A Multi-Criteria Decision-Making Approach For Teaching Quality Evaluation In University Music Programs Using Plithogenic Sets And Weighted Decision Models, Mingjiao Liu, Hongdan Wang
Neutrosophic Sets and Systems
Chinese colleges and universities have been studying and implementing quality monitoring systems for music art instruction as a key teaching management project. How to fairly and impartially evaluate the teaching skills of professors of art and music is a crucial problem in college and university administration. Evaluation of university music program have various criteria affecting the decision-making process. So, we used the multi-criteria decision-making methodology (MCDM) to deal with these criteria and select best program. We used the Plithogenic sets with the MCDM methodology to deal with uncertainty information. We used the operators of Plithogenic to combine the Plithogenic numbers. …

Comprehensive Evaluation Of Green Construction In Building Projects Using An Integrated Mcdm And Plithogenic Set Approach, Yuqian Liu, Xuan Yu, Shuangquan Zheng
Neutrosophic Sets and Systems
Green construction aims to minimize the overall negative impact of the built environment on both human health and the environment by efficiently using energy, water, and other resources. It helps reduce waste, pollution, and environmental impact while enhancing worker productivity and protecting occupant health. This study introduces a multi-criteria decision-making (MCDM) approach to evaluate green construction in building projects. The MCDM approach is integrated into the plithogenic set framework to address uncertainty and vague information. The simple additive weighting (SAW) method is employed to rank the alternatives. Three experts evaluated nine criteria and eight alternatives to determine the criteria weights …

Neutrosophic Sets and Systems
– In this study, we introduce two novel matrix concepts in the neutrosophic fuzzy domain: range-symmetric Interval-Valued Quadri Partitioned Neutrosophic Fuzzy Matrices and kernel symmetric Interval-Valued Quadri Partitioned Neutrosophic Fuzzy Matrices. These matrices are defined analogously to EP-matrices within the complex domain. Initially, we establish fundamental characterizations of range-symmetric matrices and then derive the necessary and sufficient conditions under which an Interval-Valued Quadri Partitioned Neutrosophic Fuzzy Matrices becomes kernel-symmetric . A detailed analysis follows to explore the relationship between range symmetric and kernel-symmetric Interval-Valued Quadri Partitioned Neutrosophic Fuzzy Matrices. Additionally, we introduce the concepts of Kernel and k-Kernel Symmetric Interval-Valued …
A Study On Blended Teaching Model Evaluation For English Major Courses In Higher Education: An Uncertainty-Based Approach, Chunmei Xue
Neutrosophic Sets and Systems
As businesses adopt remote work, online learning, and the digital workplace, the idea of blended learning keeps changing. Traditional trainer-led lectures and coaching sessions are still provided to learners, but they are combined with interactive, self-guided experiences that give employees practical training and allow them to operate as a team. The creation of a decision support system that facilitates the evaluation of blended learning of English courses in higher education for aiding students. In addition to qualitative metrics that show evaluation of blended learning, several quantitative metrics also influence blended learning performance. The purpose of this study is to evaluate …

Stock Price Predictions With Lstm-Arima Hybrid Model Under Neutrosophic Treesoft Sets With Mcdm Interaction, G. Dhanalakshmi, Dr. S. Sandhiya, Florentin Smarandache
Neutrosophic Sets and Systems
The stock market is regarded as volatile, complex, tumultuous, and dynamic. Forecasting stock performance has proven to be a challenging endeavour due to its increasing need for investment and growth prospects. At the forefront of machine learning, deep learning models facilitate the straightforward and efficient exploration and identification of optimal stocks, the hybrid forecasting models (LSTM and ARIMA) are used in the prediction of stock increase. This paper incorporated the MCDM technique to determine the optimal stocks for investment. The Analytic Hierarchy Process (AHP) is used to assign weights to various financial factors. These weights are then used by the …

Neutrosophic Sets and Systems
This study investigates the barriers to sustainable consumption within the Vietnamese fashion industry, a critical issue given the sector’s significant environmental impact and growing consumer awareness. The research employs an innovative combination of Neutrosophic Z-number sets (NZN), Delphi, and Decision-Making Trial and Evaluation Laboratory (DEMATEL) methodologies to systematically identify and analyze 47 barriers across five key dimensions: Social and Cultural Factors, Pricing and Affordability, Policy and Education, Perception and Image, and Supply Chain and Industry Practices. Through expert evaluations and causal analysis, the study reveals that Policy and Education are the most influential factors, highlighting the need for robust policy …

