The ideas presented in the paper and emerging book by John Fedkiw have some interesting implications for college-level education. Several questions are raised by his paper and the book. Given that a larger urban population, interestingly, seems to demand both more resources (products) and greater environmental protection, there will no doubt be a coincident heightening of conflicts over natural resource management in the next century. Making decisions on natural resource allocation and use under such circumstances will become even more complex and difficult than they are today. Natural Resources and Environmental Issues

The Natural Resource and Environmental Policy Program at Utah State University (USU) is an interdisciplinary, graduate, educational program that has been developed since the fall of 1991. The program administers and awards a graduate certificate, sponsors invited speakers, oversees student policy presentations, and facilitates interdisciplinary collaboration. The program has earned broad, campus-wide support and participation. All eight colleges at USU supported approval of the certificate program in 1994. At present, sixteen academic units are represented on its Faculty Advisory Committee, which oversees and makes decisions about the program. The College of Agricultural Sciences at the University of Delaware has an excellent faculty and physical facility well positioned to educate students for managing the world's natural resources (air, land, water, pants, animals, etc.) into the next century. The college offers a variety of traditional, discipline specific undergraduate majors in five academic departments. A faculty committee worked for more than two years to formulate a new major with an interdisciplinary approach. From the beginning lecture in their Principles of Natural Resource Management course, College of Natural Resources students at Utah State University (e.g., wildlife/fisheries managers, foresters, geographers, rangeland managers or environmental studies majors) are taught that they will not just manage for ecosystems and not just for people, but for valued relationships between the two (Brunson and Kennedy 1995, Koch and Kennedy 1991). A solar power satellite (SPS) is a satellite dedicated to collecting solar energy on orbit, transforming it into microwave or laser energy, and beaming it to a receiving station on the ground. The transmitted energy is converted into DC or AC power for consumer use. Even a test version of the SPS would be a challenging and expensive undertaking due to the amounts of energy which need to be collected. Satellites measured in hundreds of meters and hundreds of millions of dollars are required for an accurate demonstration. Ouray National Wildlife Refuge contains important riparian habitat s for fish and wildlife. The dominant woody plant species are Populus fremontii, Salix sps., and Tamarix ramosissima, a nonnative shrub that has become established in the Upper Colorado Basin in this century. T. ramosissima is quickly becoming the dominant riparian species, and could affect habitat quality and ecosystem processes such as nutrient cycling. A current vegetation map of the refuge was developed using Landsat thematic mapper imagery. Maps were also generated from aerial photographs to delineate areas of Tamarix invasion between 1936 and 1996. The two sources of remote sensor data …

For a little more than twenty years, alternative methods of dispute management have been employed to address various environmental conflicts in order to avoid the more traditional method of litigation. Mediation is a voluntary process which involves face-to-face negotiation among parties and the use of a neutral third-party negotiator. Environmental mediation has helped manage disputes related to land use, natural resource management, use of public lands, water resources, energy development, air quality and toxins (Bingham 1986).

Pluralism, Science, Ethics, And The Intersecting Spheres Of Social Concerns And Environmentalism, Christopher B. Barrett, Raymond E. Grizzle

Economic Research Institute Study Papers

This paper builds on alternative perspectives offered by the environmental and sustainability traditions to advance a holistic yet practical conceptual model that explicitly integrates social and environmental concerns. Ours is a pluralistic approach founded on synthesis. Employing the economic concept of path dependence, we emphasize that there exist multiple paths society can follow in environmental ethics and policy, but that onc e one has been chosen, implicitly or explicitly, there may be little opportunity to reverse such choices. Hence, the importance of process to the pursuit of social and environmental objectives.

From 18-21 April 1996, students in a Utah State University class (Aquatic Ecology Laboratory; FW 560) measured limnological and fisheries characteristics in two side canyons (Halls Creek Bay and Moki Canyon) and the main channel of Lake Powell. Inclement weather precluded sampling of two other side canyons. Most of the sub-projects, directed by indiVIdual students, addressed the following two hypotheses: (1) productivity gradients existed from the inflows of the side canyons toward the main channel and; (2) productivity was higher in the side canyons than in the main channel of the lake. Effects of fish introductions are relatively well studied in lentic habitats, and apparently range from extremely disruptive to notably benign (Kruegger and May 1991). Though researched less completely, fish introductions may also alter native faunas in lotic habitats. Ptychocheilus lucius, commonly known as the Colorado squawfish (C. squawfish), is a fish species endemic to the Colorado river system. The population is currently experiencing dramatically reduced recruitment successes relative to historical rates. Introduced fishes such as channel catfish, smallmouth bass, and green sunfish are prevalent in the Upper Colorado River. The introduced fish presence is increasingly suspected by researchers as a …

The welfare economic concept of fairness offers an attractive, axiomatic foundation for the popular notion of stewardship. Fairness emphasizes the ex ante equal standing of all persons, across and within generations. This highlights the inextricability of poverty alleviation and environmental sustainability, especially in the agrarian tropics where biodiversity loss, deforestation, and desertification are growing global concerns.

