Las Cruces Mainstreet: Community Economic Assessment, Jeffrey Mitchell, Molly J. Bleecker, Joshua M. Akers
BBER Publications
An analysis of economic conditions in Las Cruces, New Mexico, commissioned for its MainStreet development program. The downtown MainStreet district, and local market and regional trade areas (as determined by drive time analysis) are described and displayed in maps. Selected demographic, housing, and economic data are examined. Using location quotient analysis, as well as an inventory of local pull factors based on taxable gross receipts, the authors assess the strengths and weaknesses of the local economy. Results suggest that the Las Cruces economy has many strengths, most notably its steady population growth, strong job growth in several different industries, and …

Deming Mainstreet: Community Economic Assessment, Jeffrey Mitchell, Molly J. Bleecker, Joshua M. Akers
BBER Publications
An analysis of the economic conditions in Deming, New Mexico. Deming's MainStreet district, as well as the greater Deming trade area is described. The authors assess the socioeconomic factors of the community and local market conditions; using location quotient analysis, they then present the area's economic strengths and weaknesses according to area pull factors. With low income and high unemployment and poverty rates, Deming is facing big challenges. But Deming also has assets (close proximity to transportation routes, for example); the authors recommend strategies for capitalizing on them. Illustrated with tables, charts, and maps.
Cooperative Roles Of Geographic Information Science In Identifying Boundary Uncertainty : A Case Study In The Bureau Of Land Management's Manzano Wilderness Study Area, Kathleen Hawkos
Geography ETDs
Advances in the development and accuracy of Geographic Information Science (GIS) in concert with the rapid development of advanced microprocessors and computer software have resulted in widely available survey data. No longer held captive by the discipline of surveying, this data is currently being used by geographers, cartographers, municipal planners and realtors for display and reproduction. Surveying provides the physical and legal basis for boundary delineation while GIS provides the tools to readily yield information from spatial data, and to economically conduct analyses enabling a more comprehensive understanding of boundary issues. A case study in the Bureau of Land Managements …

Eagle Vision : New Directions In K-12 Gis, Cody Wiley
Geography ETDs
Eagle Vision is an NSF-funded three-year project that instructs High School teachers working in tribal schools in GIS and GIT, and in GIS-based curriculum design. Integration of GIS into the secondary level classroom has faced many barriers, and despite extensive efforts on the part of Eagle Vision to circumvent these hurdles, many of them appeared. An additional problem regarding spatial literacy became apparent. Overall, however, the program was successful in increasing use of GIS and GIT, and provided crucial information that will help improve teacher professional training in the area of GIS.

Aph(L)Orisms (Maximus In Minimis), Florentin Smarandache
Aph(L)Orisms (Maximus In Minimis), Florentin Smarandache
Branch Mathematics and Statistics Faculty and Staff Publications
This collection of “aphlorisms” resulted from a search in my old manuscripts. At that time I was preoccupied everyday with noting down in my little notebook various interesting-to-me expressions that I heard or that came to my mind. Etymologically, aphorism + floral = aph(L)orism, which is a short reflection written on a floral design, or a short poetry accompanied by an artistic background. They are colorful contemplations. Maximus in minimis (Lat.) means very much in very little [max in min], or condensed thought, or ideating essence. They are actually maxims, adages, sayings mostly in one line (uni-stich) with a title, …

Cultural Advantages In China: Tale Of Six Cities, Florentin Smarandache, Fu Yuhua, Victor Christianto
Branch Mathematics and Statistics Faculty and Staff Publications
Nowadays, plenty of factories from Europe and other developed countries have been relocated to this country, considering its tremendous economic scale and rapid growth rate during the past three decades. But most of what happens inside the China nowadays is deeply hidden from the outside world (“the foreigners” as China people would call). This fact is partly because most reports on China were written by the so‐called fly‐high experts who are busy completing their reports despite a busy schedule. Very few books or reports were written by people inside, or at least “foreigners” who spent a few years in China. …