Tribal Eminent Domain: Sovereignty Gaps And Policy Solutions, John Beaty
Tribal Eminent Domain: Sovereignty Gaps And Policy Solutions, John Beaty
New Mexico Law Review
This Article addresses the existence and scope of the tribal power of eminent domain. American Indian Tribes are sovereign entities within the United States and can exercise many traditional government powers. However, centuries of actions by the United States’ executive, legislative, and judicial branches have eaten away at the fabric of tribal sovereign powers. Currently, the scope of tribal sovereign authority is unclear with regards to eminent domain, the practice of a sovereign taking private property for public use. Eminent domain is important to many tribal governmental interests, including infrastructure development and fighting the fractionation of land interests. Although eminent …
Buy Now, Pay Dearly Later?: Minimizing Consumer Harm Under New Mexico’S Small Loan Regulations, Laura Creech
Buy Now, Pay Dearly Later?: Minimizing Consumer Harm Under New Mexico’S Small Loan Regulations, Laura Creech
New Mexico Law Review
American consumers are carrying record-breaking credit card debt. As prices remain high and wages remain stagnant, short-term borrowing is common practice for many and unavoidable for some. Meanwhile, borrowing has never been easier. Several years ago, few consumers could imagine the widespread availability of “zero-interest, no-credit-impact” lending. Now, consumers can quickly obtain these pay-in-four “Buy Now, Pay Later” (BNPL) loans to purchase just about anything. The BNPL companies offering these loans market themselves as the smart shopping credit alternative for responsible budget management, and Millennial and Generation Z shoppers have rapidly embraced this new lending option. Yet, BNPL companies insufficiently …

Landlord Licensure: A Pathway To Improved Rental Housing In New Mexico, Stefanie N. Jock
Landlord Licensure: A Pathway To Improved Rental Housing In New Mexico, Stefanie N. Jock
New Mexico Law Review
Over a thousand different professions throughout the United States are subject to occupational regulations for the purpose of protecting public health, safety, and welfare. Yet, few professions are as crucial to public health, safety and welfare as the business that controls access to rental housing. The availability of rental housing is critical to the people of New Mexico due to the state’s high percentage of low-income households and the shortage of affordable housing units available in recent years. Thus, low-income renters in New Mexico are often left dealing with substandard housing conditions or paying a significant portion of their income …
A New Way For Justice For Families Of Schoolchildren With Disabilities? A Case Note On Luna Perez V. Sturgis Public Schools, Kevin R. Hart
A New Way For Justice For Families Of Schoolchildren With Disabilities? A Case Note On Luna Perez V. Sturgis Public Schools, Kevin R. Hart
New Mexico Law Review
For years, the majority of courts have ruled that parents of children with disabilities were required to exhaust special education due process procedures before filing civil actions under other disability statutes. Change would come through Luna Perez v. Sturgis Public Schools. In Luna Perez, a deaf student, Miguel Luna Perez, was denied a free and appropriate education for eleven years. After settling the case under the Individuals with Disabilities Education Act (IDEA), Mr. Luna Perez (initially through his mother, but later continuing on his own) filed a claim for compensatory damages under the Americans with Disabilities Act (ADA) and Section …
Actualizing Indigenous Data Sovereignty Through Tribal Self-Governance, Bailey Ulbricht
Actualizing Indigenous Data Sovereignty Through Tribal Self-Governance, Bailey Ulbricht
New Mexico Law Review
Data, as described by a Yurok Tribe council member, is “the original theft”—the first thing stolen from Native peoples in the United States. Indigenous data sovereignty seeks to redress this and prevent future data infractions by placing Indigenous communities in charge of decision-making about their own data. Yet with no established body of federal case law on tribal data authority, it is not immediately clear how Indigenous data sovereignty would fit within the complex and contradictory web of federal caselaw that confines tribes’ inherent sovereignty. This Article seeks to address this gap. First, as a policy matter, it argues that …

Unm Researcher Studies How Night Shift Work And Artificial Light Affect Human Health, Dustin Roberto
HSC Newsroom
Barbara Harding, PhD, is an epidemiologist & Assistant Professor in the University of New Mexico College of Population Health who studies how night shift work and artificial light at night affect cardiometabolic health. She co-coordinated the EPHOR Night Shift Study, which collects biomarker data from night and day shift workers. According to Harding, night shift workers face greater risk of adverse outcomes from poor sleep, disrupted circadian rhythms and increased social stressors, which may differ by sex; EPHOR looks to assess these relationships by gender, work duration, and history.
