A vast region of the western United States is in the grips of the first climate change-induced megadrought observed in the past 1,200 years.

This paper explores how climate change and the current groundwater legal regimes interact in Colorado’s San Luis Valley. The Valley was chosen as a case study because it is an example of a community that introduced voluntary measures to address the overuse of groundwater. This paper examines how those measures might have been sufficient if not for the additional challenge of climate change.

Family and Community Medicine Research and Scholarship

Post-traumatic stress disorder (PTSD), a common condition with potentially devastating individual, family, and societal consequences, is highly associated with substance use disorders (SUDs). The association between PTSD and SUD is complex and may involve adverse childhood experiences (ACEs), historical and multi-generational traumas, and social determinants of health as well as cultural and spiritual contexts. Current psychosocial and pharmacological treatments for PTSD are only modestly effective, and there is a need for more research on therapeutic interventions for co-occurring PTSD and SUD, including whether to provide integrated or sequential treatments. In an earlier paper published in a neutrosophic math journal (IJNS), we discussed a new approach to technology, which may be called as ‘opti-realism’ or ‘pess-optimism’ as alternative to utopianism based on technocracy, which may lead the world into global techno-totalitarianism. An Anatomy Of Nepal's Remarkable Export Decline, Rishi Sharma

This paper documents and breaks down a remarkable decline in Nepal's exports over the 2000-2019 period. This decline is due to a collapse in the country's top export products and is largely uniform across destinations and products. Furthermore, it is not on account of the poor global performance of the sectors Nepal was specialized in but is something more specific to Nepal. Industry-level statistics show that gross output increased in major exporting industries while value-added grew slower or declined. This article treats four Supreme Court opinions that have had a lasting impact, largely negative, on public lands and resources. They rest on highly selective statements of fact, and dubious footing with precedent and statutory law. As a quartet they make the protection of natural resources extremely difficult. Resources that, in law, belong to us all. The first case, Southern Utah Wilderness Association, opened up a designated Wilderness Area too off-road vehicle use, where these uses are explicitly prohibited by law. Borders are political constructs, not constructs derived from laws of nature. Borders carry more potential for conflict than any other matter in political relations. In international relations, wars have been fought over borders and territory. But, territory does not necessarily entail a dispute about the geographic location of a border. Trans-boundary natural resources disputes emerge because the laws of nature do not bend to this peculiar human construct. Is India the regional hegemon of South Asia? If so, what kind of hegemon is it? India has long been considered the regional hegemon of South Asia, primarily based on relative power considerations alone. We critique this material basis for hegemony. Hegemons must act to establish their hegemony, and smaller states must acquiesce to some degree to establish the relationship. We follow the literature to identify three strands of behavioral definitions of regional hegemony—leadership, domination, and sphere of influence—each drawing on different theoretical foundations, liberalism, realism, and imperialism, respectively. This dissertation examines the rise of Lower Dover (LWD) a Late Classic Polity in the middle Belize River Valley (BRV)in the Central Maya Lowlands, Belize. LWD was advantageously situated at the confluence of three important waters ways in the middle BRV to control riverine trade from the coast to the interior Maya heartland. Most large Maya centers developed over many centuries from Preclassic (ca. 400 BC) farming villages to polity capitals. LWD emerged in the Late Classic (ca. 600 AD) as many polities in the BRV were in decline. LWD was rapidly built by local elites and filled a power …

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. Comparative phylogeography has historically been defined as the study of how genetic variation of co-distributed species has been shaped by biogeographical history. This is a mature field of study out of which several techniques have been developed directed at identifying the role ecology and geography in diversification patterns across time. I employ the tools developed in classical comparative phylogeography across multiple taxonomic scales and across regions that historically have been understudied. Opioid addiction is a serious and persistent global health issue. The federal Centers for Disease Control and Prevention (CDC) reported that between 1999 and 2016, more than 630,000 people in the United States died of an overdose of a prescription opioid or illicit drug (CDC 2018). Extant research has suggested that for nearly a century, New Mexico has experienced some of the highest rates of prescription and illicit opioid death in the nation (Goldstein and Herrera, 1995; Landon, 2003; Shah et al., 2008). In the wake of the Norman conquest of Sicily in the second half of the eleventh century, the Mediterranean island housed a diverse collection of Greek, Latin, and Muslim communities. Norman kings chose Palermo to become the seat of Latin-Christian Sicilian government for its productivity and strategic location and included the island into the complex world of self-fashioning politics and exchange. This dissertation explores three unique topics in development and environmental economics. The first paper looks at the value people place on clean air in Mexico City using an alternative air pollution measure to the typical ground measurement. Research and policy addressing air pollution remains hampered by a lack of ground level air quality data. This study attempts to overcome this issue using aerosol optical depth from satellite imagery as a proxy for air pollution. Using a hedonic framework and least squares estimation, results show that Mexico City residents place a significant value on clean air as demonstrated by their choices …

Coccidioidomycosis, caused by soil-dwelling species of Coccidioides, is endemic to the Southwestern United States. It can present as a mild respiratory illness to life-threatening disseminated infections.Multi-gene phylogenetics and tracing patient histories revealed the presence of both Coccidioides species in New Mexico, and Native Americans may represent an unrecognized risk group. A PCR method developed distinguishes Coccidioides species by targeting regions of the mitochondrial genome. Recent advancements in molecular genetics solidifies lungs are not sterile. Illumina community data from 199 small mammals from Arizona, California, and New Mexico demonstrated a great diversity of fungi inhabiting lung tissues. One dominant order, Onygenales, …

Monitoring the population size of an animal group can inform researchers of habitat use, potential changes in habitat and the resulting behavioral adaptation, individual health, and the effectiveness of conservation efforts. Tea is a characteristic cash crop native to China, mainly distributed in the south of the Yangtze River. Estimating the planting area and spatial distribution of tea gardens is of great significance to improve the economic and ecological benefits of tea. In this paper, a method for extracting tea plantation area based on multi-source remote sensing satellite data was proposed. We collected the Landsat 8 OLI, Sentinel-2, HJ-1A/B, and GF-1 WFV data from 2017 to 2018 in Huzhou City, China.
