Extreme Drought In Grassland Ecosystems (Edge) Seasonal Biomass And Seasonal And Annual Npp Data At The Sevilleta National Wildlife Refuge, New Mexico (2013- Present), Scott Collins

Sevilleta LTER Program Data

Net primary production is a fundamental ecological variable that quantifies rates of carbon consumption and fixation. Estimates of NPP are important in understanding energy flow at a community level as well as spatial and temporal responses to a range of ecological processes. While measures of both below- and above-ground biomass are important in estimating total NPP, this study focuses on above-ground net primary production (ANPP). Above-ground net primary production is the change in plant biomass, including loss to death and decomposition, over a given period of time. Volumetric measurements are made using vegetation data from permanent plots collected in SEV297, …

Effects Of Multiple Resource Additions On Community And Ecosystem Processes: Nutnet Npp Quadrat Sampling At The Sevilleta National Wildlife Refuge, New Mexico (2007-Present), Scott Collins

Sevilleta LTER Program Data

Two of the most pervasive human impacts on ecosystems are alteration of global nutrient budgets and changes in the abundance and identity of consumers. Fossil fuel combustion and agricultural fertilization have doubled and quintupled, respectively, global pools of nitrogen and phosphorus relative to pre-industrial levels. In spite of the global impacts of these human activities, there have been no globally coordinated experiments to quantify the general impacts on ecological systems. This experiment seeks to determine how nutrient availability controls plant biomass, diversity, and species composition in a desert grassland. This has important implications for understanding how future atmospheric deposition of …

Workup And Treatment Of Acute Peripheral Nerve Injuries: A Review, Scott D. Evans Jan 2015

Workup And Treatment Of Acute Peripheral Nerve Injuries: A Review, Scott D. Evans

UNM Orthopaedic Research Journal

Peripheral nerve injury (PNI) can be a devastating and life-changing condition, normally caused from traumatic and iatrogenic events. Proper treatment of PNI remains difficult, with less than half of surgical procedures resulting in good or excellent outcomes. Subsequently, physicians should be aware of important principles that can help with management of acute PNI. I reviewed studies on PNI involving anatomy and classification schemes; workup such as electrodiagnostic tests, imaging procedures, and surgical indications; and operative treatment options (including nerve repair and use of nerve grafts and conduits, and nerve, muscle, and tendon transfers). Although treatment of these injuries continues to …

Teaching Legal Frameworks, David Herring Jan 2015

Teaching Legal Frameworks, David Herring

Faculty Book Display Case

This book chapter describes the process of developing legal frameworks. Legal frameworks are a critical element in basic legal analysis. They set out the questions courts ask when addressing a particular issue. Law students need to learn the applicable framework before proceeding with any type of rigorous legal analysis. This chapter also discusses an approach to teaching law students the skill of constructing legal frameworks, providing three concrete examples in the areas of Civil Procedure and Constitutional Law.

Ecosystem-Scale Rainfall Manipulation In A Piñon-Juniper Forest At The Sevilleta National Wildlife Refuge, New Mexico: Meteorological Data (2006-2013), William Pockman, Nathan Mcdowell

Sevilleta LTER Program Data

Climate models predict that water limited regions around the world will become drier and warmer in the near future, including southwestern North America. We developed a large-scale experimental system that allows testing of the ecosystem impacts of precipitation changes. Four treatments were applied to 1600 m2 plots (40 m × 40 m), each with three replicates in a piñon pine (Pinus edulis) and juniper (Juniper monosperma) ecosystem. These species have extensive root systems, requiring large-scale manipulation to effectively alter soil water availability. Treatments consisted of: 1) irrigation plots that receive supplemental water additions, 2) drought plots that receive 55% of …

Warming-El Nino-Nitrogen Deposition Experiment (Wenndex): Net Primary Production Quadrat Data At The Sevilleta National Wildlife Refuge, New Mexico (2006 -Present), Scott Collins, William Pockman, Joe Fargione

Sevilleta LTER Program Data

Humans are creating significant global environmental change, including shifts in climate, increased nitrogen (N) deposition, and the facilitation of species invasions. A multi-factorial field experiment is being performed in an arid grassland within the Sevilleta National Wildlife Refuge (NWR) to simulate increased nighttime temperature, higher N deposition, and heightened El Niño frequency (which increases winter precipitation by an average of 50%). The purpose of the experiment is to better understand the potential effects of environmental change on grassland community composition and the growth of introduced creosote seeds and seedlings. The focus is on the response of three dominant species, all …

Beyond The Affordable Care Act's Premium Tax Credit: Ensuring Access To Safety Net Programs, Mary Leto Pareja Jan 2015

