Bill supporters, however, say only the Legislature can authorize debt forgiveness. And that’s critical for low-income households whose individual arrears now range from $400 to $1,000 and counting as the pandemic stretches on, creating a “disconnection cliff” that will kick in when the moratorium ends, said Gabe Pacyniak, a University of New Mexico associate law professor who helped draft the bill.

“Customers will have to pay off all their arrears or be disconnected,” Pacyniak said. “… This gives low-income consumers time to pay their bills, plus assistance through debt forgiveness to dig themselves out of the hole they’re now in.”

Harvard Crimson Interviews Vinay Harpalani: Justice Department Drops Yale Admissions Lawsuit, Signifying Likely Shift In Harvard Suit, Vinay Harpalani, Raquel Coronell Uribe, Jasper Goodman

Faculty Scholarship

The Department of Justice on Wednesday dropped a lawsuit against Yale alleging discrimination in its admissions practices. Experts said it indicated the DOJ will likely withdraw support for a similar suit against Harvard.

Vinay Harpalani, a law professor at the University of New Mexico, said he thinks such a move would make it “slightly less likely” that the court will hear the case, “if anything.”

“It’s sending a bit of a message that the Biden administration’s DOJ is on the side of affirmative action, they’re on the side of Harvard, they’re going to help make these arguments. And the political …

OBJECTIVE: To describe relationship between cord blood (representing fetal) myo-inositol concentrations and gestational age (GA) and to determine trends of blood concentrations in enterally and parenterally fed infants from birth to 70 days of age.

DESIGN/METHODS: Samples were collected in 281 fed or unfed infants born in 2005 and 2006. Myo-inositol concentrations were displayed in scatter plots and analyzed with linear regression models of natural log-transformed values.

RESULTS: In 441 samples obtained from 281 infants, myo-inositol concentrations varied from nondetectable to 1494 μmol/L. Cord myo-inositol concentrations decreased an estimated 11.9% per week increase in GA. Postnatal myo-inositol concentrations decreased an …

Echo-Ct: An Interdisciplinary Videoconference Model For Identifying Potential Postdischarge Transition-Of-Care Events., Mariana R Gonzalez, Lauren Junge-Maughan, Lewis A Lipsitz, Amber Moore

Project ECHO Bibliography

BACKGROUND: Discharge from the hospital to a post-acute care setting can be complex and potentially dangerous, with opportunities for errors and lapses in communication between providers. Data collected through the Extension for Community Health Outcomes- Care Transitions (ECHO-CT) model were used to identify and classify transition-of-care events (TCEs).

METHODS: The ECHO-CT model employs multidisciplinary videoconferences between a hospital-based team and providers in post-acute care settings; during these conferences, concerns regarding the patient's care transition were identified and recorded. The videoconferences took place from January 2016 to October 2018 and included patients discharged from inpatient medical and surgical services to a …

BACKGROUND: Suicides by any method, plus 'nonsuicide' fatalities from drug self-intoxication (estimated from selected forensically undetermined and 'accidental' deaths), together represent self-injury mortality (SIM)-fatalities due to mental disorders or distress. SIM is especially important to examine given frequent undercounting of suicides amongst drug overdose deaths. We report suicide and SIM trends in the United States of America (US) during 1999-2018, portray interstate rate trends, and examine spatiotemporal (spacetime) diffusion or spread of the drug self-intoxication component of SIM, with attention to potential for differential suicide misclassification.

METHODS: For this state-based, cross-sectional, panel time series, we used de-identified manner and underlying …

Theory And Application Of Hypersoft Set, Florentin Smarandache, Muhammad Saeed, Muhammad Saqlain, Mohamed Abdel-Baset

Branch Mathematics and Statistics Faculty and Staff Publications

Aims and Scope Florentin Smarandache generalize the soft set to the hypersoft set by transforming the function into a multi-argument function. This extension reveals that the hypersoft set with neutrosophic, intuitionistic, and fuzzy set theory will be very helpful to construct a connection between alternatives and attributes. Also, the hypersoft set will reduce the complexity of the case study. The Book “Theory and Application of Hypersoft Set” focuses on theories, methods, algorithms for decision making and also applications involving neutrosophic, intuitionistic, and fuzzy information. Our goal is to develop a strong relationship with the MCDM solving techniques and to …

California V. Texas: The Role Of Congressional Procedure In Severability Doctrine, Mary Leto Pareja Feb 2021

California V. Texas: The Role Of Congressional Procedure In Severability Doctrine, Mary Leto Pareja

Faculty Scholarship

The United States Supreme Court is once again considering a case that challenges the constitutionality of the Affordable Care Act (“ACA”). In this round of litigation, plaintiffs argue that because Congress lowered the individual mandate tax penalty to zero in the 2017 Tax Act that makes the individual mandate itself unconstitutional and that, furthermore, the individual mandate cannot be severed from the rest of the ACA. The District Court agreed with the plaintiffs and struck down the entire ACA, and the Supreme Court granted cert to hear this momentous question. A decision is expected by summer of 2021.

The ACA …

Mathematical Modeling Of The Impact Of Recirculation On Exchange Kinetics In Tandem Extracorporeal Membrane Oxygenation And Therapeutic Plasma Exchange, Charles Puelz, Jonathan L. Marinaro, Yara A. Park, Boyce E. Griffith, Charles S. Peskin, Jay S. Raval Feb 2021

Mathematical Modeling Of The Impact Of Recirculation On Exchange Kinetics In Tandem Extracorporeal Membrane Oxygenation And Therapeutic Plasma Exchange, Charles Puelz, Jonathan L. Marinaro, Yara A. Park, Boyce E. Griffith, Charles S. Peskin, Jay S. Raval

Pathology Research and Scholarship

Vascular access connection configurations during tandem extracorporeal membrane oxygenation (ECMO) and therapeutic plasma exchange (TPE) may impact exchange kinetics. In these tandem procedures, typically the TPE inlet line is proximal to the TPE return line with respect to blood flow in the ECMO device, maximizing the opportunity for replacement fluid homogenization within the ECMO circuit. However, if TPE inlet and return line connections are switched, recirculation-a phenomenon in which replacement fluid leaving the TPE return line is prematurely drawn into the TPE inlet line prior to satisfactory homogenization within the ECMO circuit-will occur. Such recirculation could diminish TPE efficacy in …
