Innovative Efficiency Measurement Using Stackelberg Games And Neutrosophic Numbers, Ali Asghar Tatlari, Bijan Rahmani Perchkolaei, Farhad Hosseinzadeh Lotfi
Neutrosophic Sets and Systems
This paper addresses the challenge of measuring efficiency in systems with two components using Stackelberg game theory and neutrosophic numbers to handle data uncertainty. Unlike traditional Data Envelopment Analysis (DEA) models that treat Decision Making Units (DMUs) as black boxes, we propose a new neutrosophic Network DEA (NDEA) model to compute efficiency scores for each division. By applying Stackelberg game theory, we break down the system's efficiency scores into sub-system efficiencies, providing a more detailed assessment of performance. Our proposed model represents a significant contribution to the literature by developing a two-stage Network Slack Based Measure (NSBM) model. This model …
University Mathematics Classroom Teaching Quality Assessment Based On Core Competencies Using The Dematel Approach And Single-Valued Neutrosophic Hypersoft Sets, Jingjing Qiao
Neutrosophic Sets and Systems
This study proposes a multi-criteria decision-making (MCDM) approach to evaluate the quality of University Mathematics Classroom Teaching based on core competencies. The MCDM approach is applied within the framework of the neutrosophic set to address vague and uncertain data. Unlike the hypersoft set, which handles multiple disjoint attribute-valued sets corresponding to various characteristics, the soft set operates with a single set of attributes. This study introduces the concept of Single-Valued Neutrosophic Hypersoft Expert Sets (SVNS), which integrate single-valued neutrosophic sets and hypersoft expert sets. Eight criteria were employed to construct the pairwise comparison matrix. The Decision-Making Trial and Evaluation Laboratory …

Intuitionistic Quadri-Partitioned Neutrosophic Sets With Extended Operators, Sai Anu P, Arulselvam A, Bobin A
Neutrosophic Sets and Systems
We present the concept of intuitionistic quadri-partitioned neutrosophic sets (IQ-PNSs) and extend it to intuitionistic quadri-partitioned neutrosophic soft sets (IQ-PNSSs). These sets introduce a constraint where the combined membership values for truth and falsity must not exceed one, while the indeterminacy and contradiction membership values are restricted to the interval [01], ensuring the total sum of all membership values remains below three. In addition, we de ne necessity and possibility operators, along with two novel operators, ( and ), on IQ-PNSSs and explore their properties. Furthermore, we introduce and analyze the operators , , and , as well as the …

Enhanced Neutrosophic Set And Machine Learning Approach For Kidney Disease Prediction, Humam M Al-Doori, Tareef S Alkellezli, Ahmed Abdelhafeez, Mohamed Eassaa, Mohamed S. Sawah, Ahmed A El-Douh
Neutrosophic Sets and Systems
Kidney disease (KD) is a gradually increasing global health concern. It is a chronic illness linked to higher rates of morbidity and mortality, a higher risk of cardiovascular disease and numerous other illnesses, and expensive medical expenses. The machine learning (ML) models are applied for KD prediction with higher accuracy and precision. The KD dataset has uncertainty and vague information, so, we used the neutrosophic set (NS) to deal with vague and uncertainty information in the KD dataset. The KD dataset is converted into the N-KD dataset with three membership functions: truth, indeterminacy, and falsity. Three ML models are used …

Finite-Precision Stabilization For Neutrosophic Linear Systems Using A Descriptor Model Approach, Rongyao Ling, Songquan Shi, Wenhua Cui, Yiming Fang
Neutrosophic Sets and Systems
This paper focuses on the stabilization problem of neutrosophic linear systems using finite-precision digital controllers. The main challenge lies in decoupling and processing the indeterminacies inherent in such systems. To tackle this, a standardization method that unifies the bounds of parameter indeterminacies is f irst proposed. Additionally, a fixed-point representation scheme is introduced to define both the precision and representation of the controller parameters. To handle multiple uncertainties in the system, a descriptor model approach is introduced, which transforms the closed-loop system into a singular system, allowing for more effective decoupling of uncertainties. Using singular system theory, a novel solvability …

Division Of 3-Refined Neutrosophic Numbers By Using The Identification Method And The 3-Refined Ah-Isometry, Yaser Ahmad Alhasan, Mohamed Elghazali Ali Mohieldin Mohamed, Qusay Ahassan, Raja Abdullah Abdulfatah
Neutrosophic Sets and Systems
This paper aims to study the division of 3-refined neutrosophic numbers, where it was discussed through two methods, the first is the identification method, and the second is the 3-refined AH-isometry. In addition to presenting special cases related to division of 3-refined neutrosophic numbers. The most important idea in this paper is that we were able to move from the formula we obtained in the 3-refined AH-isometry to the formula we found in the identification method and vice versa, hence this proves the validity of both formulas.

