Incarcerated individuals in the United States have a high disease burden. Moreover, most of them are released from incarceration without health coverage. The problem is that most incarcerated people in Maryland return to the community from incarceration without health coverage and cannot access health care. The purpose of this qualitative study was to understand how Medicaid enrollment staff and managers of the Medicaid program perceive the experiences and challenges of justice-involved individuals in navigating the Medicaid system in Maryland. Formerly incarcerated African American males have a challenging time transitioning back into the community due to invisible barriers that impede their opportunities for successful reintegration. This generic qualitative study aimed to explore criminal justice practitioners' perceptions regarding collateral consequence policies for formerly incarcerated African American males. The theoretical framework for the study was labeling theory, which explained how others stigmatize individuals due to their social and environmental characteristics. Throughout the past decade, studies have shown that the relationship between police organizations and community members has developed mistrust as more citizens begin to document misconduct by law enforcement officers. Studies have also proven that community members trust the police when they feel the police are fair and just. Distrust of law enforcement undermines the legitimacy of police officers, and without this trust legitimacy, police officers lose their ability and authority to perform their jobs effectively. Adding difficulty is rapid cannabis legalization across the United States, including Michigan; encompassed in medicinal legalization in 2008 and recreational legalization in 2018, which has brought with it many changes, affecting economic, social, safety, and criminal elements. Concerns arise when the focus on revenue supersedes the goal of quality workmanship. Insufficient supply chain management expertise among law enforcement departments during black swan events may hurt the operationality, functionality, and effectiveness of their purpose to keep the communities safe. Grounded in black swan theory, the purpose of this multiple case study was to explore strategies for building supply chain resilience and sustainability within law enforcement. Police work, a high stress occupation with increased risks and adverse events, often leads to strain between work and family. Work-family conflict (WFC) has been shown to mediate coping with stress. In addition, offspring of law enforcement officers (LEOs) may learn self-regulation by observing parental stress coping and attempting to alleviate stress for their parent. Three theoretical frameworks were used in this study: WFC, spill-over cross-over model, and family systems theory.
