Test-Wiseness, Louis V. Brueggemann
Reading Horizons: A Journal of Literacy and Language Arts
There are very few states where testing In the public schools is not on the increase.
Data received from tests is also receiving more attention from a more diverse audience than ever before.
All educators should be concerned with what the research has said on the subject of testing and more specifically, test-wiseness.
Test-wiseness is just one aspect of the topic of testing; however, it is one that classroom teachers can help students with as a planned part of their evaluation process.
Teacher-Set Pre-Reading Purposes And Comprehension, Kathryn S. Hawes, Leo M. Schell
Teacher-Set Pre-Reading Purposes And Comprehension, Kathryn S. Hawes, Leo M. Schell
Reading Horizons: A Journal of Literacy and Language Arts
Because some basal reader teachers' guides recommend written pre-reading purposes while others suggest only oral ones, the major purpose of this study was to compare the comprehension of stories in the basal reader using three pre-reading purpose treatments: (1) written, (2) oral, and (3) no purpose (control).

Reading Through The Creative Arts, William S. O'Bruba
Reading Horizons: A Journal of Literacy and Language Arts
A major problem in education today is that there are students who are deficient in many academic tasks because they do not have the necessary reading skills needed in order to complete those tasks. For this reason detection and remediation of reading problems should begin early, when the problem is identified. It is important that teachers toward rather than away from reading. This means having good motivators which will encourage the child to want to learn to read. Teachers might look away from the traditional methods of motivation, toward some more non-conventional methods. Using various aspects of the arts in …
A Poor Attitude: A Deterrent To Reading Improvement, L. D. Briggs
A Poor Attitude: A Deterrent To Reading Improvement, L. D. Briggs
Reading Horizons: A Journal of Literacy and Language Arts
Today's teachers are confronted with children who display a poor attitude toward school in general and reading in particular. This situation is anxiety-producing for the teachers, as well as for the administrators. The Dictionary of Education defines attitude as "the predisposition or tendency to react specifically towards an object, situation, or value; usually accompanied by feelings and emotions" (Good, p. 49). Attitudes vary among students and cause children to respond to a situation either favorably or unfavorably. Thus children's attitudes serve as guides to behavior and profoundly affect the progress made toward educational goals and the level and degree of …

A Contribution To Reading: The Nebraska Golden Sower Reading/Award Program, Dee C. Storey
Reading Horizons: A Journal of Literacy and Language Arts
Child-choice state book awards are a double-edged sword. On one hand they are popular with children and librarians and they provide an invitation to reading. (Jordan, 1979) On the other hand, they are criticized for being popularity contests with lists of nominees that often overlook the better books. Detractors feel that titles in state book award programs are assumed to be of lesser quality than the national winners such as Newbery or Caldecott books. Opponents also believe that children are incapable of making decisions/judgments regarding literary quality when voting for a state book award winner. (Kaye, 1984) One critic noted …

Turning Passive Readers Into Active Readers In Content Area Subjects, G. Franklin Elrod
Turning Passive Readers Into Active Readers In Content Area Subjects, G. Franklin Elrod
Reading Horizons: A Journal of Literacy and Language Arts
The purpose of this paper is to detail a metacognitive strategy which has exhibited the ability to improve the reading comprehension of poor readers (Brown & Palincsar, 1982) and LD adolescents (Elrod, 1984). Metacognition has been defined as "one's knowledge concerning one's own cognitive processes and products" (Flavell, 1976). Metacognitive reading strategies have been effective in enhancing the reading comprehension performance of LD adolescents in the resource room while concurrently demonstrating the transferability of that performance to the regular classroom (Elrod, 1 Yt:S4). The metacognitive strategy outlined below could be an effective approach for a high school resource room teacher …

Ideal And Real Performance Expectations Of Baccalaureate Nursing Graduates As Perceived By Graduates, Nurse Educators, And Nurse Administrators, Maureen Martin Fochtman
Dissertations
Nurse educators and nursing service administrators have different expectations for the baccalaureate graduate nurse. The difference in expectations has made the transition from student to practitioner difficult for the new graduate.
The purpose of this study was to identify the ideal and real expectations regarding entry level performance as perceived by nurses who graduated in 1985 from 17 of 31 baccalaureate programs represented in the Consensus on Entry project. The ideal and real expectations of the graduates were compared to the nurse educators' and the nursing service administrators' results from the consensus on Entry project.
One hundred fifty-four baccalaureate graduates …

The Effect Of Assertiveness Training On Assertive Behavior And Corresponding Self-Descriptive Statements, James Scott Boland
Masters Theses
This study examines the changes in subjects' assertive behavior and corresponding changes in self-perceptions/-cognitions after assertiveness training. Based on the findings from cognitive dissonance studies, it is suggested that nonassertive subjects would begin to evidence assertive self-perceptions/cognitions if they learned to behave assertively via behavioral skill training methods. Three males and five females volunteered to undergo one session of baseline measures and four training sessions. Pre-treatment RAS, EIBS, and Baseline measures of behavior and cognitions as measured by changes in behavioral ratings and post-trial form responses. Post-training RAS and EIBS responses were similar to those found in assertive subjects. Results …
A Study-Support Program For High-Risk, Black College Freshman Enrolled In A General Psychology Course, Angela Michelle Williams
A Study-Support Program For High-Risk, Black College Freshman Enrolled In A General Psychology Course, Angela Michelle Williams
Masters Theses
As a replication of Jackson's (1984) work, this research compared the performance of three groups of college freshmen. The groups consisted of black, high-risk students who voluntarily enrolled in a study-support group because of their initial quiz scores. The support program required the students to study each week's psychology objectives in four smaller segments, rather than studying all the week's material at once. The assumption was that this would increase the students' contact with the study material and improve their performances. An ABA design was used. The participants in the support program received higher quiz scores and final grades than …
The J-Curve: An Empirical Investigation Of The Trade Balance And Balance Of Payments In Seven European Countries, Sabine Beate Bomke
The J-Curve: An Empirical Investigation Of The Trade Balance And Balance Of Payments In Seven European Countries, Sabine Beate Bomke
Masters Theses
The effects of exchange-rate changes on the trade balance and the balance of payments of selected European countries is examined in this paper. Of particular interest are estimates of the existence and length of the J-curve effect, which describes the curve the trade balance may follow over time after devaluation. Contrary to popular expectations, the trade balance may deteriorate further after devaluation before "turning around" and improving.
Quarterly data from 1973 to 1985 for Belgium, Denmark, France, West Germany, Ireland, Italy and the Netherlands were used in this study. Out of a total of 84 realignments the J-curve was observed …

Reading Horizons: A Journal of Literacy and Language Arts
There are three basic types of reading programs that your child is likely to encounter; they include the basal reading approach, the language experience approach and the individualized reading approach. The major components, strengths and weaknesses of each approach are presented in Figure 1 at the end of the article. The basal reader approach is used in the majority of elementary classrooms.
