Draft Special Resource Study And Environmental Assessment, United States Department Of Interior National Park Service

All U.S. Government Documents (Utah Regional Depository)

One of the responsibilities of the National Park Service is to identify nationally significant natural, cultural, and recreational resources and assist in their preservation both inside and outside the national park system. The areas managed by the National Park Service are only one part of a national inventory of special and protected areas managed by innumerable federal, state, and local agencies and the private sector. Consequently, addition to the national park system is only one of many alternatives for ensuring the preservation of significant national resources for public enjoyment and benefit. As such, the purpose of this study is to …

1995 Statewide Long Range Transportation Plan, Udot Program Development

All U.S. Government Documents (Utah Regional Depository)

The Statewide Transportation Planning Process for highway transportation builds upon the planning processes previously used by UDOT. The previous planning process developed a three-tier list of capacity and system improvement projects from public and UDOT staff participation. Projects were ranked according to need into three priorities. Priority One projects were those needed within five years. Priority Two projects were needed in five to ten years, and Priority Three projects were those projects needed in ten to twenty years. The Statewide Transportation Planning Process uses data collected from a series of Management Systems, corridor inventories, and other special studies combined with …

Strutting Sounds And Strutting Posturing Of Two Utah Sage Grouse Populations, United States Department Of Agriculture, Forest Service

Wildlife Conservation and Management

Sound and video tape recordings and still pictures were taken of two populations of strutting male sage grouse (Centrocercus urophasianus). The two populations studied were from the Strawberry Valley and Parker Mountains. Sixteen elements of sounds were identified in the strutting sequence. These elements were the same for both populations. Video tape and still picture analysis revealed that both populations were similar in posturing during the strutting sequence. We concluded that the Parker Mountains sage grouse population is suitable in terms of breeding display behavior to augment the Strawberry Valley population. Sexual compatibility would need to be determined in future …

The Standards Committee of the Society for Luminescence Microscopy and Spectroscopy (SLMS) circulated doped zircon crystals as a standard for comparison of cathodoluminescence (CL) emission spectra obtained at different laboratories. Eleven laboratories have submitted spectra acquired from this standard. The crystals are synthetic zircons doped with 1.4 wt.% of Dy2O3

The participating laboratories used a variety of CL instrumentation including cold cathode optical micro-scope attachments, hot cathode optical microscope attachments, and EMPA/SEM-based systems. Two laboratories provided both uncorrected and corrected spectra. All other spectra are uncorrected. A variety of different spectrometers/spectrographs and detector systems were used. Photomultiplier …

Searching For Effective Natural-Resources Policy: The Special Challenges Of Ecosystem Management, Steven E. Daniels, Gregg B. Walker Jan 1995

Searching For Effective Natural-Resources Policy: The Special Challenges Of Ecosystem Management, Steven E. Daniels, Gregg B. Walker

Sociology, Social Work and Anthropology Faculty Publications

No matter how elegant ecosystem management is scientifically, it will not reach its potential in western U.S., with its abundant public lands, unless it is effective public policy. Such policy is (1) an adaptive process, (2) utilizes the most appropriate science and technology, (3) is implementable, and (4) has low transaction cost. This paper focuses on the latter two characteristics which are shaped by social legitimacy, and proposes a procedure termed Collaborative Learning as a promising decision-making process for ecosystem management.

Design And Construction Of An Active Alignment Demonstrator For A Free-Space Optical Interconnect, G. C. Boisset, B. Robertson, Harvard Scott Hinton

Electrical and Computer Engineering Faculty Publications

An x-y active alignment system based on Risley beam steerers is described. The demonstrator features a quadrant detector which detects the misalignment error between the center of a spot of light and the center of the quadrant detector. This misalignment error is then used by a new algorithm to calculate the rotational displacement required for the two Risley beam steerers to steer the spot of light to the center of the quadrant detector. The experimental results indicate that any spot misaligned by up to 160 μm on the quadrant detector will be systematically centered by the demonstrator system.

Urban Bias In Price Risk: The Geography Of Food Price Distributions In Low-Income Economies, Christopher B. Barrett Jan 1995

Urban Bias In Price Risk: The Geography Of Food Price Distributions In Low-Income Economies, Christopher B. Barrett

Economic Research Institute Study Papers

The geography of agricultural marketing has important implications for the stochastic distribution of agricultural commodity prices. This paper proposes that objective food price risk differs between rural and urban areas of infrastructure-poor economies characterized by spatially concentrated patterns of foodgrains storage. This difference implies an urban bias having adverse welfare effects for peasants who seasonally switch between net food seller and net food buyer positions. Empirical analysis of rice price data from Madagascar suggests that price variability and skewness indeed differ between rural and urban areas in ways that adversely influence the relative welfare of rural peasants.

