This white paper summarizes how the Utah Division of Water Rights (WRi) administers water rights through the coordinated processes of water distribution and accounting. Water distribution involves apportioning divertible flow in river systems by adjusting diversions and reservoir storage. To account for and distribute water effectively, WRi must first determine the amount of water available for diversion each day, then prioritize water rights when water supply is insufficient to satisfy all demands. WRi has developed specialized tools and models to support this process.

Advances in water monitoring technologies have led to a large increase in the amount of data collected from rivers, lakes, and other water systems. However, ensuring that these data are accurate and reliable remains a major challenge. Traditional data quality checks are done manually by a technician, which can be slow, inconsistent, and not practical for real-time monitoring. This research addresses these challenges by developing standardized datasets for testing computer-based methods that automatically detect and correct errors in water data. Using information from the Logan River Observatory in northern Utah, we created a step-by-step process to identify, categorize, and label …

Virtual Reality (VR) technology is becoming more common in schools, especially for teaching and training. In this study, researchers explored how VR can help teenagers with disabilities improve their physical education skills, specifically push-ups, lunges, and jumping jacks. The participants all showed an increase in their skills and reached a high level of accuracy on every skill. The results showed that adding feedback was also necessary for some participants. Additionally, participants enjoyed using the VR equipment and showed high levels of happiness throughout the study. These findings suggested that using VR technology can be an effective way to support teenagers …

Historical examples suggest that isolated, resource-scarce societies are prone to increased hostility and social disasters. The research in this report explores the role of intrasocietal competition in avoiding resource collapse. Two resource-consumer models are proposed with competition which depends on the level of available resources. One of these models is selected for in-depth analysis, and the region in the parameter space where saddle-node bifurcations emerge is computed numerically. The effects of environmental noise on resource growth are simulated, showing that the increased noise usually has negative long-term effects which might be mitigated via increased consumer competition.

Privacy rights in the United States have evolved significantly through judicial interpretation, with reproductive rights playing a central role in their expansion and contraction. This paper examines how the Supreme Court's treatment of reproductive rights has shaped the broader understanding of constitutional privacy rights, focusing on landmark cases from Griswold v. Connecticut (1965) to Dobbs v. Jackson Women's Health Organization (2022).

In the study, self-assessment practices refer to students reflecting on what they have learned, rating their level of understanding and providing examples that illustrate their level of understanding. The structured and unstructured self-assessment rubrics were the two types of self-assessment rubrics used in the study. The current study combines two narrative-based methods to understand how AMAB non-binary people experience sexual objectification. Sexual objectification is the process of being treated as an object instead of as a whole person while also being sexualized. Individual people can sexually objectify others (i.e., catcalling, asking “What gender are you really?”, repeatedly asking female people about when they’re giving birth); institutions and systems can also objectify people (i.e., listing sex on driver’s licenses instead of gender; providing binary bathrooms, sports teams, and schooling; labeling female reproductive care “women’s health”).

Organisms face many trade-offs in how to invest in these traits. One example is the trade-off between reproduction and longevity. Queens of social insects seem to escape this trade-off, producing thousands of eggs daily, despite having a longer lifespan than their workers. Some hypotheses have been proposed to explain this phenomenon, such as an evolutionary change in the molecular pathways that regulate queen investment in maintenance, growth, and reproduction. An alternative hypothesis suggests that the tradeoffs are rarely observed in queens due to the extensive resources provided by the help of workers. Friction stir welding (FSW) is a manufacturing process used to join materials through intense heat and pressure. To better understand and optimize this FSW process, mathematical models incorporating non-Newtonian Navier-stokes equations for large plastic deformation and heat equation for the heat transfer are used to simulate the FSW process. However, solving these coupled and nonlinear equations with high accuracy requires significant computational power and time. This thesis has applied model order reduction, more precisely the Proper Orthogonal Decomposition (POD) and Discrete Empirical Interpolation Method (DEIM), to efficiently solve the FSW system in low-dimensional space. A rotating algal biofilm reactor (RABR) was operated outdoors for one calendar year to see how the microalgae grown were affected. The algae are grown in wastewater that contains nitrogen and phosphorous, which are elements found in fertilizer. The design used was modified from a previous design, and this project tested the modifications to see if they improved how much microalgae were grown. In February 2025, the objectives of the field study were updated to focus on growing as much microalgae as possible instead of removing as much nitrogen and phosphorous as possible. Many researchers have investigated the factors influencing software developer workplace outcomes, such as job satisfaction, due to the central role of the tech industry in the global economy and the specialized expertise of software developers. Past research has often relied on small surveys and traditional analysis methods, with limited use of modern machine learning techniques. This study introduces an efficient and scalable approach to analyzing software developer job satisfaction using interpretable machine learning.

