From 1993-1995 Forest Service crews conducted an intensive archaeological inventory of the Dutch John Area, Daggett County, Utah. Seventy seven archaeological sites were identified within the exchange boundary. Thirty three sites were determined to be eligible for the National Register of Historic Places. Between April 1995 and September 1998 testing and excavation of the significant sites proceeded as outlined in the Dutch John Mitigation Plan. This volume reports the results of those excavations.

Wilderness managers have traditionally managed wilderness lands based on the ecological and social content of wilderness areas. The authors propose a framework to systematically account for the biophysical, socioeconomic, and wildness characteristics of the broader landscape context. The method was applied to the proposed wilderness lands of the Grand Staircase-Escalante National Monument in southern Utah. The results illustrate patterns of interdependencies across the landscape. Spatial data demonstrate links between the integrity of proposed wilderness lands and the management of adjacent land units, and links between the economic health of local communities and the management of proposed wilderness and adjacent federal …

First-Year Movements By Juvenile Mexican Spotted Owls In The Canyonlands Of Utah, D. W. Willey, C. Van Riper
First-Year Movements By Juvenile Mexican Spotted Owls In The Canyonlands Of Utah, D. W. Willey, C. Van Riper
Canyonlands Research Bibliography
We studied first-year movements of Mexican Spotted Owls (Strix occidentalis lucida) during natal dispersal in canyonlands of southern Utah. Thirty-one juvenile Mexican Spotted Owls were captured and radiotracked during 1992-95 to examine behavior and conduct experiments related to the onset of natal dispersal. Juvenile Spotted Owls dispersed from their nest areas during September to October each year, with 85% leaving in September. The onset of movements was sudden and juveniles dispersed in varied directions. The median distance from nest area to last observed location was 25.7 km (range = 1.7-92.3 km). Three of 26 juveniles tracked (11%) were alive after …

A Requiem For The Ifq In U.S. Fisheries, Keith R. Criddle, Seth Macinko
A Requiem For The Ifq In U.S. Fisheries, Keith R. Criddle, Seth Macinko
Economic Research Institute Study Papers
Despite their apparent economic benefits to harvesters, Individual Fishing Quotas (IFQs) have only been adopted in three U.S. fisheries: Mid-Atlantic surf clam and ocean quahog; South Atlantic wreckfish; and North Pacific halibut and sablefish. During the 1996 reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, Congress temporarily blocked implementation of additional IFQ programs in U.S. fisheries. In this paper, we argue that because of the emergence of an alternative, the cooperative, it is unlikely that new IFQs will be adopted in federally managed U.S. fisheries. From an economic perspective, cooperatives offer the advantage of eliminating production externalities that may …

A diverse group of writers and scholars follow the lead of noted folklorist Barre Toelken and consider, from the inside, the ways in which varied cultures in the American West understand and express their relations to the world around them. As Barre Toelken puts it in The Dynamics of Folklore, "'Worldview' refers to the manner in which a culture sees and expresses its relation to the world around it." In Worldviews and the American West, seventeen notable authors and scholars, employing diverse approaches and styles, apply Toelken's ideas about worldview to the American West. While the contributors represent a range …

