Straddling the Continental Divide, from the Chuska Mountains t o the San Juan and Little Colorado rivers, mostly in Arizona, but partly in New Mexico and Utah, lies 23,574 square miles of desert; home to the estimated 75 to 90 thousand Navajo Indians. The study treats a highly controversial area in American education as it applies to the State of Utah. The proper relation between Church and state in the field of education has not yet been settled, nor is it likely ever to be with any finality. In two most recent cases involving the legal issues of Church and State in education ( McCullum vs. Board of Education, 333 U. S. 203 and Zorach V. Clawson, 343 U. s. 306) the United States Supreme Court has written split opinions. The 1956 White House Conference on Education found that religion and segregation were …

One of the fundamental needs of elementary school children is to develop their motor systems by means of physical activities adequately suited to their representative age groups. In so doing, opportunities are provided for sociological and psychological requirements essential in developing a healthy, confident individual capable and willing to accept social and family obligations and responsibilities. This infers that an essential function of the school is to provide appropriate areas, facilities, and equipment for such activities. It also suggests that the playground be an integral element of a modern school.

Utah is rapidly changing from what was once predominately an agricultural state to an urban and industrial state. This shift is not decreasing our water needs; it is often intensifying these needs and creating many new problems. Perhaps we should ask ourselves-are we prepared to recognize and accept these changes? Are we really facing up to the problems that are developing or are we turning our heads and hoping they will go away? These changes involve technical, legal, and sociological problems never before encountered, some of which I should like to discuss.