Neutrosophic Sets and Systems
In this paper, we define and investigate the concept of the implication-based neutrosophic finite state machine (IB-IFSA) over a finite group. Building upon the framework of neutrosophic logic, we introduce the implication-based neutrosophic kernel and the implication-based neutrosophic subsemiautomaton, establishing their formal definitions and properties. Additionally, we explore the structural interplay between these concepts and their implications within algebraic systems

Neutrosophic Sets and Systems
This paper demonstrates the feasibility of using an electronic nose to assess fish quality by analyzing air quality and examining volatile organic compounds (VOCs) alongside physical variables, with pH, protein content, and VOCs serving as chemical reference points. Artificial intelligence algorithms were employed to predict quality and calculate regression coefficients. Using the reference neural network algorithm based on chemical and physical compounds, regression coefficients (R values) achieved were 0.99, 0.98, and 0.97, respectively. Additionally, ANFIS (Adaptive Neuro-Fuzzy Inference System) produced R values of 0.99, 0.85, and 0.98. Both fuzzy logic and ANFIS proved effective for predicting fish quality. Image processing …

Enhancing Competency-Based Learning With Neutrosophic Regression And The Deming Cycle, Dr Hortencio Flores Flores, Dr. Irma Reyes Blácido, Dr. Magda Patricia Ramos Cevallos, Dr. Nemesia Hidalgo Penadillo Hidalgo Penadillo, Mg. Luz Magali Villarroel Nuñez
Neutrosophic Sets and Systems
This article introduces a novel approach to enhance competency-based learning by combining the Deming Cycle with neutrosophic statistics. Competency-based education focuses on practical skills, but uncertainty in student performance and assessment can hinder its effectiveness. Neutrosophic statistics, unlike traditional methods, explicitly models indeterminacy, providing a more complete picture of uncertainty in educational data. This approach integrates neutrosophic numbers into re gression analysis to predict learning outcomes and quantify the confidence level of those predictions. These predictions, with their associated indeterminacy, then inform the Deming Cycle (Plan-Do Check-Act), enabling educators to dynamically adjust teaching strategies based on data-driven in sights. This …

Ecological Efficiency Evaluation In Petrochemical Enterprises Using Plithogenic-Artasi Model, Hailing Chen, Dingqun Zhang
Neutrosophic Sets and Systems
The application of the ecological carrying capacity theory to the assessment of petrochemical companies' eco-efficiency is the main goal of this article. This study deviates from previous research that examines company eco-efficiency from a strategic and behavioral incentive standpoint. This study uses the multiple-criteria decision-making (MCDM) approach, considering both qualitative and quantitative factors. Plithogenic sets are used to compute expert importance levels in a decision support system for choosing Petrochemical Enterprises. The suggested plithogenic-based alternative ranking methodology based on adaptive standardized intervals (ARTASI) method is used to determine the ranking of Petrochemical Enterprises. The plithogenic-ARTASI model is a combination of …

A Concise Introduction To Hyperfuzzy, Hyperneutrosophic, Hyperplithogenic, Hypersoft, And Hyperrough Sets With Practical Examples, Takaaki Fujita, Florentin Smarandache
Neutrosophic Sets and Systems
Various set concepts are widely recognized for effectively addressing u ncertainty, including fuzzy sets, neutrosophic sets, plithogenic sets, rough sets, and soft sets. These concepts have been further extended through hyperstructures (based on powersets) and superhyperstructures (based on n-th powersets, which are sets with repeated power set structures) [5,12–14,32]. These extensions are commonly referred to as HyperUncertain, SuperUncertain, and SuperHyperUncertain Sets/Logics/Probabilities/Statistics, and they were introduced by Smarandache in 2016-2017 [32] as parts of HyperStructures, SuperStructures, and SuperHyperStructures respectively. This paper recalls these concepts along with concrete examples.

Neutrosophic Sets and Systems
With rapid advancements in technology-related industries, integrated circuits come to be the core of modern electronics (IC). This in turn highlights the indispensable need to figure out advanced techniques for delivering high-quality experimental education in integrated circuits (IC). To that end, this work presents a neutrosophic framework to enhance the quality of education based on the selection of simulation-based tools that best improve the experimental skills of students. Given the inherent challenges of uncertainty, ambiguity, and subjectivity of virtual simulation, we propose to incorporate Interval-Valued Neutrosophic Sets (IVNS) to model uncertainty inherent to virtual simulation scenarios and adapt to encode …
Risk Assessment Of Steel Structure Engineering Cost Using Multi-Criteria Decision-Making Approach Under Uncertainty, Bijun Ni
Neutrosophic Sets and Systems
Choosing options with complex, ambiguous, and contradicting criteria is a common challenge for decision-makers. To choose the optimal option, they typically use multicriteria decision-making techniques, in which specialists manage the relative importance of conflicting tangible and intangible criteria to identify and evaluate possible courses of action. Making decisions involves one or more people selecting the best option from a range of potential options. This study proposes multi-criteria decision making (MCDM) method to compute the criteria weights are rank the alternatives. The MCDM approach is applied for risk assessment to cost in steel structure engineering. This problem includes many criteria and …

