An analysis of the Chama, New Mexico community and market area. Socioeconomic data, including population growth and selected demographic, economic, and housing characteristics are described. The author discusses the significant economic challenges facing Chama, which are due to its isolated, rural location; lack of exporting industries; and need for investment in infrastructure. Chamas only major industry is tourism, primarily the Cumbres & Toltec Scenic Railroad. Using a location quotient analysis, the author discusses the area's pull factors and leakages in retail and services. He concludes with three recommendations for diversifying the local economy: establishing a base (export-oriented) industry in agriculture, …

An analysis of economic conditions in Springer, New Mexico, commissioned for its MainStreet economic development program. The MainStreet Service Area and regional market area are described and illustrated. Demographic, income, and housing data for Springer, Colfax County, and the Northeast County Region (Colfax, Harding, Mora, San Miguel and Union counties) are analyzed. Using location quotients and pull factors, the author assesses the local economys strengths and weaknesses, and then lists several recommendations for revitalizing the area. The oral histories that are the centerpiece of this thesis present the history of La Joya in the 1930s, together with an overview of the history of the Sevilleta. Most significantly, they support the conviction that oral history is invaluable in acquiring a more informed historical record of the past than is offered in our official written archives alone.

Tribal Self-Determination At The Crossroads, Kevin Washburn

The tribal self-determination initiative that began transforming federal Indian policy thirty years ago has reached a crossroads. Despite its transformative effects on tribal governments and the widespread belief that self-determination has been a successful federal approach to Indian affairs, no significant new self-determination program has been initiated at the congressional level in several years. This Article looks to the tribal self-determination initiative's past to gain insights about its future. It also briefly surveys existing tribal self-determination programs and concludes that far more work needs to be done to achieve tribal self-determination. Transcript of The 2004 James McCormick Mitchell Lecture. On March 8, 2004, the University at Buffalo Law School hosted its annual Mitchell Lecture,1 a panel discussion entitled, "Who Gets In? The Quest for Diversity After Grutter." The Mitchell Committee decided to focus this year's lecture on innovative proposals to ensure diversity in law school admissions in light of the Supreme Court's ruling in Grutter v. Bollinger, which confirmed that race and ethnicity could be taken into consideration in admission decisions for diversity purposes. This Article analyzes the gap between children's statutory rights and their actual access to services within the educational, medical and juvenile justice systems. This Article lays out the strong statutory rights and protections in the areas of special education and contrasts them with actual experience in trying to secure appropriate education, Medicaid and the juvenile justice system. The Article concludes that the agencies responsible for administering federal law must not be permitted to continue to avoid compliance with clear statutory mandates. They are failing to meet their legal responsibilities by asserting that services should be provided by other agencies, rather …
