Becoming A Restorative University, David R. Karp Phd
School of Leadership and Education Sciences: Faculty Scholarship
This article describes the concept of a restorative university, an organisation that embraces restorative justice principles and practices. The article reviews the emergence of contemporary restorative justice; a framework for restorative justice in higher education; implementation in student affairs; the place of restorative justice in academic affairs; restorative justice and organisational culture; what we know about campus implementation, including results of a survey of universities; and suggestions for practical next steps for higher education institutions to become more restorative. Where possible, the article references restorative applications globally, but predominantly focuses on university campuses in the United States.

‘I Will Control Your Mind’: The International Regulation Of Brain-Hacking, Thibault Moulin

In the near future, the use of neurotechnologies—like brain-computer interfaces and brain stimulation—could become widespread. It will not only be used to help persons with disabilities or illness, but also by members of the armed forces and in everyday life (e.g., for entertainment and gaming). However, recent studies suggested that it is possible to hack into neural devices to obtain information, inflict pain, induce mood change, or influence movements. This Article anticipates three scenarios which may be challenging in the future—i.e., brain hacking for the purpose of reading thoughts, remotely controlling someone, and inflicting pain or death—and assesses their compliance …

San Diego International Law Journal
This Comment begins by examining and comparing the legal framework for deportation and other immigration consequences for convictions of drug offenses in the United States, the European Union, and the United Kingdom. This Comment then looks at the harsh effects of current immigration policy on individuals and marginalized communities. Finally, this Comment argues that immigration law should be reformed to adopt a more humanitarian approach toward non-citizens convicted of drug offenses. Deportation and other harsh immigration consequences for drug offenses levy disproportionately severe punishments toward vulnerable minority immigrant communities, exposing them to consequences much harsher than non-immigrants would face for …

Behind The Concrete Curtain: Acknowledging And Curbing Greenhouse Gas Emissions From Hydroelectric Facilities And River Impoundments, Joseph A. Welsh

From its early use as kinetic power to kick start the industrial revolution, a consensus emerged that hydroelectric power is clean, renewable, and reliable. In contemporary parlance it is universally classified as either “carbon free” or “low-carbon.” The history of hydropower in the United States supports this belief, and its use has rarely been scrutinized. However, an emerging consensus indicates scrutiny is necessary (for hydroelectric power and other energy sources avoiding acute assessment) given the challenges foisted upon us by anthropogenic climate change.

Multiple researchers have conveyed an abundance of problems international students face when choosing to study abroad in the United States. A range of emotional, psychological, and physical issues prevent students from fully succeeding. Every international student faces different challenges, and every educational institution has its own prominent issues. In my study, I examined the challenges graduate international students at the University of San Diego (USD) face that might impede them from fully transitioning and adapting to their new environment. In the wake of social unrest and demands of police reform (Childress et al., 2020; Davidson, 2020; Rogers & Gravelle, 2020), institutions of higher education have a unique opportunity to model a system of campus safety that mitigates harm and restores trust. This research explores the complex relationship between campus safety officers and residential life staff and student leaders at a mid-sized private institution and implements restorative justice interventions to rebuild trust between the two populations. The U.S. Department of Justice’s Project Safe Neighborhoods (PSN) is invested in preventing violence and reducing recidivism. To achieve these objectives, PSN has committed to supporting lived experience mentoring, often called credible messenger mentoring, through grants made to community organizations in San Diego and Imperial Counties.

This Article specifically focuses on the use of FRT by the five permanent members of the United Nations (“UN”) Security Council which are China, France, the Russian Federation, the United Kingdom, and the United States (the five nations). As permanent members of the Security Council, these five nations are tasked with maintaining international security under the UN Charter.

Within the fractured systems and institutions that plague the US, two groups in particular have fallen through the cracks: Black and South Asian Muslims. According to a 2015 report published by human rights organization Muslim Anti Racism Collaborative, over 3.4 million Muslims currently live in the United States. Black Muslims and South Asian Muslims constitute about 20% and 60% of that population, respectively; however, both groups are disregarded and misrepresented in US discourse and media.
