A Systematic Evaluation Of Threaded Internode Communication In Hpc, William Pepper Marts

High Performance Computing (HPC) applications increasingly rely on both process and thread-level parallelism to maximize performance across complex, multi-node systems. However, conventional bulk synchronous communication strategies often leave both compute and network resources underutilized due to synchronization delays. This dissertation systematically evaluates the potential of fine-grained, threaded inter-node communication as a strategy for reducing these inefficiencies. To this end, I design and develop two tools: the MiniMod modular application framework and the Configurable Messaging Benchmark (CMB), which together enable empirical, reproducible assessment of communication performance across varying application behaviors, threading models, and communication granularities. Electrical energy from natural occurring phenomena, such as an indirect lightning strike, can electromagnetically couple with nearby electronics thereby generating unwanted electrical fast-transients (EFT) signals in the circuit. Highly energetic EFT can interfere with a circuit’s normal operation or even destroy some circuit components entirely. Mitigating EFT has been a subject of research for decades and led to the development of devices such as lightning surge arresters (LSAs). Indian tribes have emerged as significant contributors to the national and regional economies, notably through industries such as gaming, natural resource extraction, technology, and consumer lending. This increasing commercial activity brings with it increasing commercial disputes. Both Indian tribes and their nonmember counterparts need a fair and reliable forum to ensure that agreements are performed, loans repaid, and avoidable harms compensated. But the complex legal landscape of tribal sovereignty and jurisdiction complicates dispute resolution involving tribes. Tribes’ status as sovereign entities raises challenging issues of federal and state court jurisdiction, tribal sovereign immunity, and exhaustion of tribal remedies. Arbitration offers …

The Law of the River, particularly those components relating to Upper Colorado River water allocation, usage, and measurement, is rife with ambiguities and uncertainties. In the twenty-first century, facing a future with less water, these ambiguities pose serious problems. The ongoing process for the development of the Post-2026 Colorado River Operating Guidelines presents an ideal opportunity to address these issues. This Article gives a brief history of the Law of the River, with an eye toward the origins of the stream depletion theory, beneficial consumptive use, and tribal water allocations. Walking The Line On Safety And Free Speech: Sidestepping First Amendment Challenges To Median Bans, Taylor J. Black

In 2021, the Tenth Circuit held a ban targeting pedestrians on street medians in Albuquerque, New Mexico unconstitutional under the First Amendment. Citing a crisis of pedestrian fatalities, Albuquerque has since promulgated a new pedestrian-safety ordinance with an adjusted median ban that prohibits pedestrians from sitting or standing on certain street medians. This ban not only fails to increase pedestrian safety but also arbitrarily blames the city’s poorest residents and poses a threat to First Amendment freedoms. Because the city cannot produce case-specific evidence to show that the ban is narrowly tailored to ameliorate a nonspeculative harm, the current ban …

New Mexico dedicates significant resources to incarceration—particularly with respect to prison medical care. Although New Mexico has mostly transitioned away from privately operated prisons, the New Mexico Corrections Department (NMCD) continues to contract with various corporations to provide health services in state-owned prisons. Not surprisingly, the private contractors’ cost-saving measures often result in the provision of grossly inadequate healthcare that constitutes cruel and unusual punishment under the Eighth Amendment. Prisoner litigation under 42 U.S.C. § 1983, however, is fraught with substantive and procedural barriers to recovery. The New Mexico Civil Rights Act (NMCRA or “the Act”) provides an avenue of …