Boise River Wildfire Recovery Project Final Environmental Impact Statement, United States Forest Service Jan 1995

Boise River Wildfire Recovery Project Final Environmental Impact Statement, United States Forest Service

Final Environmental Impact Statements (ID)

The Final Environmental Impact Statement (FEIS) describes three alternative approaches for salvage harvest and reforestation across 102,000 acres of National Forest System land that burned in 1994. The project area is northeast of the city of Boise and is located on the Idaho City and Mountain Home Ranger Districts. The proposed action (Alternative 2) would harvest fire-killed timber on approximately 81,000 acres, including Inventoried Roadless Areas (IRAs), and maintain trees for site protection, regeneration, and wildlife. Alternative 3 would implement the same management prescriptions, but harvesting activities would take place over 64,400 acres outside IRAs. Alternative 1 is the no …

A Morphological Assessment Of Bovine Chondrocytes Cultured On Poly(Ethyl Methacrylate)/Tetrahydrofurfuryl Methacrylate, R. M. Sawtell, M. V. Kayser, S. Downes

Cells and Materials

A heterocyclic methacrylate polymer system, PEMA/THFMA, has shown potential as a biomaterial for cartilage repair in a rabbit model and has properties making it suitable for use clinically. The ability of the polymer system, PEMA/THFMA, and a related system, PEMA/HEMA, to support chondrocytes in vitro was assessed by scanning electron microscopy. Chondrocytes adhered to the surface of the PEMA/THFMA by day one, having a rounded morphology and clustered appearance opposed to the Thermanox® control, where the cells had spread out and become fibroblastic in appearance. The chondrocytes divided rapidly on the PEMA/ THFMA system by day three and had completely …

Diversity Of Animal Communities On Southwestern Rangelands: Species Patterns, Habitat Relationships, And Land Management, Robert R. Parmenter, Sandra L. Brantley, James H. Brown, Clifford S. Crawford, David C. Lightfoot, Terry L. Yates

Natural Resources and Environmental Issues

The rangelands of the southwestern United States comprise a mosaic of biome types, including deserts, grasslands, chaparral, woodlands, forests, subalpine meadows, and alpine tundra. Taken together, these ecosystems support exceptionally high numbers of vertebrate and invertebrate animal species. Biogeographic patterns of mammal, bird, and reptile species across North America show trends of increasing species numbers for these vertebrate groups, and some invertebrate groups, occur in Texas, New Mexico, Arizona, and California, especially in the border region with Mexico. Underlying causes of the region's high biodiversity are related to (1) the elevational variability inherent in the basin-and-range topography, with its concomitant …

Trout Creek Mountain Project, Oregon, Doc Hatfield, Connie Hatfield Jan 1995

Trout Creek Mountain Project, Oregon, Doc Hatfield, Connie Hatfield

Natural Resources and Environmental Issues

The Trout Creek Mountain experience is an example of how the land and the people can win by building bridges of understanding and common interest between concerned constituencies. Love of the land, its natural resources, and realization of a need for changing grazing practices to reverse the degradation of riparian areas were the common interests that caused environmentalists, ranchers, the BLM, the Oregon Department of Fish and Wildlife, and the U.S. Fish and Wildlife Service to work together to find solutions. The result was a new management plan that was biologically sound and had diverse public support-this is what ecosystem …

Think-Tanking The Challenges In Three Regions: The Colorado Plateau, John C. Schmidt, Barbara R. Rushmore Jan 1995

Think-Tanking The Challenges In Three Regions: The Colorado Plateau, John C. Schmidt, Barbara R. Rushmore

Natural Resources and Environmental Issues

Unique features of the Colorado Plateau include aridity and the associated importance of water, topographic control on local ecosystems, large urban centers on the periphery but none within the region, and a combination of resource-extraction industries and tourism. Potential constraints to EM are conflicts in the legislative and administrative framework, inadequate staffing and funding of the agencies, insufficient communication among elements of the public, and the difficulty of achieving large number of monitoring and research sites, abundance of data, grass-roots ties to the land, and agency commitment. Needs for implementation are definition of EM, implementation initiated at the local level, …

Think-Tanking The Challences In Three Regions: The Great Basin, Neil E. West, Allen G. Rasmussen Jan 1995

Think-Tanking The Challences In Three Regions: The Great Basin, Neil E. West, Allen G. Rasmussen

Natural Resources and Environmental Issues

The most unique characteristics of the Great Basin are the ecological fragility of the resources, scarcity of water, predominance of federal land, high degree of urbanization, independence of rural people. Factors most likely to impede EM are conflicting goals and missions of agencies, conflicting social values among stakeholders, slow recovery rates of biophysical systems, and difficulty of predicting responses to natural disturbances and management actions. Characteristics most likely to facilitate EM are new political climates promoting consensus, extensive federal lands, social diversity, and improving management technology. A critical need for successful EM is communication and promoting public understanding of the …

