Multinode Acoustic Systems For High Throughput Cellular Analysis, Pearlson Prashanth Austin Suthanthiraraj

For decades, flow cytometry is used as the gold standard for cellular analyses as it measures multiple properties of single cells. Traditional flow cytometry uses the hydrodynamic focusing technique where the sheath fluid focuses cells in the sample into a narrow stream. Although such precise focusing provides accurate optical measurements, high sheath fluid pressure and high linear velocities limit analysis rate to 50,000 particles/s. Such rates are too low for detecting rare events where one cell may have to be detected in a population of about a billion cells. Cutaneous Malignant Melanoma, Marianne Berwick

Epidemiology, Biostatistics, and Preventive Medicine

This study was designed to investigate whether early detection of melanoma through skin self-examination could improve chances of survival. The researchers collected data from 650 Connecticut residents with a primary cutaneous melanoma diagnosed between January 15, 1987 and May 15, 1989 and from a control group of 573 Connecticut residents selected through random digit dialing. The researchers designed a structured questionnaire to assess subject characteristics such as basic demographics, familial history of skin cancer, pigmentary characteristics, health history, and potential confounding factors such as recreational and occupational sun exposure and sunlamp use. Think Like A (Mindful) Lawyer: Incorporating Mindfulness And Professional Identity Into The First-Year Curriculum, Nathalie Martin

In this article, I add to the existing mindfulness literature by discussing other ways that law teachers might consider incorporating mindfulness and emotional intelligence into one or more of their classes. I also discuss the related idea of helping students develop a professional identity. Next, I focus on providing these tools in a first-year mandatory class and then attempt to provide a rationale, and a roadmap, for doing this. After explaining briefly what mindfulness and emotional intelligence are, I review literature from other disciplines on the benefits of mindfulness practice and emotional intelligence training. The Gray Flycatcher (Empidonax wrightii) now bears the specific epithet that Spencer Fullerton Baird provisionally designated' for a potential new species of this genus—which he described from two seemingly undated Smithsonian Institution museum skins (i.e., USNM 7234 and 7237), and which the United States and Mexican Boundary Survey botanist Charles Wright had purportedly collected at El Paso, El Paso County, Texas presumably in the early 1850s. A legal and policy infrastructure -- referred to as a "law of the river" -- exists for every river basin in the U.S. an can be as important as natural processes in terms of managing the future of the resource. Because of the way that water law and policy have evolved in the U.S., this infrastructure involves a matrix of state and federal law that governs the choices that policymakers, end users, and agencies make. Environmental impact assessment (EIA) is used by most countries and is widely recognized as an important instrument for infusing sustainable development considerations into governmental decision-making. However, studies show that EIA often falls short of that goal. This article explores the design and operation of EIA through the lens of comparative institutional analysis. It examines the pros and cons of various governmental institutions charged with implementing EIA, uses a case study of Taiwan to demonstrate the validity of this analytical framework, and provides suggestions for future practices and legal reforms. The SunZia Southwest Transmission Project is a high-voltage transmission line under development in southern New Mexico and Arizona. The project was created to allow the expansion of the renewable energy production economy, and is also part of larger efforts at climate change mitigation. It has the support of federal and state governments, and has been fast-tracked by the Obama Administration. However, in spite of its potential to increase the availability of clean energy, conflicts between local environmental groups and government agencies over siting difficulties have impeded its development. Migrating Towards An Incidental Take Permit Program: Overhauling The Migratory Bird Treaty Act To Comport With Modern Industrial Operations, Alexander K. Obrecht

In 1918, Congress passed the Migratory Bird Treaty Act (MBTA) to curb mass avian extermination caused by hunting and poaching. Despite Congress’s initial concern with these activities, the U.S. Fish and Wildlife Service (FWS) expanded the scope of MBTA enforcement to include bird deaths caused by industrial activities. This created a glaring split of authority among U.S. Circuit Courts of Appeals, with one side applying strict liability under the MBTA for all deaths of protected birds caused by industrial activities and the other side refusing to apply the MBTA to indirect and unintentional bird deaths. Federal environmental law and policy ambitiously purports to provide clean air and water, protect endangered and threatened species, clean-up hazardous and toxic waste sites, and infuse environmental considerations into the decision-making process of all federal agencies with respect to major proposals impacting the environment. Despite such lofty goals and an expansion of the regulatory state, certain types of activities and associated risks have eluded statutory coverage. Additionally, these uncoordinated federal environmental statutes typically embody a singular and sometimes myopic focus, leading to unpredictable or undesirable regulatory gaps, constraints, and inefficiencies. The research aims to reveal and prove the thesis of the neutral and convertibility relationship between constituent constructive elements of the universe: matter, energy and information. The approach perspective is a computationally-communicative-neutrosophic one. We configure a coherent and cohesive ideation line. Matter, energy and information are fundamental elements of the world. Among them, there is an inextricable multiple, elastic and evolutionary connection. The elements are defined by the connections between them. The Ninth Circuit Court of Appeals, the nation’s largest appellate court, with jurisdiction over 15 judicial districts and 61 million people—almost 20 percent of the nation’s population—spans from Alaska to Arizona, from Montana to Hawaii. The Ninth Circuit has a reputation for being an environmentally sensitive court, but the court is as diverse as the terrain over which it has jurisdiction. Due to its size, the court’s en banc reviews do not include all 29 judges but instead only panels of 11. Thus, Ninth Circuit en banc panels can reflect the kind of diversity of opinion they aim to reduce. …

I. INTRODUCTION

Within the international community, there is a consensus against the imposition of the death penalty on individuals with mental retardation. The United States Supreme Court and several international human rights bodies have recognized that individuals with mental retardation should not be subject to the death penalty. Additionally, most countries maintain that individuals who are insane or mentally retarded are shielded from execution. However, reports of individuals with mental retardation who are facing the death penalty continue to surface.
