Peacebuilding At The San Diego-Tijuana Border: A Ground Level View, Rebeca Cazares-Adame Md, Mph, Andrew Blum Phd
Peacebuilding At The San Diego-Tijuana Border: A Ground Level View, Rebeca Cazares-Adame Md, Mph, Andrew Blum Phd
Kroc IPJ Research and Resources
This brief complements the work of researchers like Kleinfeld and Blattman by seeking to understand in a more inductive way the work of peacebuilders on the ground in Tijuana, a city experiencing systemic, chronic violence. Based on survey research and interviews conducted with those peacebuilders, the brief identifies insights that can help inform a peacebuilding field that includes and integrates work in conflict zones and non-conflict zones experiencing widespread violence. Developing this more integrated approach is particularly important at the moment as we move into President Trump’s second term and begin to see the impacts of his administration in the …

Looking Past Manufactured Crisis Narratives: Grounded Solutions For The Border And Beyond, Monika Y. Langarica
Looking Past Manufactured Crisis Narratives: Grounded Solutions For The Border And Beyond, Monika Y. Langarica
San Diego Law Review
This Article presents a solutions-oriented approach to engaging with the complex landscape of political, legal, and humanitarian issues at the United States-Mexico border. It proceeds in three parts. Part II illustrates the counterproductive effects of the border crisis narrative in localities across the interior of the country and in recent negotiations in Washington, D.C. Part III discusses effective border interventions grounded in local expertise, including examples which demonstrate that while federal preemption forbids states from interfering with immigration enforcement, states are within their rights to enact policies and stand up efforts to improve the reception and treatment of immigrants in …
Deadly Deterrence: Border Patrol Authority, Pursuits, And Deported Witnesses, Shaw Drake
Deadly Deterrence: Border Patrol Authority, Pursuits, And Deported Witnesses, Shaw Drake
San Diego Law Review
Since 1994, the United States has perpetrated a border policy based on the idea that tougher enforcement will mean fewer people will cross the border—termed “prevention through deterrence.” But this idea has never fulfilled its stated aim and has turned into something resembling a border ideology rather than a border policy based in fact and reality. The results have been deadly.
This Article examines a small slice of the results of this deadly border policy as it looks at Border Patrol vehicle pursuits and the deportation of those who witness Border Patrol misconduct. It also provides an overview of the …
The Uses Of The Border, Salvador G. Sarmiento
The Uses Of The Border, Salvador G. Sarmiento
San Diego Law Review
It is a good and necessary time to discuss “American Law at the Border” to better understand and engage with the politics and laws ostensibly addressing U.S. borders. Let’s hope it is also an exercise in understanding the borders of U.S. law itself—the limits, the periphery, and the jagged edges. A discussion on American law at the border should make clear that what is considered at the margins—starting with migrant labor—is central to U.S. economic, legal, and political life.
The first section of this Article will discuss the political uses of the border, beginning with the most recent example of …
Code Blue: How Police And Health Care Providers Disrupt Healing For Violently Injured Black Men, Cherrell Green
Code Blue: How Police And Health Care Providers Disrupt Healing For Violently Injured Black Men, Cherrell Green
Kroc IPJ Research and Resources
While Black males are disproportionately impacted by gun homicide, they are also grossly impacted by non-fatal shootings. The impact of gun violence extends far beyond the immediate physical harm inflicted by bullets; this harm can permeate and disrupt personal relationships, create lasting psychological distress, and undermine a sense of safety within communities. However, the needs of injured Black men are often overlooked in public discourse. Despite the prevalence of these traumatic experiences in the lives of low-income Black men, their response to trauma is often treated as pathology, with fewer resources devoted to addressing the adverse consequences associated with these …
California Threats And Harassment Initiative: A Literature Review Contextualizing The Environment Of Threats And Harassment Of Local Elected Officials In The United States Between 2013 And 2024, Ioli Filmeridis, Rachel Hodel, Thomas Oliver
California Threats And Harassment Initiative: A Literature Review Contextualizing The Environment Of Threats And Harassment Of Local Elected Officials In The United States Between 2013 And 2024, Ioli Filmeridis, Rachel Hodel, Thomas Oliver
Kroc IPJ Research and Resources
Given the attention dedicated to violence targeted against national figures and representatives, this literature review focuses on the less prominent, but nonetheless critical, issue of threats and harassment directed at locally elected officials. In particular, it considers school board officials, members of city councils, community college boards, elected sheriffs, city and district attorneys and mayors in Southern California as well as across the United States. It draws on traditional media coverage, academic and think tank discussions of the scope of threats and harassment faced by local officials, the drivers of threatening and harassing behavior, and their impact on local officials …

Environment
We are living through significant environmental, social, political, and economic challenges. These challenges have strained our communities and humanbuilt systems, as well as our interconnected habitats, wildlife, and natural systems. Lack of adequate infrastructure to withstand natural disasters and climate change, as well as historical and presentday inequities in resources across neighborhoods, are examples of the multifaceted and interconnected threats contributing to the accelerated loss of our rich biodiversity. This natural abundance is integral to our region’s health, history, and continued prosperity.