State Participation In Ecosystem Management, Ted Stewart Jan 1995

State Participation In Ecosystem Management, Ted Stewart

Natural Resources and Environmental Issues

The Utah Department of Natural Resources initiated a number of programs before the term "ecosystem management" come into vogue that employ principles and concepts characteristic of EM. The Book Cliffs Conservation Initiative is a cooperative, multiple-use undertaking by the State, Bureau of Land Management, Nature Conservancy, Rocky Mountain Elk Foundation, and private landowners. Antelope Island State Park is a cooperative management effort by several state agencies, and Salt Lake and Davis counties, managed by the state Division of Parks and Recreation, and engaging active public participation. The Southwestern Utah Planning Authorities Council is a coordinated effort by representatives of 18 …

Legal And Political Complexities Of Ecosystem Mangement, Aaron Kelson, Russ Lawrence, Dave Perault, Sue Schroeder, Christican Shank Jan 1995

Legal And Political Complexities Of Ecosystem Mangement, Aaron Kelson, Russ Lawrence, Dave Perault, Sue Schroeder, Christican Shank

Natural Resources and Environmental Issues

With differing legislative mandates, federal agencies will have difficulty sharing authority to further transboundary EM although BLM and Forest Service heads Dombeck and Thomas aver that there will be renewed effort at cooperation and communication. State jurisdiction over lands complicates the problem further, and Stewart contends that the state should take the lead in EM. The agencies have no authority to impose ecosystem management on private land, and the challenge is to convince property owners of the benefits of EM. According to Coggins, private property rights are not absolute, are subject to the rights of other community members, and the …

Epilogue: What Have We Learned?, Frederic H. Wagner Jan 1995

Epilogue: What Have We Learned?, Frederic H. Wagner

Natural Resources and Environmental Issues

Although it is commonly implied that there cannot be a single, generally applied definition of ecosystem management (EM), recognition (1) of what constitutes a system, (2) that ecosystems are a special class of the genre called "systems," (3) of a definition of management, and (4) that natural resources on public lands and common-property resources are managed to satisfy societal values, means that EM can be defined as "the skillful manipulation of ecosystems to satisfy specified societal values." Definitions vary primarily in the value-satisfying aspect. Determination of ecosystem limits is arbitrary. Establishing management goals determines the ecosystem(s) to be managed. To …

Role Of Science In Ecosystem Management, William A. Adair, David H. Branson, Sharon L. Casapulla, Michael C. Reynolds Jan 1995

Role Of Science In Ecosystem Management, William A. Adair, David H. Branson, Sharon L. Casapulla, Michael C. Reynolds

Natural Resources and Environmental Issues

Roberts argues that in order to implement ecosystem management, resource management must switch its ecological perspective from an individual-and population-based focus to ecosystem-and landscape-based ecology; from an "object" (form) to "context" (function) approach; and adopt a multi-scalar modeling approach. A major role for science in EM is to predict ecosystem behavior under alternative management strategies. Wilcox, Risbrudt, Thomas, and Kessler all emphasized the critical role of a higher level of science, although Daniels pointed out that there is a risk of creating a politics of expertise. Thus participating scientists have a strong responsibility to communicate their knowledge to the public …

The Effects Of Gender Composition In Academic Departments On Faculty Turnover, Pamela S. Tolbert, Tal Simons, Alice Andrews, Jaehoon Rhee Jan 1995

The Effects Of Gender Composition In Academic Departments On Faculty Turnover, Pamela S. Tolbert, Tal Simons, Alice Andrews, Jaehoon Rhee

ADVANCE Library Collection

Using data collected from a sample of 50 academic departments over the years 1977-88, the authors test several hypotheses about the effects of departmental gender composition on faculty turnover. They find that as the proportion of women in a department grew, turnover among women also increased, confirming the prediction that increases in the relative size of a minority will result in increased intergroup competition and conflict. The evidence also suggests, however, that when the proportion of female faculty reached a threshold of about 35-40%, turnover among women began to decline. The proportion of women had a negligible or negative impact …

Department Of Energy Programmatic Spent Nuclear Fuel Management And Idaho National Engineering Laboratory Environmental Restoration And Waste Management Programs Final Environmental Impact Statement, Volume 1, Appendix D, Part B, United States Department Of Energy Jan 1995

Department Of Energy Programmatic Spent Nuclear Fuel Management And Idaho National Engineering Laboratory Environmental Restoration And Waste Management Programs Final Environmental Impact Statement, Volume 1, Appendix D, Part B, United States Department Of Energy

All U.S. Government Documents (Utah Regional Depository)

The methods used to perform the analyses in the environmental impact statement have been refined in the time since the environmental assessment was prepared. This occurred partly because of the larger number of naval spent nuclear fuel assemblies analyzed and the wider scope of sites and methods of storage to be evaluated, and partly because additional time was available to implement the refinements. In addition to refinements in the methods for performing the calculations, some minor changes in the calculational models were made in order to establish a high degree of consistency with the analytical methods used for the other …