Actualizing Indigenous Data Sovereignty Through Tribal Self-Governance, Bailey Ulbricht
Actualizing Indigenous Data Sovereignty Through Tribal Self-Governance, Bailey Ulbricht
New Mexico Law Review
Data, as described by a Yurok Tribe council member, is “the original theft”—the first thing stolen from Native peoples in the United States. Indigenous data sovereignty seeks to redress this and prevent future data infractions by placing Indigenous communities in charge of decision-making about their own data. Yet with no established body of federal case law on tribal data authority, it is not immediately clear how Indigenous data sovereignty would fit within the complex and contradictory web of federal caselaw that confines tribes’ inherent sovereignty. This Article seeks to address this gap. First, as a policy matter, it argues that …
Landlord Licensure: A Pathway To Improved Rental Housing In New Mexico, Stefanie N. Jock
Landlord Licensure: A Pathway To Improved Rental Housing In New Mexico, Stefanie N. Jock
New Mexico Law Review
Over a thousand different professions throughout the United States are subject to occupational regulations for the purpose of protecting public health, safety, and welfare. Yet, few professions are as crucial to public health, safety and welfare as the business that controls access to rental housing. The availability of rental housing is critical to the people of New Mexico due to the state’s high percentage of low-income households and the shortage of affordable housing units available in recent years. Thus, low-income renters in New Mexico are often left dealing with substandard housing conditions or paying a significant portion of their income …

Performance-Based Full Depth Reclamation Design, Moatasem H. Algburi
Civil Engineering ETDs
The Full-Depth Reclamation (FDR) technique is a cold-mix asphalt (CMA) technology employed in New Mexico to rehabilitate existing pavements. It results in minor disruption to traffic, environmental advantages, and decreased construction period and costs. However, insufficient data on the material properties of FDR mixtures and their characterization limits the use of the mechanical-empirical (M-E) design method of FDR materials. The MEPDG develops performance models using the structural response of pavement layers to predict pavement structure systems based on material properties, climate models, and loading conditions. This study has developed MEPDG models to predict the long-term performance of FDR materials and …

Forever Chemicals And Livestock: Exploring Contmination Of Per- And Polyfluoroalkyl Substances On Farms And Assessing Usda's Role In Indemnification, Chance Mitchell
Natural Resources Journal
This article examines the limitations of existing federal authorities in addressing the growing threat of PFAS contamination in livestock production operations. While existing programs at the U.S. Department of Agriculture (USDA), such as the Livestock Indemnity Program, provide critical support for producers facing natural disasters, they do not cover losses related to toxic substances like PFAS. The only USDA program offering PFAS-related indemnity is the Dairy Indemnity Payment Program (DIPP), but its narrow scope limits coverage to dairy farms. Efforts to amend the statutory language of existing programs or create new ones face significant hurdles, including Congress’s rigid approach to …

A Horse Named “Stream Depletion Theory”: The History And Negotiation Of The Upper Colorado River Basin Compact, Eric Kuhn, Katherine H. Tara, John Fleck
Natural Resources Journal
The 1922 Compact only apportions the beneficial consumptive use of the river system’s waters between two geographic sub-basins, an Upper Basin and a Lower Basin. The 1922 Compact negotiators left the task of allocating water to individual states to future negotiations among the sub-basins. The five states with Upper Basin lands completed this task in 1948. The negotiations of the Upper Colorado River Basin Compact provide significant context for understanding the Law of the River, particularly considering ongoing Post-2026 Colorado River Operations discussions. This article examines the dynamics between the states, the role of the United States, the debate over …
Neutrosophic Decision Framework For Performance Analysis In Construction Project Management Using The Evamix Method, Jiao Wang

Irrigation And Society In The Upper Río Grande Basin, U.S.A: A Heritage Of Mutualism, José A. Rivera Ph.D
Faculty Publications
The acequias of the upper Río Grande are more than just irrigation canals. They also allocate and manage water for the community of landowners in the system. After four centuries of use, the acequias persist into modern times with their founding principles intact: self-government, local autonomy, internal rules for operating procedures, and a strong sense of mutualismo or communal responsibility. They have endured since Spanish colonial settlement and have maintained continuity of a water culture surviving political-administrative changes under three sovereigns, Spain (1598-1821), Mexico (1821-1848), and the United States (1848-Present). Despite stressors of climate variability, demographic changes, urbanization, and economic …

Cross-Site Scripting (XSS) is one of the most grievous vulnerabilities-a pitfall through which web applications are affected. These types of attacks are complex, and the available threat landscape is always changing, making it hard for conventional security tools to effectively detect or prevent these types of attacks. We present here an approach that detects and prevents XSS attacks on Web pages. Since Neutrosophism works with different kinds of data, it aims at the validity degree of the attack. This way the system understands the different types of attacks and allows the system to act more effectively. Our system combines (1) …
