The United States is facing a dire housing crisis, and most Americans agree that housing is a universal necessity. Yet under current Supreme Court jurisprudence, housing is not a fundamental right, and individuals facing housing insecurity from an eviction are generally not members of a suspect class. This is because eviction is often viewed as an individual problem and a symptom of poverty, which the Supreme Court has repeatedly affirmed is not a suspect classification. This Article disrupts the superficial narrative that eviction is an individualistic symptom of poverty, and instead views evictions from a systemic and historical perspective. It …

Improving Identification And Referral Of Xylazine‑Associated Wounds In Homeless Healthcare, Ramon A. Gambino

Background: Xylazine-adulterated fentanyl is linked to distinctive necrotic wounds and complex care needs in unsheltered populations. This quality improvement (QI) project implemented a brief survey and referral log at Albuquerque Health Care for the Homeless (AHCH) to track suspected xylazine-associated wounds and referrals to advanced care. Methods: Final data were exported from Qualtrics, cleaned to retain finished responses, standardized categories, and de-identified. The analytic sample included 18 encounters. Results: Results showed that 55.6% (n = 10) documented suspected xylazine-associated wounds; 5.6% (n = 1) reported no suspicion; 38.9% (n = 7) were uncertain. Referrals were rarely documented overall at AHCH …

This HSLIC workshop presentation provides a practical, step‑by‑step guide to integrating Zotero into the research and writing workflow. Topics include installing and configuring Zotero and the Zotero Connector, collecting references from databases and web pages, organizing items with collections, subcollections, tags, and PDF attachments, inserting citations and generating bibliographies in Microsoft Word and Google Docs, managing and annotating PDFs, handling title case versus sentence case, detecting and merging duplicate records, and using advanced features such as Zotero sync, group libraries, collaboration tools, custom citation styles, and ZoteroBib.

A Mixed Methods Moderation Analysis Of Historical Trauma, Enculturation, And Drinking Among Southwest Indigenous Young Adults, Antonia M. Young

Multicultural efforts to understand how enculturation could reduce alcohol-related harms among American Indian and Alaska Native and Mexican American young adults in the Southwest United States have been lacking. The present mixed methods study tested the cross-cultural applicability of Walters et al.’s (2002) Indigenist Stress-Coping Model, which suggests enculturation moderates the relationship between historical trauma and drinking, between these groups using moderated linear regression. Participants (N=120) completed an online survey with items from the Historical and Intergenerational Trauma Transmission Questionnaire (HITT-Q), the Vancouver Index of Acculturation (VIA) heritage subscale (i.e., enculturation), NIAAA’s 30-day drinking consumption questionnaire, and one …

Disparities Between Chronological And Biological Age: A Biocultural Analysis Of Aging In Contemporary Populations, Nicollette S. Appel

This dissertation investigates how structural and cultural factors collectively influence the aging process and how these effects manifest in both hard and soft tissues. Chapter 2 used an AI-based CT body composition tool and a CT-based biological age model to examine the relationship between age discrepancy and demographic variables such as sex, race/ethnicity, and manner of death. Results demonstrate significant differences in age discrepancy, with females, Native Americans, and individuals who died of natural causes exhibiting greater discrepancies. Chapters 3 and 4 further evaluate whether anthropological approaches to skeletal aging can be improved by adopting a biocultural perspective. These chapters …