Structural inequality is a widely invoked but often undertheorized concept in constitutional discourse. A persistent question in constitutional theory is whether structure itself is a subject of justice—and how, if at all, institutional arrangements that produce unequal distributions of liberty might demand corresponding remedies. The strained efforts of courts and legislatures in addressing structural inequality through individual rights-based frameworks underscore the need for a more robust theoretical account. This Article contributes to that effort by advancing a theory of “structural guarantees” grounded in principles of justification from the social contract tradition. Few areas of law are so completely entrusted to judge’s discretion, and therefore engender the risk of judicial abuse, as the contempt power. Despite this risk, New Mexico has significantly expanded the criminal contempt power over the last three years. Yet the results of this expansion—which typically play out in trial courts with little publicity and rare appellate review—have not been studied in any detail. This Comment examines how New Mexico trial courts used criminal contempt from January 1, 2023, to October 20, 2024, in light of the broad discretion granted to these courts. This study presents a hybrid multi-criteria decision-making (MCDM) model applied to the guest selection process in Airbnb-style vacation rentals. The model integrates the PAPRIKA method, Analytic Hierarchy Process (AHP), and Neutrosophic TOPSIS to evaluate and rank potential guests based on multiple criteria prioritized by experienced property owners. Through the 1000minds software, pairwise comparisons were conducted to elicit preferences and derive normalized weights for six key criteria, with “review history” emerging as the most influential. These weights were then incorporated into classical and neutrosophic TOPSIS evaluations to account for uncertainty, indeterminacy, and subjectivity in guest profiles. This study employs a nonlinear, neutrosophic approach to examine gaps in comprehensive healthcare by analyzing the interplay of Health Resource Availability (HRA), Professional Competence of Health Personnel (CPPS), and Accessibility and Response Time (ATR). Traditional statistical methods often fail to capture the uncertainty inherent in healthcare evaluations; this research addresses this by applying neutrosophic set theory to data from a survey of 15 professionals. fuzzy set qualitative comparative analysis (fsQCA) indicates that CPPS is a highly consistent (≈0.98) necessary condition for quality care, with HRA also being a strong necessary condition (≈0.89). This research, conducted at the Technical University of Ambato in Ecuador, addresses the impact of an innovative therapeutic plan that combines upper limb muscle strength exercises with music therapy in patients with type 2 diabetes mellitus (T2DM). This multidimensional approach seeks to improve the quality of life and functionality of patients through an accessible treatment tailored to their needs. This study presents findings aimed at improving English pronunciation instruction for A1-level students enrolled in technical programs at a public institution in Guayaquil, Ecuador. The research integrates neutrosophic statistics with the Communicative Language Teaching (CLT) approach to address ambiguity and complexity in educational contexts. Key factors such as teaching methodology effectiveness, instructors' content knowledge, CEFR implementation, course-objective alignment, module relevance, and departmental management were assessed. The neutrosophic framework enabled the identification of strengths, weaknesses, and areas of indeterminacy requiring contextual intervention. Sensory marketing studies how visual, auditory, tactile, olfactory, and gustatory stimuli influence consumer decisions, a complex process characterized by contradictions and uncertainties. Previous research has mainly explored individual senses, leaving a gap regarding the multisensory interactions and their inherent ambiguity. This study addresses this issue by proposing a novel methodological approach combining Multineutrosophic Analysis with the Additive Ratio Assessment (ARAS) method. The proposed framework captures the subjective complexity of sensory experiences, quantifying contradictions and uncertainties typically overlooked by traditional models. This study investigates the transformation of Ecuador's productive structure, technological integration, and its impact on GDP over the last decade, using the novel Plithogenic IADOV method. This approach, based on neu-trosophic logic, allows for the analysis of complex economic scenarios characterized by indeterminacy and con-tradiction, aspects often overlooked by traditional methods. Through questionnaires administered to 40 experts, the research evaluates five key dimensions: economic diversification, technological integration, GDP growth, public policy formulation, and economic resilience. This study is related to obstacles to learning and participation and is a quintessential concern in creating in-clusive systems and systems based on equity. The principal investigator question is: what are the obstacles to participation and learning, and how can they be assessed? The phenomenon occurs relative to the world today because too many marginalized communities across the globe do not have access to this form of edu-cation; socioeconomic access can be limited. Emerging technologies like generative AI and blockchain present significant challenges to intellectual property (IP) law, creating ambiguity in assigning ownership and protection. This study addresses the need for robust methods to assess these negative impacts from a legal practitioner's perspective, where uncertainty is prevalent. We introduce and empirically test an assessment methodology using newly formulated Neutrosophic Z-numbers, which explicitly incorporate truth, indeterminacy, and falsity, along with their respective reliabilities. A quasi-experimental design was employed with 30 INDECOPI IP law practitioners, divided into control and experimental groups (the latter receiving specialized training). Animal welfare and animal rights protection laws are complementary yet antagonistic, and shortcomings exist irrespective of a partial imposition of biocentric ideals. Strategic planning in higher education faces complex challenges due to the imprecise nature of decision-making criteria, the diversity of stakeholders involved, and the changing dynamics of academic environments.