The Statewide Transportation Planning Process for highway transportation builds upon the planning processes previously used by UDOT. The previous planning process developed a three-tier list of capacity and system improvement projects from public and UDOT staff participation. Projects were ranked according to need into three priorities. Priority One projects were those needed within five years. Priority Two projects were needed in five to ten years, and Priority Three projects were those projects needed in ten to twenty years. Clementine has demonstrated a variety of hardware, system design, and operations innovations. The Pluto design team is currently evaluating the applicability of many Clementine approaches for the Pluto Flyby mission, including: 1) A focused science instrument payload exploiting low mass, low power instruments. 2) Using Clementine star cameras. 3) A similar flight computer architecture exploiting separate, dedicated spacecraft and instrument computers. 4) Using the same high order uplink programming / control language (SCL - "Spacecraft Command Language") 5) A similar operations style and organization during cruise. An overview is given of laser microprobe mass spectrometry (LMMS) in biology and biomedicine (1989-1993). The present instrumentation and its analytical features are surveyed. Applications are presented with special attention on human and animal tissue samples, as well as plant material. The capabilities of LMMS to study the element distribution in histological sections, to identify the chemical composition of inorganic inclusions and to generate structural information from organic compounds are evidenced.

We used scuba observations to determine summer habitat use and the effects of piers on the littoral-zone fish community in Lake Tahoe, California–Nevada. Habitat complexity declined with depth. Over 50% of the littoral zone less than 2 m deep was composed of complex boulder substrates, but this substrate represented less than 10% of the habitat between 10 and 18 m deep. A severe drought lowered the surface elevation of the lake 2 m and reduced the wetted complex rocky habitat by 20% between the 0- and l0-m isobaths (referenced to the mean lake level of 1,899 m above sea level). …

Human activities already threaten the globe's physical and biological systems. Worldwide, species extinction rates are estimated to be one thousand times what they would be in the absence of human activity (Wilson 1988). Raven (1988) estimates that 25% of the world's plant and animal species existing in 1985 may be extinct by 2015, with most extinctions occurring in tropical regions. While these extinction rates are staggering, global warming would greatly accelerate extinction rates that some scientists believe may already exceed those accompanying the decline of the dinosaurs 65 million years ago (Wolf 1987).

Synchrotron radiation induced X-ray micro fluorescence analysis (μ-SRXRF) is compared with more conventional microanalytical techniques such as secondary ion microscopy (SIMS) and electron probe X-ray microanalysis (EPXMA) for two typical microanalytical applications. μ-SRXRF and EPXMA are employed for the analysis of individual particles, showing the complementary character of both techniques. By means of element mapping of trace constituents in a heterogeneous feldspar material, the strong and weak points of μ-SRXRF in comparison to EPXMA and SIMS are illustrated. Most Utahns spent the years between Mormon entry into the Great Basin and statehood for Utah pursuing the traditional frontier-rural life, a mode which had been an integral part of the American experience since earliest colonial times. After the Mormon capitulation and statehood, Utah moved into a transitional phase, a phase between the traditional and the modern in which elements of each were mixed and mingled. This phase ended with the Second World War.

Although most populations of lake trout Salvelinus namaycush spawn over rocky shoals, use of these substrates by lake trout has not yet been found in Lake Tahoe. Large cobble substrate exists at depths less than 20 m, and steep, fractured, rocky substrate can be found in isolated areas from the surface down to at least 100 m, but no evidence of spawning activity in these areas has been found. Instead, at least a portion of the population spawns on deepwater mounds (40–60 m deep) over beds of the macrophyte Chara delicatula. This is the first known report of lake trout …

Scanning Microscopy

Preparation and characterization techniques for the following particulate materials are reviewed: micromineralogical samples of bauxite, alumina and its trihydroxide, as well as sedimentary and respirable particles. Scanning electron microscopy (SEM), energy dispersive X-ray microanalysis (EDS) and image analysis were used to characterize the microminerals of bauxite. Comparisons were made among micromineralogical samples with various grain size fractions and the degree of weathering could be quantified. Programs were developed for characterization of the sandy and floury types of aluminum trihydroxide and alumina. We have used backscattered electron SEM images to characterize the size and shape of various aluminum trihydroxides. Comparison could …
