The 2022 State of Nonprofits and Philanthropy Annual Report presents findings from ten years of quarterly public opinion polling (San Diego Residents Survey) and nearly 250 survey responses from local nonprofit leaders (Nonprofit Leaders Survey) combined with the latest nonprofit data from the Internal Revenue Service (IRS) and the California Employment Development Department (EDD). Taken together, these data provide a holistic snapshot of San Diego’s nonprofit sector in 2022, summarizing its social and economic contributions to our region, highlighting potential opportunities for greater impact, and drawing our attention to trends which could threaten the nonprofit sector in the future. Think Nationally, Act Locally: Cities And The Struggle For Social Justice, Harold Mcdougall

Liberals and progressives typically look to the national government to make policy aimed at achieving social justice. Historically, that is not without reason. As Professor Kathleen Morris of Golden Gate University School of Law put it in a recent email exchange, "social elites reached for the federal level in large part because the states and localities proved themselves to be genuinely terrifying to marginalized folks between 1860 and 1980.”

Immigration Detention As An Obstacle To Decarceration, Pedro Gerson

Criminal legal reform and measures to reduce carceral populations have received increasing media and public policy attention nationwide. These efforts have mainly ignored a parallel development: the consistent rise in the use of immigration detention over the last decade. This Article bridges that gap by arguing that ongoing efforts to decarcerate states and localities may be foiled by immigration detention. This argument relies on three different descriptive claims. First, much scholarly work has shown the extent to which vested interests have hampered criminal legal reform; these same interests could look to immigration detention as an alternative protection. Defamation Per Se Cases Should Include Guaranteed Minimum Presumed Damage Awards To Private Plaintiffs, Steven A. Krieger

To combat the reputational harm associated with defamatory comments, forty states allow plaintiffs to recover presumed damages for reputational harm for defamatory statements considered “per se” defamation without having to prove the exact dollar figure associated with their reputational damages. While damages are presumed to a plaintiff’s reputation in a successful defamation per se lawsuit, the spectrum of presumed damages is so wide that there is almost no practical way for a plaintiff to reliably know the size of a presumed damages award, especially a lower-income plaintiff. This Article examines the film Closed Circuit, as it portrays the legal issues surrounding a British judge’s decision to hold a hearing in camera. As in the United States, holding in camera hearings safeguards the use of witnesses and protects confidential information before it is shared with all parties to a criminal case or the jury. Closed Circuit accurately portrays some aspects of the United Kingdom’s legal standards that govern these hearings including the judicial deference to the Crown’s national security interests, the appointment of cleared special counsel to represent the accused, and the use of pseudonyms to protect …

Background: In 2015, the American Nurses Association (ANA) revised their immunization and vaccine policy statement to address the culture of vaccines that was prevalent in 2015. Due to evolving climate and growth in vaccination noncompliance as evidenced by recent outbreaks of vaccine preventable illnesses.
Purpose of Project: It is my recommendation that the ANA remove their endorsement of religious exemption from vaccinations in their policy statement, considering misapplications for which the exemption was not designed and that compromises the safety of the public. Additionally, annual medical exemption recertification signed by a qualified provider will become the recommended standard of practice. …

The informal and often ad hoc nature of college admissions can deter DACAmented/ Undocumented students from applying, being admitted, or choosing to enroll in higher education. Admissions offices can serve as a resource to these students, assisting them in navigating this extensive process. This Comment implores Congress to limit the development of law enforcement FRT databases. In Part II, the Comment describes facial recognition technology, examining its development and uses. This section describes how law enforcement compiles databases of faces. It concludes by exploring potential future applications of the technology. Part III discusses the privacy rights angle, answering why the American population should be concerned about—and why legislators should act to prevent—unchecked FRT-equipped law enforcement.
