The Public Utility Regulatory Policies Act of 1978 (PURPA) was passed in the 1970s to advance the United States’ energy independence through the encouragement of energy conservation, energy efficiency, small power production, and competition within the energy industry. Administered by the Federal Energy Regulatory Commission (FERC), it allows energy producers whose facilities qualify under its criteria to buy and sell electricity to larger-scale energy producers at rates set by state agencies. Today, PURPA and FERC’s accompanying regulations do not allow for facilities that run on nuclear fuel to qualify as “small power production facilities.” Though these facilities could still qualify …

Forever Chemicals And Livestock: Exploring Contmination Of Per- And Polyfluoroalkyl Substances On Farms And Assessing Usda's Role In Indemnification, Chance Mitchell

This article examines the limitations of existing federal authorities in addressing the growing threat of PFAS contamination in livestock production operations. While existing programs at the U.S. Department of Agriculture (USDA), such as the Livestock Indemnity Program, provide critical support for producers facing natural disasters, they do not cover losses related to toxic substances like PFAS. The only USDA program offering PFAS-related indemnity is the Dairy Indemnity Payment Program (DIPP), but its narrow scope limits coverage to dairy farms. Efforts to amend the statutory language of existing programs or create new ones face significant hurdles, including Congress’s rigid approach to …

Between 2018 and 2023 NTESS and DOE conducted a UAA for the Rio Grande to Four Hills Reach of Tijeras Arroyo (AU NM-9000.A_070). The UAA was conducted to formally evaluate whether the Rio Grande to Four Hills Bridge reach of Tijeras Arroyo exhibits characteristics of an ephemeral water body under 20.6.4.97 NMAC. Based on the information presented in the UAA, the Rio Grande to Four Hills Bridge reach of Tijeras Arroyo (AU NM-9000.A_070) exhibits characteristics of an ephemeral water body. NTESS and DOE intend to petition the New Mexico Water Quality Control Commission for an amendment of the reach’s classification …

Pathology Research and Scholarship

BACKGROUND: Acute myeloid leukemia (AML) with RAM immunophenotype is a newly recognized high-risk AML immunophenotypic subcategory characterized by blasts with bright expression of CD56 and weak to absent expression of CD45, HLA-DR, and CD38, as first described by the Children's Oncology Group (COG). The relationship between AML-RAM and other CD56-positive acute leukemias is unclear. The goal of this study is to characterize the clinicopathological characteristics of AML with RAM phenotype and compare them with other CD56 co-expressing acute leukemias.

This study proposes a framework of using the plithogenic sets and Evaluation based on Distance from Average Solution (EDAS) method for psychological education effectiveness evaluation. The uncertainty, vague and inconsistent information are overcoming by using plithogenic numbers and computing the contradiction degrees of attribute values. This study uses the plithogenic multi-criteria decision making (MCDM) methodology to deal with various criteria. The criteria weights are computed and the rank of colleges. Chronic kidney disease (CKD) represents a significant global health challenge in society, and early detection of risk is essential for on-time treatment and intervention. This research suggests a novel machine-learning technique to create a reliable and accurate CKD risk prediction model by combining neutrosophic logic with various classification algorithms. We use neutrosophic logic to address the inherent imprecision and uncertainty in medical data, resulting in a more realistic portrayal of real-world scenarios. The exponential distribution is a widely used lifetime model with applications spanning numerous disciplines. The DUS transformation extends the applicability of the exponential distribution by improving its flexibility for diverse real-world scenarios. This study proposes the Neutrosophic DUS Exponential Distribution (NDUS-ED), an extension of the DUS Exponential Distribution, designed to effectively address and quantify uncertainty, inconsistency, and indeterminacy in data. Key statistical properties of NDUS-ED, including quantiles, moments, moment-generating functions, and order statistics, are derived under neutrosophic conditions. Carryover activities in dynamic DEA refer to the persistence of resources, inputs, or outputs across periods in organizational processes, reflecting the impact of past decisions on current and future performance.
