Etiology Of Poverty: A Critical Evaluation Of Two Major Theories, Stephen W. Stoeffler, Rigaud Joseph
The Journal of Sociology & Social Welfare
The purpose of this article is to appraise two competing frameworks related to poverty attribution: individualistic theories and structural theories. Using the Theory Evaluation Scale (TES)—an empirically validated nine-criterion measure—this paper scrutinizes the aforementioned theories for coherence, conceptual clarity, philosophical assumptions, connection with previous research, testability, empiricism, limitations, client context, and human agency. Results revealed that, at the scale level, both perspectives are of excellent quality. However, at the item-level, the structural perspective was found to be significantly stronger than the individual perspective. Therefore, the structural perspective is an epistemologically sounder framework for informing antipoverty interventions.

Deconstructing The Racialized Cannabis User: Cannabis Criminalization And Intersections With The Social Work Profession, Amar Ghelani
The Journal of Sociology & Social Welfare
Cannabis users have been historically stigmatized and criminalized for non-violent behaviors such as consuming, producing, and distributing cannabis. Racialized cannabis users in particular have been constructed as fundamentally different, dangerous, and mentally unstable, while state actors have benefited from the subjugation of this group. The following article reviews the history of cannabis prohibition with an emphasis on the social construction of racialized cannabis users and role of social workers in the treatment of this group. As laws liberalizing cannabis use and trade are passed across North America, an emergent legal framework is maintaining racial divides and marginalizing non- White cannabis …

The Wrongful Conviction Program: A Program Evaluation, Ashley M. Chlebek

The Western Michigan University Wrongful Conviction Program (WCP) operated under a grant awarded by the Department of Justice (DOJ) from 2015 through 2018. The WCP partnered with the Western Michigan University Cooley Law School’s Innocence Project (WMU-CIP) to assist in the screening, review, and investigation of claims of innocence. The WCP trained undergraduate students to conduct case investigations and supported WMU-CIP in several ways.
The evaluation presented here examines the activities of the WCP to understand the ways in which it achieved its intended goals, as well as the ways in which it impacts participating students and the innocence movement. …

Leadership, Satisfaction, Commitment, And Turnover Intention In The United Arab Emirates Public Sector, Mohammed Humaid Aljanahi

This study sheds light on the Abu Dhabi Public School employee’s perception, transformational, and transactional leadership style and their nuanced effects on satisfaction, commitment, and turnover intention. The study found that transformational leadership increased satisfaction and commitment, and decreased turnover intention. Also, diverging from theoretical expectation, only some aspects of transactional leadership such as passive management by expectation had a decreased satisfaction, and increased turnover intention. Moreover, the study proved that to an extent western instruments, such as the MLQ (Bass & Avolio, 2004), TCM (Allen & Meyer, 2004), and MSQ (Weiss, Dawis, England, & Lofquist, 1967), do work in …

Cisgender people in the United States are socialized in an environment that shields them from gender-identity-based stress. Like the construct of white fragility (DiAngelo, 2011), cisgender persons exhibit defensive behavior in response to encountering any gender-identity-based discomfort. Once triggered, defensive acts and false claims are deployed in an attempt to return to a state of comfort and normalcy. The stress that cisgender persons feel, and the defensive actions that they take upon encountering such gender-identity-based discomfort is what I refer to herein as Cisgender Fragility.

Sustainable transportation planning focuses on addressing the needs of current users, without jeopardizing the needs of future users (Black 1997, Richardson 1999, Balsas 2003). A popular mode of sustainable transportation is the bicycle, which is frequently used by college students. One aspect of bicycle transportation that remains underexplored within the United States and on university campuses, is bicycle parking. By using rack conditioning assessments, bicycle theft density analysis, bicycle parking counts and a formative stakeholder survey of the bicycle parking at Western Michigan University’s campus, recommendations were able to be created for campus officials for use in their planning efforts. …