Final Environmental Impact Statement For The Horse Creek Coal Lease Application (Federal Coal Lease Application Wyw141435), United States Department Of The Interior, Bureau Of Land Management
Final Environmental Impact Statements (WY)
This Final Environmental Impact Statement (EIS) assesses the environmental consequences of a federal decision to offer a federal coal tract located in southeastern Campbell County and northeastern Converse County, Wyoming for lease at a competitive, sealed bid sale, subject to standard and special lease stipulations. The Horse Creek Lease By Application (LBA) Tract as applied for by Antelope Coal Company includes approximately 2,840 acres containing approximately 356.5 million tons of federal coal. Antelope Coal Company operates the adjacent Antelope Mine and proposes to mine the Horse Creek LBA Tract as a maintenance tract for the existing mine, if a lease …
Contemporary Research In Ecological Economics: Five Outstanding Issues, Amitrajeet A. Batabyal
Contemporary Research In Ecological Economics: Five Outstanding Issues, Amitrajeet A. Batabyal
Economic Research Institute Study Papers
In recent times, ecologists and economists have drawn attention to the fact ecological and economic systems are jointly determined. Once this is recognized, it seems rather obvious that ecological-economic systems ought to be studied as one system. However, because this recognition has been very recent, a number of important issues in ecological economics remain poorly understood. Consequently, the purpose of this paper is to identify and discuss five of these outstanding issues.
The Economics Of Cattle Supply, David Aadland
The Economics Of Cattle Supply, David Aadland
Economic Research Institute Study Papers
This paper builds a dynamic rational expectations model describing the supply of cattle. The theoretical model inlproves on existing models by allowing cow-calf operators to make period-by-period investment decisions on both the cow and calf margins, separates the markets for fed and unfed beef, and considers a rich set of exogenous shocks. The model is calibrated and used to simulate artificial data that replicates several empirical regularities associated with the cattle cycle.
A Theoretical And Empirical Investigation Of The Supply Response In The U.S. Beef-Cattle Industry, David Aadland, Deevon Bailey, Shelly Feng
A Theoretical And Empirical Investigation Of The Supply Response In The U.S. Beef-Cattle Industry, David Aadland, Deevon Bailey, Shelly Feng
Economic Research Institute Study Papers
This paper investigates the response of beef cattle producers to changes in the price of cattle. Previous research has suggested that there may be a negative short-run supply response to a permanent increase in the price of cattle. We build a dynamic, rational expectations model that predicts that the supply response is generally positive, even for permanent shocks in the short run, and nests the negative supply response as a special case for appropriately restricted demand shocks. Using annual U.S. time-series data (1930-1997) and a simultaneous-equations econometric approach, we find a positive short-run supply response in the cow market and …
An Interdisciplinary Research Agenda For The Study Of Ecological-Economic Systems In The American West, Amitrajeet A. Batabyal
An Interdisciplinary Research Agenda For The Study Of Ecological-Economic Systems In The American West, Amitrajeet A. Batabyal
Economic Research Institute Study Papers
Increased public awareness of resource management issues and new attitudes toward resource conservation have led to great interest in the subject of the apposite use and management of natural and environmental resources in the American west. This paper analyzes this subject from an interdisciplinary ecological-economic perspective. The paper first identifies and then discusses four salient issues concerning the study of the west's ecological-economic systems that remain inadequately understood. Next, the paper proposes a research agenda that will enable us to shed light on some key questions concerning the functioning, health, and management of the west's ecological-economic systems.

Habitat Conversion, Information Acquisition, And The Conservation Of Biodiversity, Amitrajeet A. Batabyal
Economic Research Institute Study Papers
We analyze two questions c.onceming the conservation of biodiversity in a dynamic and stochastic framework. First, given the link between natural habitats and biodiversity, when should a social planner stop the habitat conversion process? Second, what is the nexus between a social planner's optimal conservation policy (OCP) and the length of this individual's planning horizon? We obtain the following two results. First, the OCP calls for the social planner to wait a while, i.e., not act upon receipt of the first (lie) fraction of all utility packets. The social planner should then stop the habitat conversion process upon receipt of …
Market Power In The Beef Packing Industry: Is It Time For A New Approach?, Lynn Hunnicutt
Market Power In The Beef Packing Industry: Is It Time For A New Approach?, Lynn Hunnicutt
Economic Research Institute Study Papers
Consolidations in the U.S. beef packing industry have prompted concern within the government and interest among academics over whether packers possess and are able to exercise market power. Economists have generated numerous studies to test for and measure market power in beef packing, but the empirical studies have failed to provide definitive results on the presence of market power and whether any existing market power is exercised. The thesis of this paper is that the standard approach to measuring market power, conj ectural variations, is based on a model which may not accurately describe competition between packing firms. I first …
Inventory Dynamics: Market Power Measures When Inputs Are Capital Goods, Lynn Hunnicutt, David Aadland
Inventory Dynamics: Market Power Measures When Inputs Are Capital Goods, Lynn Hunnicutt, David Aadland
Economic Research Institute Study Papers
This paper incorporates inventory dynamics into an analysis of market power. A Coumot duopoly model of competition is presented in which firms account for the effects of current choices on their competitors' current actions on future actions (both their own and their competitors '). We show that measures of market power which ignore inventory dynamics produce biased estimates of true market power, although the direction of the bias cannot be theoretically determined. We then apply the model to the beef packing industry using data on cattle stocks and slaughter from 1948-1999. Our estimates suggest that static measures underestimate true market …

On February 17, 1999, Avista Corporation filed an application for relicense of the existing 231-megawatt Cabinet Gorge and 466-megawatt Noxon Rapids projects located on the Clark Fork River in Idaho and Montana. Avista Corporation's proposed relicensing alternative for these two projects includes a comprehensive settlement agreement that was developed through the use of the Commission's Alternative Licensing Procedures and a collaborative approach during prefiling consultation. As part of the settlement agreement, Avista Corporation is proposing to use an adaptive management approach to implement the various protection, mitigation, and enhancement measures. The staff's recommendation is to relicense the project as proposed …
