Law, as a fixed or immutable device for civilized social intercourse, is a myth. All too often the law has been construed in capital letters, and little has it been realized or remembered that the law has been written by people and interpreted by people. Rather than the rigidity and permanence of steel and stone, the law expounded by the Supreme Court has been more like clay. Case upon case, decision after decision, the law of the Court has been constantly re-molded and re-defined to meet the ever-changing needs of society, and to protect the personal freedoms of American citizens.

The Purpose
This paper is a descriptive analysis of two aspects of decision making in one council-manager government. First, it is an examination of the relationship between the city council and the city manager, noting the influence of the city manager on policy. Secondly, it is an exploration of the limitations which existing elite group(s) may place on policy decision making by the legal city government.

Introduction
The purpose of the study was to·make· a comparison of the drunk driving behavior of college students with that· of those persons in a similar age group who have not had college experience. There is very little published information about the statutes governing "driving under the influence of liquor" (D.U.I.L.). The educable nature of persons involved in such offenses 8 and the probable anti-social and sociopathic behavior in individuals leading up to the offenses, also need thorough investigation. In spite of the fact that safety education is acquiring a definitive place in elementary school curricula, there are still many secondary school educators who are indifferent to the need of including work in safety in the already crowded school program. However, our modern mode of living with its increased tempo and its concentration of population has intensified daily hazards to such an extent that the school must consider education for safety as part of its program.