A strong, resilient public workforce is necessary to keep the United States’ infrastructure system running smoothly. Across the public sector, hiring is lagging behind increasing retirement rates, leaving public agencies facing the loss of institutional knowledge at unprecedented levels. Combined with above-average retirement rates, low unemployment rates, and below-average salaries, workforce shortages are expected to become critical, putting the resilience of the public transportation workforce, and by extension, the United States public infrastructure and services at risk. Youth traffic safety persists as a critical planning challenge and public health concern in New Mexico, where pedestrian fatality rates consistently rank among the highest in the United States (National Highway Traffic Safety Administration, NTSA, Governors Highway Safety Association, GHSA, 2023; Baca, 2025). Students (children), due to their daily interactions with roadways, whether when they walk, bike, ride transit, or drive/get driven to and from school, are among the most vulnerable groups within the transportation system (Ferenchak, N. My research on the impact of social emotional learning on Chicanx students and their educators aims to analyze how the planned implementation of a carefully curated curriculum centering on the students’ culture and lived experiences makes for a better overall experience. For this study, I use the interpretive paradigm as it allows me to explain how education can serve as a tool to illuminate the injustices that students and their families face in their lives and, in turn, how these injustices are addressed in Ethnic Studies courses. This qualitative study is a comparative case study of higher education presidents. It examines how current higher education presidents described the essential traits, attributes, and skills of the position and whether these presidents have always possessed them or acquired them over time and through experience. This topic is essential, as it appears that presidents are leaving their positions sooner, and this research provides incoming presidents with preparation advice and current presidents with advice to help them stay in their positions longer. The Traveling Wilburys of the Colorado River
Since 1945, the United States and Mexico have managed common interests on their two largest shared rivers systems, the Colorado and the Rio Bravo/Rio Grande, under the terms of the 1944 international treaty that was designed from the beginning with tools to adapt to changing hydrologic and societal conditions. A recent emergency agreement on the Rio Bravo/Rio Grande illustrates what is possible, and with old river management rules on the Colorado both within the United States and between the United States and Mexico about to expire, we are at a moment of opportunity for meaningful change. As the conservative-dominated Supreme Court continues to accrue its power, commentators on both the political right and left suggest that those pursuing progressive policy goals would do well to turn to originalist methodology. Many of the Justices on the Court purport to be originalists, and progressive originalist arguments are more likely to appeal to this otherwise tough crowd. Haven’t progressives heard that we’re all originalists now? I argue that originalism’s appeal to progressives is largely illusory. Originalism is unlikely to make a difference before a Court controlled by a supermajority of conservative Justices who exercise discretion over the interpretive methodology …

In nine treaties signed by Tribal Nations and the United States between 1867 and 1868, the United States promised redress to Native Americans for wrongs committed against them by “bad men among the whites.” Today, Native Americans are more likely to be killed by police than any other group, with much of this violence concentrated near the borders of Tribal Nations. Although claims brought under the “bad men” treaty clauses offer an avenue for combatting this epidemic of violence, courts have begun interpreting the clauses to apply only when “wrongs” occur within Tribal boundaries. Parents’ right to control the upbringing of their own children is long-established in the United States. However, in the case of child abuse, neglect, or abandonment, a state can terminate parental rights, permanently severing the legal relationship between a parent and a child. In New Mexico, to terminate parental rights for abuse or neglect the State must prove three elements by clear and convincing evidence: (1) the child is abused or neglected; (2) the conditions that brought the child into care are unlikely to change in the foreseeable future and (3) this is the case despite reasonable efforts by the …

The Barrier And The Burden: How Flawed Interpretations Of The New Mexico Human Rights Act Have Relegated Disability To Second-Class Status, Ellen Caroline Sherman Rabin

Plaintiffs alleging disability discrimination under New Mexico law face significantly higher barriers than plaintiffs alleging other types of discrimination. The plain text of the New Mexico Human Rights Act (“NMHRA”) provides equal protections against discrimination based on characteristics such as race, gender, pregnancy, and disability. However, by relying on federal disability law to guide the interpretation of the NMHRA in cases of disability discrimination, New Mexico courts have effectively created a two-tiered system in which claims of disability discrimination face higher barriers to prevail in an administrative adjudication and survive summary judgment than other discrimination claims. The existence of a right of intrastate travel implicates basic liberties like visiting parks, driving to visit family in another city, going to church or the doctor, or voting. In addition to its importance to everyday, basic liberties, the right of intrastate travel is important for vulnerable populations, like disaster evacuees, unhoused people subject to displacement, and people seeking abortions in states without uniform availability, like New Mexico. Despite the essential nature of the implicated actions, federal courts do not agree on whether the U.S. Constitution guarantees the right of intrastate travel. Thank you for the opportunity to submit comments on the Draft Environmental Impact Statement on Post-2026 Operational Guidelines and Strategies for Lake Powell and Lake Mead (DEIS). The undersigned colleagues with experience in Colorado River matters commend the Bureau of Reclamation and its consultants for the tremendous effort involved in preparing this environmental impact analysis.
