Legal, Technical, And Economic Challenges In Integrating Renewable Power Generation Into The Electricity Grid, Timothy P. Duane, Kiran H. Griffith

San Diego Journal of Climate & Energy Law

This Article addresses the legal, technical, and economic challenges of integrating high levels of renewable power generation into electrical grid system operation. Part II shows that the primary integration challenge is reducing the total costs of integration and allocating the costs of integration in a hybrid regulatory structure, which presents different institutional impediments than traditional cost-of-service ratemaking or rate-of-return regulation. We demonstrate that the primary impediment to improved integration is a failure to make the critical policy choice about how such costs will be allocated. Solar Energy Development On The Federal Public Lands: Environmental Trade-Offs On The Road To A Lower Carbon Future, Robert L. Glicksman

San Diego Journal of Climate & Energy Law

The federal government has endorsed more extensive use of the federal public lands for the production of solar power, both to reduce the greenhouse gas emissions that contribute to climate change and to bolster the security of domestic energy supplies. Spurred by grant money made available under the American Recovery and Reinvestment Act of 2009, the Bureau of Land Management (BLM) in 2010 approved nine utility-scale solar projects on public lands in California and Nevada. These projects were designed to avoid adversely affecting the habitats of endangered and threatened species that frequent the desert southwest and cultural resources important to …

Characteristics Of Extreme Droughts Inferred From Tree-Ring Data In The Qilian Mountains, 1700−2005, Yong Zhang, Xuemei Shao, Zhi-Yong Yin, Eryuan Liang, Qinhua Tian, Yan Xu

Environmental and Ocean Sciences: Faculty Scholarship

Severe droughts were evaluated using a tree-ring network of 12 chronologies (1700−2005) from the Qilian Mountains on the northeastern Tibetan Plateau. A total of 98 drought years, including 78 moderate, 15 severe, and 5 extreme events, were identified for the past 306 yr. Following the starting year of a drought phase, drought commonly continued for 1 to 2 yr. The spatial patterns of moisture conditions in central and eastern China corresponding to 19 major drought years during the period 1700−2000 were grouped into 3 clusters, with one particular pattern showing droughts of nation-wide impact (i.e. 1721, 1928 and 1966). Tree Ring-Based February–April Temperature Reconstruction For Changbai Mountain In Northeast China And Its Implication For East Asian Winter Monsoon, Hai-Feng Zhu, Xiuqi Fan, Xuemei Shao, Zhi-Yong Yin

Environmental and Ocean Sciences: Faculty Scholarship

Long-term climatic records are scarce in the northeast Asia for understanding the behavior of the East Asian Winter Monsoon. Here we describe a 250-year February–April temperature reconstruction (TCBM) based on tree-ring widths of Korean Pines from the Changbai Mountain area, Northeast China. The reconstruction can account for 45.7% of the temperature variance in the instrumental period (1953 to 2001). Four cold periods including 1784–1815, 1827–1851, 1878–1889 and 1911–1945, and two warm periods of 1750–1783 and 1855–1877 were identified before the instrumental period. Spatial And Temporal Variation Patterns Of Reference Evapotranspiration Across The Qinghai-Tibetan Plateau During 1971–2004, Xueqin Zhang, Yu Ren, Zhi-Yong Yin, Zhenyao Lin, Du Zheng

Environmental and Ocean Sciences: Faculty Scholarship

Reference evapotranspiration (RET), an indicator of atmospheric evaporating capability over a hypothetical reference surface, was calculated using the Penman-Monteith method for 75 stations across the Qinghai-Tibetan Plateau between 1971 and 2004. Generally, both annual and seasonal RET decreased for most part of the plateau during the study period. Multivariate linear models were used to determine the contributions of climate factors to RET change, including air temperature, air humidity, solar radiation, and wind speed. Spatial differences in the causes of RET change were detected by K-means clustering analysis. It indicates that wind speed predominated the changes of RET almost throughout the …