San Diego Law Review
In response to a growing set of empirical studies demonstrating their widespread discriminatory effects, pretextual stops have been subjected to decades of criticism from scholars, the public, and jurists. However, pretextual stops have been defended by some as a necessary public safety measure, particularly in the fight against violent gun crimes. Following a series of highly publicized police shootings of unarmed Black drivers during pretextual stops, and in the absence of substantial judicial or legislative guidance, a growing number of prosecutors have developed policies deprecating the prosecution of pretextual stops absent a clear public safety benefit. Without empirical evaluations of …
Natural Gas Or National Gas–Would A Statewide Natural Gas Ban In New Development Violate The Commerce Clause?, Madison D. Montague
Natural Gas Or National Gas–Would A Statewide Natural Gas Ban In New Development Violate The Commerce Clause?, Madison D. Montague
San Diego Journal of Climate & Energy Law
This Article analyzes: (1) the contours of a natural gas installation ban, how municipalities have incorporated these bans, and how the state government may pass a statewide ban; (2) the likelihood that these bans would place a substantial burden on interstate commerce; (3) who, if anyone, would have standing to sue to end these bans; and (4) whether anyone could prevail in an action against a ban on new gas development.
Improving Adherence Rates To Postpartum Screening Of Diabetes In Women With Gestational Diabetes Mellitus: An Evidence-Based Project, Alicia Hernandez Punsalan
Improving Adherence Rates To Postpartum Screening Of Diabetes In Women With Gestational Diabetes Mellitus: An Evidence-Based Project, Alicia Hernandez Punsalan
Doctor of Nursing Practice Final Manuscripts
Background: Women with a history of gestational diabetes mellitus are at increased risk of developing type 2 diabetes mellitus. Approximately 6%–10% of pregnancies in the United States are complicated by gestational diabetes mellitus, yet postpartum diabetes screening rates are low nationwide.
Purpose: This project focused on implementing a multi-modal reminder system to increase adherence to postpartum diabetes screening, or the 2-hour oral glucose tolerance test, for women with a history of gestational diabetes mellitus in the 4-12 weeks postpartum period.
Evidence-Based Practice Change: The multi-modal reminder system was comprised of an educational session for the staff reviewing current clinical guidelines …
From Injustice To Social Justice Education: The Journey Of Formerly Incarcerated Women Of Color In Community College, Hossna Sadat Ahadi
From Injustice To Social Justice Education: The Journey Of Formerly Incarcerated Women Of Color In Community College, Hossna Sadat Ahadi
Dissertations
There is a growing rate of women of color in the U.S. prison system—their intersectional identities are hypercriminalized surrounding the nexus of oppressive barriers they experience (Annamma, 2017). The lack of awareness, understanding, and advocacy for carceral-impacted women of color in higher education has engendered an erasure. This qualitative research study explored and elevated the lived experiences and intersectional identities of formerly incarcerated women of color in postsecondary education. Through the lens of Latino critical race theory (LatCrit) and Chicana feminism, four methods of data collection took place—surveys, cajitas, testimonios, and reflective journaling. Formerly incarcerated women of color experienced the …

Why News Organizations ‘Platform’ Illiberal Politics: Understanding News Production, Economic Insolvency, And Anti-Democratic Pressure Through Cnn’S 2023 Trump Town Hall, Nik Usher
Communication: Faculty Scholarship
This article discusses how the economic insolvency of the contemporary mainstream media makes it particularly vulnerable to manipulation by illiberal political actors. Through a case study of CNN’s 2023 Trump Town Hall event, this article argues that democratic backsliding itself has become a potent constraint structuring news production routines and news decision-making. The metajournalistic discourse about the event maligned the role of CNN in “platforming” the former president, underscoring how platform logics have hijacked newsroom decision-making and news judgment. Journalists and other commentators pointed to the continuing power of Trump to dominate coverage and the continued inability of mainstream media …
