In this 2026 Summer Institute, K-16th educators representing diverse contexts will use the power of storytelling to investigate borderlands. By interweaving multimodalities-visual, sound, and movement and by reading children’s literature deeply, participants will create complex narrative tapestries of experience and empathy on the borderlands that they will, in turn, use to support student conversations and conceptions.

This institute is open to all primary and secondary educators working in: Prek-16th grade school settings visual arts, theater, and music educators, museums, libraries, and community organizations.

NM K-12 teachers will receive a small stipend and materials. Registration …

The Department of Energy/National Nuclear Security Administration (DOE/NNSA) and Sandia National Laboratories /New Mexico (SNL/NM) personnel submitted the Mixed Waste Landfill (MWL) Annual Long-Term Monitoring and Maintenance Report for the April 2025 through March 2026 reporting period to the New Mexico Environment Department (NMED) in accordance with the MWL Long-Term Monitoring and Maintenance Plan (LTMMP) Section 4.8.1. The LTMMP became effective on January 8, 2014.

The MWL is a 2.6-acre Solid Waste Management Unit (SWMU 76) located in the north-central part of Technical Area III at SNL/NM that has undergone corrective action. As of March 13, 2016, the NMED February …

If the Colorado River Basin (Basin) experiences another dry year, similar to Water Year 2025, it is likely that reasonably accessible storage in Lake Powell and Lake Mead would be mostly depleted, even if consumptive uses and losses are at or near historic lows. Run-of-the-river operations would shortly ensue. This would be an outcome with devastating consequences. In contrast, if next year is very wet, similar to Water Year 2023, the Basin’s largest federal reservoirs would recover somewhat, but would provide only about two years of cushion before we find ourselves again in the same position we are in today, …

Mechanically ventilated patients who are boarding in rural emergency departments face an increased risk of inconsistent sedation management due to the lack of standardized protocols and the extended transfer times to higher levels of care. The variability in sedation practices can lead to both under- and over-sedation, which negatively affects patient comfort, safety, and clinical outcomes. Research suggests that sedation protocols incorporating the Richmond Agitation-Sedation Scale (RASS) can shorten mechanical ventilation duration and improve clinical outcomes. In New Mexico, the water law of prior appropriation rules. As a result, no individual holds a complete right to ownership of water in New Mexico. Instead, New Mexico landowners hold only a right to put appropriated waters to beneficial use. Appropriation of waters requires diversion, a distinct feature that prevents landowners from claiming natural watercourses flowing through their property boundaries. The unappropriated waters of the state are then vested in the state via public trust, to be used and enjoyed by the public. A heavily understated dimension of cosmopolitanism is the urban rural divide. This is particularly true in the context of modern economics, which emerged at the same time that the notion of cosmopolitanism was gaining renewed political significance. This paper examines how economic thought of the late eighteenth and early nineteenth centuries directly influenced the socio-literary interactions of a “World Republic of Letters” and how writers such as Goethe used terms like “universal spiritual commerce” to valorize the role of the city in the making of a new modern world. Wildfire is a game-changer for both communities and ecosystems throughout the West, including in New Mexico. Building resilience to increasing numbers of wildfire events, especially when wildfires can shift communities, ecosystems, and combined social ecological systems (“SESs”) past tipping points and into new regimes requires new approaches to governance. Large-scale, climate-driven wildfire has become a recurring and foreseeable feature of life in the American West, creating long-term consequences for forests, watersheds, and rural communities. The 2022 Hermit’s Peak/Calf Canyon Fire, the largest wildfire in New Mexico history, provides an opportunity to examine how a federally created compensation statute functions once a climate disaster moves from legislation and rulemaking into adjudication. Sparked by prescribed burns on public land, the fire led Congress to enact the Hermit’s Peak/Calf Canyon Fire Assistance Act, directing the Federal Emergency Management Agency (“FEMA”) to provide expeditious and just compensation for injuries resulting from the fire. …

In 2022, New Mexico experienced its worst documented wildfire season on record, and the Hermit’s Peak/Calf Canyon Fire was the largest among them. Over 340,000 acres of Northern New Mexico burned, devastating a multi-generational, subsistence community. In response, Congress passed the Hermit’s Peak Fire Assistance Act, the second-ever act of its kind to provide full and expeditious compensation for wildfire damage. Yet, more than four years later, many community members still have not received any funding and litigation continues over whether the Act is meant to provide noneconomic damages. Disaster Justice reflects the intersection of environmental justice and disaster law. The study of disaster justice is becoming increasingly essential as disasters become more frequent and devastating in the face of accelerating climate change. Disaster law is marked by statutes such as the federal Stafford Act and by theory such as the “disaster cycle” of readiness, response, and recovery. Environmental justice recognizes that the distribution of harms such as bad air or water quality may be distributed inequitably among groups such as low-income populations or racial minorities.
