Madness becomes mental illness through the joint project of psychiatry and the community of consensus lent to it. The psychiatrist, like the shaman (to paraphrase Leve'-Strauss), acts through the cultural plasma of his times. And the psychiatrist provides a definition for events, making mental illness of madness, while occupying a unique position within the scheme of society.
Psychiatry has been attacked from many directions in recent years. Despite these varied challenges, however, its power appears to have abated little if at all. How can we account for this fact? On the surface one might assume that the scientific basis or …

Effective administration of social welfare programs requires the integration of knowledge of social policy with the understanding of the theory and practice of management and administrative decision making. This integration of substantive knowledge of social policy with administrative practice is needed to avoid overemphasis on means to the detriment of the goals of social programs. This paper discusses a policy analysis framework in relationship to a model of decisionmaking which includes rational and non-rational elements. Institutions for the aged represent an organized effort on the part of society and various individuals., groups, and organizations to provide for and capitalize on the service needs of elderly persons no longer able to live independently in the community. These settings have been brought into existence and are maintained by various commercial, civic, voluntary, government, and other interest groups. The Vanishing Sociology-Social Work Alliance: A Study In The Politics Of Professionalism, David G. Bromley, Frank J. Weed
The Journal of Sociology & Social Welfare
The undergraduate sociology-social work alliance in sociology departments has a long tradition in American colleges despite ideological differences between the two disciplines. Recently this old alliance shows signs of disintegration. This paper argues that the recent emphasis on professionalization of undergraduate social work through the use of accrediting standards coupled with the control of Federal social work training grants have placed new pressures on the old alliance. Evidence is presented which indicates that the conflict is being resolved in the direction of greater administrative specialization and autonomy for social work.

From its inception in the 1930's, public welfare has emerged as a major service industry commanding a sizeable portion of the public tax dollar. Concomitant with growth and size and expenditure has come the federalization of the program. In the face of a series of changes--the growth of welfare, added administrative complexity, and the emergence of new economic function--public welfare's identification with social work was weakened. Correspondingly, and perhaps logically, its identification with public administration has been strengthened. In this paper, there is exploration of the changes leading to the confrontation between social work and public administration within public welfare. …

A Model For Initiating Change In Large Social Systems, Richard E. Ault

The purpose of this study was to develop a model for introducing change in large social systems. The model was based on (1) a review of existing models, and (2) the analysis of a participant-observer study of an attempt at intraducing large system change. Organization Development was the focal change modality examined. It was intended that the model thus developed would be of utility to the practicing change agent in whatever field--education, social work, community development, government, unions, business, or industry.
From the review of existing models and related literature, it was concluded that a useful model for practitioners would …

The purpose of this paper is to focus attention on sex role deviance as a major contributive factor in negative attitudes toward women on welfare. Our position is that part of the stigma toward welfare recipients arises from the fact that they are sex role deviants, and that the differential treatment accorded to men and women on welfare has to do with the difference in sex role expectations from which they deviate. Although negative attitudes toward men on welfare are as evident as those toward women, this article sets aside the issue of men on welfare (though cognizant of its …

Both social workers and sociologists have been trying desperately for more than a century to live down their miscellaneous ancestry. Both are still embarrassed that their disciplines are rooted historically in the work of oldtime clergy, police, utopian philosophers, sentimentalists, reactionary manipulators, and radical thinkers and agitators. Nevertheless it was from those men's and women's concerns, their perceptions of social problems, their efforts at social amelioration and reform or revolution, and their inter-cult conflicts that the two corps of modern professionals sprang.

Change And Program Evaluation In Social Organization, Alan M. Cohen
The Journal of Sociology & Social Welfare
There is an assumption of an inherent rationality in linking information on program effectiveness to program change. This article briefly discusses three typical evaluation studies and demonstration projects that fail to link information generated on the effectiveness of what people do, to program changes. Perceived inaccuracy of the information and the perceived threat of the information are emphasized as two reasons for this failure of program information to affect change in social organizations. A pre-planning functional information base is proposed as an important prerequisite in the sequence of creating a more receptive environment for organizational change.

A generic model of social work practice requires the formulation of frameworks that indicate what is meant by intervention at the "organizational" level. Usually "organization" is put at some midpoint in a hierarchy of social levels (such as individual, small group, organization, local community, society). However, when one looks at the various social work practice frameworks, there is very little development of knowledge about the process of intervention at this mid-level. Since the "macro" levels of community and society can probably be best conceptualized as "inter-organizational" arenas, social work practice knowledge for these levels is also hindered. Change And Social Organization, Alan M. Cohen

Organizations continually adapt to external organizational imperatives such as technology, population, knowledge and values. The increasing rate and intensity of these imperatives necessitates fhanges in services irrespective of the organization's formal intentions to change. It is suggested that organizational characteristics amenable to handling change do not occur randomly. Six organizational characteristics are discussed. It is emphasized however, that these six organizational characteristics are not in themselves, sufficient to insure the successful implementation of change. A changing relationship between individuals, as well as a process of routinization must also be dealt with if the imperative for organizational change is to be …
