The Navajo Health Authority is a nonprofit health organization established in June of 1972 by the Tribal Council, as the legal entity of the Navajo Tribe. One of the Navajo Health Authority's primary goals includes support, guidance and assistance in the planning, development, operation, and evaluation of a health service for the Navajo people. The purpose of this study was to suggest ways of improving the health status of the Navajo people through modification and expansion of various services. The Oklahoma City Area Indian Health Service (IHS) Advisory Board, Inc. required a self-evaluation system for reviewing the performance of Tribally managed health care programs including the Community Health Representatives (CHR) Program. The Advisory Board concerned with the effectiveness of the CHR program, set the following objectives: 1) develop appropriate criteria and evaluation methods for program review; 2) conduct field evaluations in each CHR program area; 3) summarize findings and make recommendations; and 4) demonstrate the importance of consumer evaluation in regard to program effectiveness. There are, at the present time, four major agencies providing special education services to Navajo children. These are: the states of Arizona, New Mexico, and Utah, and Department of Education of the Bureau of Indian Affairs. Each of these agencies has its own special education administrative model and each of those mode is different. It has been the purpose of this thesis to determine the adequacy of those models for the provision of special education services to handicapped Navajo children. Bilingual Bicultural Educational Civil Rights:The May 25th Memorandum And Oppressive School Practices., James V. Gambone

This dissertation presents an interdisciplinary approach to the area of educational civil rights and bilingual/bicultural education.
Chapter 1 provides a compilation of legal precedents that can be used in challenging existing oppressive school practices. The second chapter deals more specifically with the reality of oppression. Words and formulations in Washington take on new dimensions when they reach Beeville, Texas. The third chapter examines the goals and definitions of current bilingual/bicultural programs. There is the strong suggestion that these programs will continue to be ineffective as long as they remain within the definitional framework established by the oppressor. The fourth chapter …

The Movement Towards Freedom In Paul Goodman's The Empire City., Eliot Glassheim

The dissertation presents The Empire City as an outline of what freedom meant in the 1930-1960 era. Within the context of an increasingly deadening Empire, the characters shed their false assumptions and wrong habits, carve out some free space for themselves, and begin to perform free acts.
Chapter one discusses four components of free acts. Chapter two presents three traditions of thought which define Goodman's idea of freedom--Anarchist politics, Gestalt psychology, and Taoist metaphysics. Chapter three is an overview of the novel as a journey towards freedom.

This investigation was a case study for the purpose of comparing the science education program for prospective secondary teachers at The University of New Mexico with selected guidelines established by the American Association for the Advancement of Science (AAAS) and the National Association of State Directors of Teacher Education and Certification (NASDTEC) and published by the AAAS in a 1971 pamphlet entitled Guidelines and Standards for the Education of Secondary School Teachers of Science and Mathematics.