Beyond The Affordable Care Act's Premium Tax Credit: Ensuring Access To Safety Net Programs, Mary Leto Pareja

Faculty Scholarship

The United States took a gigantic step toward universal health care with the passage of the Affordable Care Act (ACA'). Under the ACA, nearly everyone is required to have coverage, and correspondingly, no one can be turned away. To ease the financial burden of the individual mandate, the ACA subsidizes coverage for lower-income people. The primary subsidy is a refundable tax credit called the Premium Tax Credit, first available in 2014. To claim the credit, a person must file a tax return--but not just any return. The ACA requires married individuals to file jointly. For many, this is problematic if …

Point-Quarter Harvested Plant Weight Measurements To Estimate Shrub Anpp In A Chihuahuan Desert Creosote Shrubland At The Sevilleta National Wildlife Refuge, New Mexico (2007- Present), Esteban Muldavin, Douglas I. Moore

Sevilleta LTER Program Data

In an effort to better quantify NPP of Creosotebush in the Five-Points region, it was decided to test the Point-Quarter method against the standard 1-m2 quadrat method that has been in use since 1998. Transects were laid out across the 5 mammal trapping webs as well as across burned and unburned plots of the Mixed Shrub site (MS). Repeat measures of the same bushes are performed seasonally. Whole shrubs of various size classes are collected and sorted and weighed to develop regressions for biomass.

Evaluation Of The Geochemical Stability Of The Sandia Canyon Wetland, Brian M. Iacona Jan 2015

Evaluation Of The Geochemical Stability Of The Sandia Canyon Wetland, Brian M. Iacona

Water Resources Professional Project Reports

The Sandia Canyon Wetland is an effluent supported wetland sustained by three National Pollutant Discharge Elimination System (NPDES) permitted outfalls. The wetland sediments contain an inventory of chromium released from historic operations. Maintaining physical and geochemical stability in the wetland is intended to keep the chromium inventory in its reduced trivalent state to minimize mobility and subsequent offsite migration. Upgrades to the Sanitary Effluent Reclamation Facility (SERF) decreased the amount of water used in nearby cooling towers, and therefore reduced the volume of effluent discharged into the wetland. SERF provides tertiary treatment to treated sanitary effluent creating water of improved …

China's Obligation To Conduct Transboundary Environmental Impact Assessment (Teia) In Utilizing Its Shared Water Resources, Nadia Sanchez Castillo, Yongmin Bian Jan 2015

China's Obligation To Conduct Transboundary Environmental Impact Assessment (Teia) In Utilizing Its Shared Water Resources, Nadia Sanchez Castillo, Yongmin Bian

Natural Resources Journal

New water development projects in China threaten the environment of international rivers. Chinese law, however, does not require developers to assess the effects of proposed projects on the environment outside China’s borders. Nevertheless, examples of transboundary cooperation and international agreements provide a basic legal foundation that allows China to implement transboundary environmental impact assessments (TEIA) as a standard practice. This article explores China’s customary law obligation to conduct TEIA by examining relevant treaties and instances of joint action. The article finds that a basic legal structure is already in place to support carrying out environmental impact assessments in a transboundary …

A New Type Of Group Action Through The Applications Of Fuzzy Sets And Neutrosophic Sets, Florentin Smarandache, Mumtaz Ali

Branch Mathematics and Statistics Faculty and Staff Publications

Fuzzy sets are the most significant tools to handle uncertain data while neutrosophic sets are the generalizations of fuzzy sets in the sense to handle uncertain, incomplete, inconsistent, indeterminate, false data. In this paper, we introduced fuzzy subspaces and neutrosophic subspaces (generalization of fuzzy subspaces) by applying group actions.Further, we define fuzzy transitivity and neutrosophic transitivty in this paper. Fuzzy orbits and neutrosophic orbits are introduced as well. We also studied some basic properties of fuzzy subspaces as well as neutrosophic subspaces.

Neutrosophic Crisp Set Theory, Florentin Smarandache, A.A. Salama Jan 2015

Neutrosophic Crisp Set Theory, Florentin Smarandache, A.A. Salama

Branch Mathematics and Statistics Faculty and Staff Publications

Since the world is full of indeterminacy, the Neutrosophics found their place into contemporary research. We now introduce for the first time the notions of Neutrosophic Crisp Sets and Neutrosophic Topology on Crisp Sets. We develop the 2012 notion of Neutrosophic Topological Spaces and give many practical examples. Neutrosophic Science means development and applications of Neutrosophic Logic, Set, Measure, Integral, Probability etc., and their applications in any field. It is possible to define the neutrosophic measure and consequently the neutrosophic integral and neutrosophic probability in many ways, because there are various types of indeterminacies, depending on the problem we need …

