Unsecured (Black) Bodies: How Baltimore Foreshadows The Dangers Of Racially Targeted Dragnet Policing Let Loose By Utah V. Strieff, Lucius T. Outlaw Iii

Through Utah v. Strieff, the Supreme Court has added to law enforcement’s arsenal of stripping people of their citizenship and humanity. This article strives to add to the growing criticism of Strieff in three ways.

First, it adds to the chorus of work exposing and criticizing the flawed legal reasoning of the majority opinion.

Next, by using Baltimore, Maryland’s recent policing history, this article shows how racially targeted dragnet policing was already a fact of life pre-Strieff for many black residents of our cities, and how this discriminatory policing tactic is fortified and encouraged by Strieff.

Like other jurisdictions that have abolished the death penalty, New Mexico no longer has true capital offenses, where the potential of execution is still a legal punishment. The state has also undertaken cash bail reforms by enacting a constitutional amendment that seeks to detain individuals who pose a risk of flight or dangerousness, while never detaining anyone simply because they are financially incapable of posting bond. But, unlike many of the jurisdictions that have ceased the use of the death penalty and shifted away from cash bail, New Mexico approaches the pretrial release process uniformly, making no distinctions between felony …

The New Mexico’s Inspection of Public Records Act is a sunshine law created to allow the public access to its government’s operations. From its inception, the IPRA has been interpreted broadly towards disclosure of documents to keep government agents accountable for their conduct. While there are enumerated exceptions to the IPRA, they are narrowly construed and specific. However, of late government agencies have been pressing to enlarge the construction of these exceptions. According to New Mexico’s Autonomous Vehicle Committee, over a dozen car manufacturers are working to incorporate more automated technology into vehicles, making vehicles more autonomous over the next five to ten years. While vehicle automation has many uses and applications, this paper focuses specifically on automated semi-truck platooning. Semi-truck platooning is defined as two or more vehicles which follow each other at a set speed and distance in an attempt to reduce drag and increase fuel efficiency. Automation assists semi-truck drivers maintain speed and distance between platooning vehicles. Platooning could have environmental, commercial, and safety benefits for New Mexico. The advances introduced by Unmanned Aerial Vehicles (UAVs) are manifold and have paved the path for the full integration of UAVs, as intelligent objects, into the Internet of Things (IoT). This paper brings artificial intelligence into the UAVs data offloading process in a multi-server Mobile Edge Computing (MEC) environment, by adopting principles and concepts from game theory and reinforcement learning. In this thesis, exploiting Fully Autonomous Aerial Systems' (FAAS) and Mobile Edge Computing (MEC) servers' computing capabilities to introduce a novel data offloading framework to support the energy and time-efficient video processing in surveillance systems based on satisfaction games. Plea offers present criminal defendants with the option of acquiescing to specific punitive or rehabilitative measures rather than allowing judges and juries to determine those measures at trial. Defendants often accept plea offers over going to trial because a plea agreement provides the comfort of knowing what consequences to expect. However, in cases involving sexual misconduct, it is more difficult to anticipate the consequences of plea agreements. All fifty states maintain sex-offender registries with varying criteria for when a resident must register. In 2013, the New Mexico Supreme Court decided State v. First Responders across the globe suffer from increased rates of post-traumatic stress disorder (PTSD), depression, and compassion fatigue. Because their work environment places them on the front lines of crisis situations nearly every day, first responders experience a significant amount of trauma, which can lead to PTSD and other psychological symptoms. The There Is No Poop Fairy campaign was initiated in Albuquerque, New Mexico, in 2014, with the goal of getting dog owners to pick up and properly dispose of their dogs’ waste. The Rio Grande is contaminated with E. coli bacteria that originates in part from dog waste, which is carried to the river through storm water. Outdoor recreation is big business. And, the majority of recreationalists do not have their own property upon which to recreate or roam. This article proposes a framework for a market to roam, where technology-facilitated bargaining leads to transfers of roaming rights and the provision of access across private lands. Such a system can borrow from what we know about traditional land use cooperation platforms, together with what we are learning from the sharing economy and its use of technology platforms to assist with matching owners of under-utilized resources with individuals interested in accessing or using those resources. The blog post reviews are very recent Ninth Circuit case, Thuraissigiam, which holds that “asylum seekers facing deportation have the right to challenge the summary denial of their asylum claims in federal court". The ruling in Thuraissigiam applies to individuals who have failed to establish a “credible fear of persecution” in expedited removal proceedings conducted at the border.

The very first amendment to the United States Constitution protects the freedom of speech. While the Supreme Court held in 1969 that students “do not shed their constitutional rights at the schoolhouse gate,” since then the Court has limited students' freedom of speech, stopping short of considering the boundaries of off-campus, online speech. Lower court holdings vary, meaning that a student engaging in certain online speech may not be punished at all in one state but would face harsh criminal punishments in another. The detailed study of prehospital injury death is critical to advancing trauma and emergency care, as circumstance and causality have significant implications for the development of mitigation strategies. Though there is no true 'Golden Hour,' the time from injury to care is a critical element in the analysis matrix, particularly in patients with severe injury. Currently, there is no standard method for the assessment of time to definitive care after injury among prehospital deaths. Healthcare that includes high performing interprofessional clinical teams (IPTs) is one recommended strategy to provide optimal quality and cost-effective care delivery. Highly functional IPTs are characterized by effective communication, trust, respect, collaboration, information-sharing, and conflict resolution and are more efficient than individual providers working alone. In this work I examined how Fecal indicator Bacteria (FIB) behave in a large environmental system (Rio Grande near Albuquerque, ~60 km distance). I addressed the questions: How do FIB levels in river water and riverbed sediments of this reach change with distance along the river and throughout one year?

I conducted year-round river water and sediment sampling for concentration of E. coli bacteria, a persistent contaminant in the area. I found that over the year, E. coli loading in river water increased along the 60 km reach and E. coli in the sediments mainly increased near the Albuquerque urban …

This thesis explores the question of whether correlations between socioeconomic indicators and health and environmental indicators can be observed at the metropolitan level of analysis. Indicators are considered both in terms of per capita values and scale-adjusted values. Scale-adjusted values are a concept based on research on urban scaling which account for the agglomeration effect of population on socioeconomic output and describe a city’s performance in terms of how it compares with expected performance on an indicator for its population size based on the power law scaling of that indicator to population. How The Proximity Of Crime Impacts Housing Prices: A Hedonic Pricing Study Of Inner-Loop Houston, Tx., Samuel D. Thompson

This research used data on over 2200 house sales in inner-city Houston, TX to estimate the impact of crime on house prices. A GIS was used to tabulate home sale data from the MLS, neighborhood characteristics and crime data published by the Houston Police Department. Hedonic Pricing Models were built to assess how crime effects housing price and if proximity to the criminal event matters. Results show that crime does have a measurable impact on home sale price and that proximity of crime is important. An increase in number of violent criminal events leads to a discount in home price. …

The state of Minnesota developed the dental therapy workforce model to help alleviate the disparity in access to dental care. Despite success in other countries and acceptance by other professional organizations in the United States, some dentists continue to oppose this workforce model. The purpose of this study was to quantify Minnesota dentists’ attitudes regarding the utilization of dental therapists in that state. A survey was constructed that queried dentists’ opinion on dental therapists performing irreversible procedures and dental therapists alleviating the disparity in access to dental care. First, it aims to provide a systematic review of international, United States, state, and federal Indian law and policy surrounding cannabis cultivation, possession, and use in Indian Country.
