After establishing the reasons for why creating a more efficient permitting system is crucial, this Article examines the question of under what conditions BOEM, the lead agency in the offshore wind permitting process, delegates authority to a state so that it may permit a project in federal waters under the CZMA without running into federal preemptory roadblocks. This question is of utmost significance in California and Hawaii where projects utilizing floating turbine technology are proposed to be located in federal waters to take advantage of optimal wind gusts farther offshore. Bubble Stream Production By Belugas (Delphinapterus Leucas), Megan Slack
Theses
Bubble stream production in belugas has been poorly characterized and its function is not well understood. I examined behavioral states when producing bubble streams (“bubbling”), and when bubbling calls, to determine whether bubbling was significantly associated with a particular call category or behavioral state. Using 19 hours of video and audio recordings collected over a two-day period, I quantified bubble streams of a 4-month old calf and an unrelated adult female housed together. Based on the overall activity budgets and pool of vocalizations for both animals, I calculated the expected counts of bubble streams with and without vocalizations, assuming that …

Airports around the world serve an average of about 40 million passengers yearly with exponentially growing passenger traffic. With the increase in demand for customer services provided by Airports, such as restaurants and retail vendors, the determination of environmental impact of these services and mitigation of that impact is important for financial and environmental sustainability practices. Virgil In Virginia: Eighteenth-Century Pastoralism And The Novus Ordo Seclorum, Alley Jordan
Theses
This work examines classical reception in early America. Specifically, it addresses the role of classical ideas on pastoralism in the thought of one of America’s founders, Thomas Jefferson. Jefferson is best known for his role in the forming of United States government, but he was also influential on developing the idea of “America.” As such, his political theory on agrarian republicanism has strong ties to how the classical poets, such as Virgil and Theocritus, likewise thought about the relationship between land and government.

Environmental Social Activism In The San Diego-Tijuana Transborder Region, Christina M. Hirt
Undergraduate Honors Theses
This paper examines the obstacles and opportunities social activists face when attempting to fight environmental injustices in the San Diego-Tijuana transborder region. The study undertakes a case study of the Environmental Health Coalition (EHC) - the leading environmental justice organization in the region, which operates on both sides of the US-Mexico Border. The analyses conclude that despite a strong rhetoric of binationalism employed throughout border activists’ campaigns, the strategies that are utilized on the ground have been vastly local and short-term in focus. While activist organizations like the EHC demonstrate a keen awareness of the binational implications of environmental injustices …

This Comment argues that a bill similar to Assembly Bill 2943 should be proposed today because there has been a drastic shift towards a general acceptance of global warming since 2002. In addition, new environmental studies support the idea of curbing seawall construction along the California coast.
Section I will provide data regarding rising sea levels and the current state of seawall construction along the California coast. It will then explain why seawall construction is not a viable adaptation strategy and delve into its negative social, environmental, and economic impacts.

Transient Simulation Of Orbital-Scale Precipitation Variation In Monsoonal East Asia And Arid Central Asia During The Last 150 Ka, Xinzhou Li, Xiaodong Liu, Linjing Qiu, Zhisheng An, Zhi-Yong Yin
Environmental and Ocean Sciences: Faculty Scholarship
A long-term transient simulation is conducted using the Community Climate System Model version 3 and the orbital acceleration technique to analyze the impact of insolation change caused by the Earth's orbital forcing on precipitation in the monsoonal East Asia (EA) and arid central Asia (CA) over the past 150 ka. Our results show that annual precipitation in both EA and CA has strong signals of the 20 ka precessional cycles and varies in phase with the Northern Hemisphere (NH) summer insolation. Similar characteristics can also be observed from previously published oxygen isotope records of stalagmites near EA and CA. Composite …
