Nepal's political institutions and administrative units were thoroughly restructured in 2015 with the promulgation of the new Constitution. Several rural areas were combined to meet the definition of urban threshold criteria to classify rural areas into urban categories. Accordingly, over 3,900 local political and administrative units were amalgamated into 753 units, of which, 293 units are classified as urban. Within these newly defined urban areas, many natural environments have been converted into impervious surfaces such as paved roads, sidewalks, and building roofs. These impervious surfaces have drastically increased the amount of surface run-offs-often termed as "urban floods"--under increasing precipitation caused …

There is an increasing global need for organisations to utilise high-quality telementoring models to support workforce development and mentorship. Project ECHO is a validated telementoring model that has been adopted by over 700 organisations globally across multiple sectors. To date there is no consolidated list of success indicators by which organisational teams can assess or benchmark their implementation of Project ECHO across sectors. Through the examination of historical place-based, culturally relevant, and responsive Chicana/o pedagogies, as exemplified in the formative 1969 El Plan de Santa Barbara, The Crusade for Justice, and la Academia de la Nueva Raza, the purpose of this project is to create a curricular sketch considering contemporary environmental and economic challenges facing Manita/o/Hispanic/Chicana/o student populations of New Mexico. As participation in outdoor recreation is growing in the U.S., a dilemma is presented for conservation planners and land area managers who must manage the increasing demand for recreation while simultaneously working to protect species. Rock climbers and other outdoor recreationalists have asserted that a relationship exists between recreation and the conservation of public lands. However, mounting evidence suggests that rock climbing continues to cause a multitude of negative impacts to ecosystems. Tree plantings are often proposed as a solution to a variety of urban problems. The purpose of this project is to investigate the historical formation of urban tree cover in Gallup, New Mexico, and the extent to which urban tree plantings can benefit areas with inequitable urban tree distribution. To do this, I employ a mixed methods approach that includes correlation analysis, historical analysis, and analysis of urban tree canopy change from 1972-2005. The findings from this study indicate that Gallup’s history of tree plantings is heavily influenced by its history of economic development. Additionally, the findings demonstrate that if …

This research spotlights Nuevomexicana/o identity as expressed in murals produced by New Mexican artists during the Chicana and Chicano Mural Movement of the 1970s. Extant research focuses on Chicana/o murals in other regions mainly in California and Texas, and New Mexico has been understudied in the literature. This study analyzes murals and interviews with New Mexico artists to explore how these artists portrayed their identity and conveyed their social and political expression through their thematic content. A dialectical analysis was conducted using a mixed method approach. A statistical analysis determined the frequency and distribution of distinct themes. The findings showed …

With backcountry winter travel increasing in popularity, the importance of accessible avalanche safety information is crucial. Widely accessible avalanche backcountry maps use slope shading to show where avalanches are likely to start. Instead of focusing on the hazard of an avalanche starting in a specific location, this project shifted the cartographic emphasis of avalanche susceptibility maps to show risk to a human traveling in the terrain. I developed a methodology to incorporate possible avalanche runouts, terrain traps, and connected slopes while reducing false certainty of the visualization. Foodborne illness is a public health problem of pandemic proportions. In the United States alone, contaminated food sickens an estimated 48 million consumers annually, causing 128,000 hospitalizations and 3,000 deaths. Nowhere is this crisis more acute than in the fresh produce sector, where microbial contamination in growing fields and packing houses has been responsible for many of the nation’s largest and deadliest outbreaks.
This Article examines emerging efforts by private insurance companies to regulate food safety on farms that grow fresh produce.

Historically, to bring claims against government officials for unconstitutional prison conditions, individuals incarcerated in New Mexico had one vehicle for redress: Section 1983 claims based on the protections of the Federal Constitution. If an individual seeks relief via Section 1983 for prison conditions that are in violation of the Eighth Amendments protections against cruel and unusual punishment, courts apply a “deliberate indifference” standard to determine the liability of prison officials. This defendant-friendly standard requires that incarcerated plaintiffs suffer an objective harm and—crucially—that the relevant officials have a culpable state-of-mind of deliberate indifference. For over forty years, Brazil, its subnational governments, Indigenous communities, other nations, non-governmental organizations, corporations, and individuals have worked to conserve the Amazon rainforest through a staggering number of diverse international initiatives. While some initiatives have supported Brazil in decreasing the rate of deforestation over the past fifteen years, the 2019 fires demonstrated that destruction continues. Left unchecked, this irreversible destruction promises to amplify. Fortunately, the long history of global involvement in Amazon conservation provides ample lessons for effective, place-based deforestation prevention. Technologies Of Territoriality: Indigeneity, Surveillance, And The State, Elspeth Iralu

This dissertation examines the global spatial surveillance of Indigenous peoples, nations, and territories in the twenty-first century through a multi-site relational analysis of colonial surveillance and Indigenous cartography in the United States, India, and Palestine. Analyzing Indigenous graphic novels, video games, virtual reality, performance protests, and visual art, I demonstrate how air and the aerial perspective actively shape what happens on and below the ground. I argue that Indigenous experiences of and responses to colonial and counterinsurgent surveillance are not limited by the geographic and legal bounds of nation-states but are rather linked through global histories of militarization and colonialism. …

In 2014 and 2019 the New Mexico Acequia Association attended events organized by the Water Tribunal of Valencia in Spain commemorating the fifth and tenth anniversaries when the acequias of Valencia and Murcia were listed by UNESCO as examples of the Intangible Cultural Heritage of Humanity. The documentary report provides the context for and significance of the two visits along with a series of photographs that tell the story for the benefit of the citizens of New Mexico.