Throughout this thesis, I examine what it meant to be British during the 1941 Siege of Tobruk. This is important as it reveals previous assumptions about the Second World War’s British Army, including its religious practices and regional distinctions, were more diverse and influential than previously assumed. To do this, I analyze previously overlooked sources concerning religion, morality, and regional identities to demonstrate that Second World War Britishness was not monolithic.

This thesis brings together two important research directions: how to compare different sets of data more accurately, and how to better understand how brain cancer cells move and change shape.
In the first part, we look at a problem in statistics: measuring how different two data sources are from each other. Traditional methods often make strong assumptions, which may not always hold in real situations. Our approach avoids those assumptions by using an ensemble method, a way of combining many weak estimators into one stronger result. Accurate seasonal streamflow forecasts are essential for managing water resources in the western United States, where much of the water supply depends on snow accumulation and melt. Water managers, farmers, and communities rely on these forecasts to plan for water use, prepare for droughts, and protect the environment. However, traditional forecasting methods often do not fully use all the available information about how water is stored in the landscape, such as in snowpacks, soil moisture, and groundwater. This project looked at how to train school staff in effective strategies for supporting students with disabilities who engage in challenging behaviors like hitting, self-injury, or crying. We taught three school staff members to use a behavioral intervention called Functional Communication Training (FCT), which helps students learn more appropriate ways to communicate their needs, while also ensuring they do not gain access to reinforcement for challenging behaviors. Staff were trained using Behavioral Skills Training (BST), a step-by-step approach that includes instructions, modeling, practice, and feedback. This research aims to develop advanced methods to accurately depict temperature profiles within the lithosphere, the Earth’s rigid outer layer. These temperature profiles extend from Earth’s surface to the asthenosphere, the ductile layer below the lithosphere. Constraining the poorly-known temperature distribution within the upper Earth is important for modeling the deformation of Earth’s crust over varying timescales and is essential for advancing realistic simulations of Earth dynamics. The transition to electric vehicles (EVs) is a critical step toward reducing greenhouse gas emissions and creating a cleaner, more sustainable transportation sector. However, many drivers — particularly those operating larger vehicles such as trucks and buses — face significant challenges, including limited driving range and lengthy charging times. Drones equipped with laser scanners (LiDAR) and cameras capture detailed 3D scenes. Combining the laser points with photos builds realistic, photo-textured 3D maps used in surveying, agriculture, and infrastructure planning. Conventional methods to create these maps often misrepresent inward shapes such as doorways, overhangs, and outcrops. These shapes are misrepresented because drones mainly view top surfaces and do not collect significant data on vertical or hidden areas.

The size and frequency of wildfires have increased recently, impacting ecosystems, communities, and human health. This research uses the heat-sensitive luminescence signals of quartz sand temper within archaeological pottery to record past wildfire conditions. Pottery sherds, which are fragments of archaeological pottery, from the forest floor in sites in New Mexico and Arizona were collected from different fire contexts (no fire exposure, historical fires, prescribed burns, and modern wildfires). These forests are primarily Ponderosa Pine with a grassy understory. Research shows that young children who use pictures to communicate can use colors, shapes, and functions of items to request when the specific picture of the item is not available. This problem-solving skill is called improvisation, which this study taught to a preschool aged participant with communication delays. A four-year-old preschool student was able to make these requests with basic colors, shapes, and three function pictures. They also were able to make these requests for items not taught to them in different settings. This suggests that improvisation training can be successfully implemented with preschool aged children with communication delays and …

This study was critical analysis of the language of the court case Adams v. School Board of St. Johns County (2022). This case was brough by a student against the School District challenging a policy that prevented him, a transgender boy, from using the boys’ restroom. The analysis was not intended to determine the merits of the case or the correctness of the legal reasoning. Rather, the analysis was performed on the text of the case—the language used by the judges—to learn about the beliefs, attitudes, and values of the judges.

Modern computers are powerful, but they are not always efficient enough for small, low power systems like those used on satellites and scientific instruments. To solve this problem, engineers often turn to FPGAs—reconfigurable computer chips that can be customized to run specific tasks much faster and with far less energy than ordinary processors. Forecasting river flow is essential for managing water supplies, reducing flood risk, and supporting healthy ecosystems. In the Upper Colorado River Basin, much of the yearly water comes from melting snow. However, many traditional models struggle to capture how snowpack and river flow interact, especially across such a large and complex region.
This study uses a modern machine learning approach called a Spatio-Temporal Graph Neural Network (STGNN) to improve streamflow prediction. The Utah Division of Water Resources contracted with Utah State University to document key scientific and policy information related to the current water conflict between Iron and Beaver Counties over the development of the Pine Valley Water Supply Project (PVWSP). The proposed PVWSP would pump groundwater from Pine Valley in Beaver County and pipe it southeast to the Cedar City region of Iron County served by the Central Iron County Water Conservancy District (CICWCD).
