Water Matters!

As New Mexico grows and develops, there is a continuing increase in water demand and the need to provide additional supplies. Recent studies estimate the current population of the State to be about two million people, and the population is expected to grow to approximately 3,400,000 by 2050. Regional water plans project water demands for 16 regions within New Mexico. The total projected new water use associated with population growth—the public water supply and associated commercial sectors, exclusive of agriculture, mining, or other industries—ranges from 280,000 to 380,000 acre-feet per year of new water supply needed in the next 40 …

The Impact Of Road Construction On Commercial Activity In The Annapurna Conservation Area, Nepal, Michal J. Bardecki

This paper previews the general issues related to the road construction in the ACAP region, particularly focusing on the character and extent of the adaptation of commercial activity in ACAP to the anticipated environment of greater ease of access, reduced costs, fresh competition, the shifting of population demographics, and changing visitor profiles resulting from the completion of the road links to Jomsom and Chame. It proposes a structural framework for the analysis of commercial change.

Traditional African communities are often said to have embraced restorative values in resolving conflicts and responding to wrongdoing. Through empirical research and analysis of secondary data on the pre-colonial traditional Kamba, Kikuyu and Meru communities in Kenya, this article illustrates how penal practices in these communities embraced restorative justice as understood today. This genealogy of restorative justice in these communities demonstrates the potential of restorative justice as an intervention in crime and its role in meeting overall community goals. Natural Disaster And Sickness Shocks: Evidence Of Informal Social Insurance From Bangladesh, Pallab Mozumder

Bangladesh is prone to large scale natural disasters with consequent impacts on human health and survival. In 1998, Bangladesh experienced the flood of the century'. Households exposed to flooding had major crop failure, suffered from various water-borne diseases, lost shelter, assets and ability to meet their basic needs. Based on multiple rounds of household survey data from rural Bangladesh collected after the 1998 flooding, this article investigate the factors that contribute to reduce sickness shocks after a massive natural disaster. Results indicate that social cohesion built on group-based microfinance programs may provide an informal social insurance mechanism to reduce sickness …

The mechanical fuel reduction project being implemented in the Walker Flats area is the result of a collaborative effort on the part of La Jicarita Enterprise Community (LJEC), the National Forest Service (USFS), the Santa Fe National Forest (SFNF), New Mexico State University (NMSU), the University of New Mexico (UNM), and numerous other Federal, state, local, non-profit, and educational agencies (LJEC, 2005). The oral histories that are the centerpiece of this thesis present the history of La Joya in the 1930s, together with an overview of the history of the Sevilleta. Most significantly, they support the conviction that oral history is invaluable in acquiring a more informed historical record of the past than is offered in our official written archives alone.

Enforcing Internationally Recognized Human Rights Violations Under The Alien Tort Claims Act: An Analysis Of The Ninth Circuit’S Decision In Doe V. Unocal, Joshua E. Kastenberg

This article analyzes Doe II under a multi-tiered rubric. The first tier involves analyzing whether the Ninth Circuit was correct in its jurisdictional interpretation. The second tier studies the extent to which the Ninth Circuit's use of international law expanded previously accepted usage by United States courts. For example, after reading Doe II, a question arises as to whether the Ninth Circuit created a "complete" universal jurisdiction for torts under the ATCA. The final tier, involves analyzing foreseen legal consequences. That is, does Doe II expand causes of action for foreign human rights violations because the decision reduces possible defenses …