The purpose of this study was to capture the student voice regarding the value, importance, and relevance of visual and performing arts education in public schools. The host institution for the study was an urban school district in the southern central United States serving 75,000 students, with 55% students identified as Hispanic, and 52% of students experiencing poverty. Building upon French philosopher Michel Foucault’s analysis of Jeremy Bentham’s Panopticon, I argue that throughout the late 1960s and early 1970s, the news media and resulting culture nurtured and reinforced the postcolonial narratives that associated Blackness with criminality. I analyze the national newspaper coverage for their narrative portrayal of the Black Panther Party for Self-Defense (BPP). The national media and U.S. government targeted the BPP and Black Power politics to discredit them and the overall movement for Black Liberation. The purpose of this study was to explore the value and meaning that first-generation American Indian students place on higher education. Are these values different from those of the institution and how does that impact their educational journey? In 1819, the Spanish Crown established Cañón de Carnué land grant as a buffer between the colonial settlement of Albuquerque and raids from Plains Apache and other nomadic tribal nations. Upon entering the U.S. period of Manifest Destiny, Carnué land grant heirs lost much of the land they stewarded as a collective to the Cibola National Forest. While the state generates laws and policies that complicate the prioritization of subsistence land uses by land grant communities, Carnué’s presence is felt as grantees reform relationships to their environment and assert their personal stake in stewardship and care. The purpose of this mixed methods study was to examine graduate student preferences for the types of learning environments that support ethical development in research ethics education. The initial quantitative phase of this study used the Learning Environment Preferences (LEP) survey to provide a baseline measure of intellectual development up to position 5 of the Perry scheme (Moore, 2000; Perry, 1970). Quantitative results highlighted preferences for the role of student/peers and classroom atmosphere, and significant findings were found relative to international students, older students, and women in terms of their preferences for learning environments that support higher level, relativistic thinking. …

Using Elinor Fuchs’ “Visit to a Small Planet” as inspiration, I consider my play Remain in Light as its own small planet, examining theories of world-building, science fiction, and utopian performativity to investigate possible functions of imaginary worlds onstage. In chapter one, I appropriate Fuchs’ script analysis exercise for my own purposes of play development, discovering a world of sensory detail that parallels the characters’ experience in the play. This dissertation includes three empirical chapters framed by an overarching introduction and conclusion. Together, they comprise a mixed methods and community engaged study on homelessness, mortality, and systems related to homelessness. This study uniquely speaks to the social construction of homelessness and construction of knowledge about homelessness from a sociological perspective. The geographical ranges of many mammals and their associated parasites are dynamic. Comprehensive documentation of these communities over time provides a foundation for interpreting how changing environmental conditions, driven by accelerating climate change, other anthropogenic disturbances, and natural events may influence host-parasite interactions. Fleas (Order Siphonaptera) are obligate, hematophagous parasites of birds and mammals with medical interest due to their role in transmitting pathogens. From 2016 to 2019, we sampled the small mammal and associated flea communities in El Malpais National Conservation Area (El Malpais) in Cibola County, New Mexico. The disparate impact COVID-19 has had on Indian Country reveals problems centuries in the making from the legacy of colonialism. One of those problems is state encroachment in Indian Country, including attempts to assert taxing authority within Indian Country. The main title of this paper mimics a groundbreaking investigation by anthropologist Teresa Rojas Rabiela and ethnohistorian Ignacio Gutiérrez Ruvalcaba titled: Las presas efímeras mexicanas, del pasado y del presente (Ephemeral diversion dams of Mexico, past and present). Their study inspired the addition of counterpart cases from Nuevo México, a former Mexican province directly north of the Juarez-El Paso border. IMPORTANCE: Self-injury mortality (SIM) combines suicides and the preponderance of drug misuse-related overdose fatalities. Identifying social and environmental factors associated with SIM and suicide may inform etiologic understanding and intervention design.
OBJECTIVE: To identify factors associated with interstate SIM and suicide rate variation and to assess potential for differential suicide misclassification.
DESIGN, SETTING, AND PARTICIPANTS: This cross-sectional study used a partial panel time series with underlying cause-of-death data from 50 US states and the District of Columbia for 1999-2000, 2007-2008, 2013-2014 and 2018-2019. Nepal has long aspired to graduate from the Least Development Country (LDC) to Developing Country category as defined by the United Nations system. Nepal had met two of the three graduating criteria and could have technically graduated from the LDC status in 2015. However, based on the Nepal government’s request to defer the review, the new 2021 assessment by the United Nations Committee for Development Policy (CDP) recommended that the country should graduate from the LDC status by 2026.
