Should Achievement Tests Be Used To Judge School Quality?, Scott C. Bauer

This study provides empirical evidence to answer the question whether student scores on standardized achievement tests represent reasonable measures of instructional quality. Using a research protocol designed by Popham and the local study directors, individual test items from a nationally-marketed standardized achievement test were rated by educators and parents to determine the degree to which raters felt that the items reflect important content that is actually taught in schools, and the degree to which raters felt that students' answers to the questions would be likely to be unduly influenced by confounded causality....

America Y2k: The Obsolescence Of Educational Reforms, Shermon Dorn

The passing of the deadline for fulfillment of the national education goals in the United States (the beginning of 2000) reflects the frequently hyperbolic statements of objectives and the manic pace of school reform efforts over the past two decades. The domination by schools of child and family life has combined with a longstanding reliance on schools to solve social problems to make school reform a politically opportune as well as visible issue. Thus, even if the phrasing of national education goals in the U.S. changes to reflect the passing of the nominal deadline, those pressures will remain.

Contextualizing Homeschooling Data: A Response To Rudner, Kariane Mari Welner, Kevin G. Welner

Rudner (1999) presents the results of a survey and testing program, administered by Bob Jones University (BJU), for homeschooling students. In this response, we applaud Rudner's contribution to building a greater understanding of the homeschooling movement. However, we also voice a strong concern that what Rudner contributed with one hand, he took back with the other. We contend that Rudner's analysis of the BJU data fails to offer a straightforward explanation of important and striking limitations. The unfortunate result is an inaccurate portrayal of homeschoolers as a white, Christian, monolithic population. Although the results of Rudner's analyses are likely valid …

Implementing Organizational Change Through Visioning And Strategic Planning-The Cttransit Experience, Michael A. Sanders, David A. Lee

Journal of Public Transportation

A visioning and strategic planning process was undertaken at CTTransit beginning in early 1995 that has resulted in fundamental changes in organizational goals and values. A critical aspect of the visioning process was the involvement of union leaders and officials from the Connecticut Department of Transportation (CDOT), as well as the transit system 's management, in articulating a shared vision of the future. The new vision has helped to transform the organization from one that was historically reactive and conservative to one that is proactive both in responding to customers and embracing technology. Diversifying Finance Of Higher Education Systems In The Third World: The Cases Of Kenya And Mongolia, John C. Weidman

In countries throughout the world, there are increasing pressures to reduce the government share of costs for goods and services with high payoffs to individuals so that the limited available public funds can be used for other needs. This paper suggests several strategies for reducing government expenditures on higher education, including direct cost recovery, grants from and contracts with external agencies, income-producing enterprises, private contributions, and expansion of the private sector. Policy implications and examples (e.g., student access and financial aid, tax status of revenues from enterprises, deferred cost recovery) are presented for both developing and developed countries.

… This paper proposes that technology is never neutral: that its values and practices must always either support or subvert those of the organization into which it is placed; and that the failures of technology to alter the look-and-feel of schools more generally results from a mismatch between the values of school organization and those embedded within the contested technology.