This senior design project was completed at Ascension Borgess Hospital located in Kalamazoo, Michigan. The mission of Ascension Borgess Hospital is to provide patient centered care. In 2018, 562 patients left the Emergency Department (ED) without being seen, which is a large safety risk for the patients and hospital. Based on this, as well as other obstacles, this project focused on meeting the mission of Ascension Borgess by improving key ED metrics that impact patient centered care. Recent clashes between law enforcement and civilians have brought the issue of police-community relations to the forefront of many political discourses. While community policing has achieved a degree of success in alleviating these problems, many of the issues raised by the seminal Kerner Commission in 1967 remain today. This phenomenological case study represents a contemporary look at a city named “Heartland,” which has received accolades from numerous organizations for its community policing efforts. Mountain pine beetle (Dendroctonus ponderosae Hopkins) is the most destructive insect currently devastating North American forests (Safranyik & Carroll, 2006). Native to western North America, the mountain pine beetle has recently expanded beyond its historic range, into the novel territory of Alberta, Canada. Since its arrival in the mid-2000s, the mountain pine beetle has diffused eastward at an average rate of 80km/year (Cooke & Carroll, 2017). Poised at the doorstep of the boreal forest, current concern anticipates the potential diffusion of the mountain pine beetle to eastern North America.

This paper analyzes the opportunities for developmental enrichment, as provided by the Seattle Children’s PlayGarden, from the perspective of occupational therapy. The PlayGarden, located in Seattle, Washington, is an inclusive playground, preschool, and summer camp that promotes inclusion of children with disabilities. The analysis highlights each area of occupation, as identified in the Occupational Therapy Practice Framework, and discusses the garden’s contribution to facilitate growth in those specific skills (American Occupational Therapy Association [AOTA], 2014). The intentionality of the design and program structure advocates for children to maximize their independence in activities of daily living, despite the play-based approach. …

Social Construction, Knowledge Utilization, And The Politics Of Poverty: A Case Study Of Washington State’S General Assistance Reform, Yu-Ling Chang
The Journal of Sociology & Social Welfare
This paper addresses a gap in welfare reform literature by investigating the social constructions of poor people in state policymaking within the context of diminishing General Assistance (GA) after the Great Recession. Using Social Construction and Policy Design Theoryand thematic content analysis of Washington State’s legislative archives, I found that the negative constructions of GA recipients as deviants with undesired psychological and behavioral problems were associated with the reform direction toward a regulated, punitive model. These constructions, intersecting with the ideologies of personal responsibility and work ethic, contribute to the dismantling of the social safety net for the Washington’s poorest …

Are U.S. Congregations Patching The Social Safety Net? Trends From 1998 To 2012, Emily Warren, Melody Waring, Dan Meyer
The Journal of Sociology & Social Welfare
As social services become increasingly privatized amid a federal policy environment that provides a means-tested, temporary social safety net, there is potential for a larger contribution by congregations as social service providers. Using data from a nationally representative sample of religious congregations collected in 1998, 2006, and 2012, we examine whether congregations have increased service activity over time, and whether provision varies by the congregation’s community-level context. We find that post-Great Recession, congregations are more likely to engage in broad social services and in “core” services that address basic economic needs. Congregations in high-poverty neighborhoods were less likely to provide …

Education is the key to Social Mobility and unless children from poor families get a college degree, their economic mobility is severely restricted (Tough, 2016 pg 2). In November of 2005, the City unveiled a college tuition incentive to Kalamazoo Public Schools (KPS) graduates, The Kalamazoo Promise. According to the Kalamazoo Promise website (2017), the purpose of the Promise is to, “provide a real meaningful and tangible opportunity for all students,” as “education is an important key to financial wellbeing.” Though access to an affordable college education is possible for Kalamazoo students eligible for The Promise, the numbers show that …

Interaction with the criminal justice system exacts substantial costs on human potential, and alternative practices are emerging to address this social issue. This research explores the integration of creative and expressive arts in a young adult problem-solving court. The Young Adult Diversion Court (YADC) was created to help young adults 17- 20 years of age complete requirements for probation. Successful completion of the program provides participants the opportunity for the initial criminal charge to be dismissed and made non-public on the criminal record. This qualitative study is informed by interpretive interactionism and narrative inquiry to provide a method to understand …