Landscape Shifting Paradigm For The Endangered Species Act: An Integrated Critical Habitat Recovery Program, Sam Kalen Jan 2015

Landscape Shifting Paradigm For The Endangered Species Act: An Integrated Critical Habitat Recovery Program, Sam Kalen

Natural Resources Journal

This article explores how the designation of critical habitat under the Endangered Species Act provides an opportunity for landscape-level planning to conserve species. The Act’s requirement to designate critical habitat has generated considerable controversy. Some question its utility, including even those who aggressively pursue species conservation. Other industry and local communities challenge the economic analyses accompanying designations. For many years, designating critical habitat only occurred after litigation, well after the Act suggests designation. The general malaise surrounding the program, therefore, is well documented. Yet policy-makers and scholars shy away from crafting innovative proposals for resolving the principal issues hovering around …

A Special Purpose: The Migratory Bird Treaty Act And Wind Energy, Robyn Rose Jan 2015

A Special Purpose: The Migratory Bird Treaty Act And Wind Energy, Robyn Rose

Natural Resources Journal

The Migratory Bird Treaty Act (MBTA), almost a century old, incites disagreement between conservationists, wind energy developers, and the courts. The MBTA protects over 800 bird species but unlike other conservation laws, the MBTA and its regulations do not provide for “incidental takes” (an unintentionally caused bird death or injury). In the absence of an incidental take permitting program, the United States Fish and Wildlife Service (FWS) developed the voluntary Land-Based Wind Energy Guidelines to reduce wind energy impacts on migratory birds. A circuit court split exists on whether a wind energy developer violates the MBTA when a bird is …

Chemical Interactions And Mobility Of Uranium Near Abandoned Mine Wastes At Rio Paguate, Laguna New Mexico, Cherie L. De Vore

Water Resources Professional Project Reports

The legacy of U mining activities in New Mexico has resulted in a number of abandoned mine sites that have not been adequately managed or remediated. An investigation of the chemical interactions and mobility of uranium (U) near abandoned mine wastes was performed at a site located in Laguna Pueblo, New Mexico. Elevated U concentrations (ranging from 65 to 710 μg/L) were observed in surface water below an abandoned uranium mine. These U concentrations significantly decrease (ranging from 5.4 to 6.4 μg/L) downstream at a reservoir five kilometers below the mine. Our water data suggest that U forms aqueous complexes …

American Indian Children And U.S. Policy, Angelique Eaglewoman (Wambdi A. Wastewin), Sisseton-Wahpeton Dakota Oyate Of The Lake Traverse Reservation, G. William Rice, United Keetoowah Band Of Cherokee Indians In Oklahoma

Tribal Law Journal

This article presents the major impact of implemented U.S. Indian policies on the lives of American Indian children. First, the article discusses U.S. policies aimed to re-socializing American Indians through imposition of external language, culture, and beliefs through a system of government-mandated education. In the late 1700s through the 1800s, the U.S. government set a course for military control over American Indian peoples. Re-socialization as an assimilation policy forced profound lifestyle and culture changes. These policies were aimed directly at American Indian children through mandatory Indian residential boarding schools. After decades of resistance, many tribal communities achieved educational reform. Assimilation …

Continental-Scale Isotope Hydrology, Scott Jasechko

Earth and Planetary Sciences ETDs

Providing sustainable sources of fresh water for a growing population of 7 billion people is one of the grand challenges of the 21st century. This dissertation outlines several applications of isotope hydrology to address four previously unknown questions involving surface- and ground-water resources at regional- to continental-spatial scales over contemporary- to millennial-temporal scales. The four chapters in this dissertation investigate (1) the rate of plant transpiration, (2) the seasonality of groundwater recharge, (3) the climate of the last ice age, and (4) the chemistry of Ugandan waters. (1) Chapter one presents a new global compilation of lake water isotopic data, …

Transformative Skin: The Ongoing Legacy Of Inuit And Yupik Women's Tattoos, Mariah Carrillo Dec 2014

Transformative Skin: The Ongoing Legacy Of Inuit And Yupik Women's Tattoos, Mariah Carrillo

Art & Art History ETDs

Feminine indigenous tattoo traditions of the American Arctic have often been overlooked in scholarly literature due to colonial pre-conceptions regarding native gender roles and the nature of adornment. Modern Euro-American conceptions of skin and self often rely on rigid, essentialized categories, such as race and gender, to mark identity onto the individual body. However, the Inuit and Yupik peoples of Alaska and Canada regarded personal essence as fluid and transformative, a belief made visible in the networks of sewn lines that declared a womans status and agency. This text examines both written ethnological records and a diverse range of material …