Shadow War Scholarship, Indigenous Legal Tradition, And Modern Law In Indian Country, Christine Zuni Cruz
Shadow War Scholarship, Indigenous Legal Tradition, And Modern Law In Indian Country, Christine Zuni Cruz
Faculty Scholarship
This article documents the purposes and reasons for the development of the Tribal Law Journal, the University of New Mexico School of Laws electronic journal created to promote scholarship on tribal law and the Indigenous legal tradition. It discusses the use of the internet for the work of the journal and of the need to increase an understanding and awareness of the law of Indigenous peoples. The diversity of indigenous peoples, in and of itself, requires unique approaches to the discussion of tribal law. The article considers how the Zapatista Movement in Chiapas utilized the internet. The Zapatista's engagement of …
The Xhosa And The Truth And Reconciliation Commission: African Ways, Douglas H.M. Carver
The Xhosa And The Truth And Reconciliation Commission: African Ways, Douglas H.M. Carver
Tribal Law Journal
The author begins by providing a conceptual framework for indigenous people generally and then focuses on indigenous people in South Africa. Mr. Carver then discusses the culture and customs of the Xhosa, one of the main ethnic groups from the Republic of South Africa. He then discusses the Truth and Reconciliation Commission (TRC), set up in South Africa after the fall of the apartheid regime, which was meant to rebuild a society divided by racial and ethnic lines. The author explains how the Xhosa concept of "ubuntu" – encompassing African concepts of justice, harmony and reconciliation — became a core …

Shadow War Scholarship, Indigenous Legal Tradition, And Modern Law In Indian Country, Christine Zuni Cruz
Tribal Law Journal
In this essay, Tribal Law Journal Editor-in-Chief Zuni Cruz comments on the purpose of the Tribal Law Journal. She borrows the term "shadow war" from the Zapatistas' use of the Internet as she describes the Journal's endeavor to make Indigenous law explicit and to promote mental sovereignty. She challenges and invites others who write about the law of Indigenous Peoples to join in making legal scholarship in this area accessible to the public, especially the Indigenous public, and to create a depository of thought, rejecting the scattering of thought, by publishing legal scholarship in the global, publicly accessible e-journal, that …

Social And Cultural Diversity In Distance Education, Charlotte Nirmalani Gunawardena, Deborah Lapointe
Social And Cultural Diversity In Distance Education, Charlotte Nirmalani Gunawardena, Deborah Lapointe
University Libraries & Learning Sciences Faculty and Staff Publications
With the expansion of global telecommunication networks and the worldwide demand for higher education, distance education has the potential to reach out internationally to enhance learning for diverse learners and increase intercultural awareness and communication. By definition, distance education is borderless (Latchem, 2005), although differences in sociocultural contexts, values and expectations of diverse educational systems and learners may prove to be its greatest challenge (Hanna, 2000). While distance education programs proclaim an international focus with international content and learners, instructional design and methods frequently carry Eurocentric Western bias. Distance educators need to be sensitive to social, cultural and educational differences, …
Modeling Third Party Effects Of Water Rights Transfers In A Hypothetical Middle Rio Grande Irrigation Community, Cody Wiley
Water Resources Professional Project Reports
Water is a vital resource that is under pressure from increasing demands. The pressures are further aggravated by the potential of decreases or changes in supplies, which may result from climate change. The pressures are especially acute in dry climates such as New Mexico. Leases and markets are means of efficiently reallocating this resource. However, these transfers do not function well under uncertainty. Yet the current NM water rights system, based on the prior appropriations doctrine, has a high degree of uncertainty due to the interlocking spatiotemporal nature of water rights and the possibilities of third party effects occurring subsequent …

Fuel Reduction Treatment Effects On Semiarid Woodland Ecohydrology, Krista Bonfantine
Fuel Reduction Treatment Effects On Semiarid Woodland Ecohydrology, Krista Bonfantine
Water Resources Professional Project Reports
Mechanical fuel reduction projects are finding increasing use to reduce accumulation of biomass in dense forests, to reduce fire danger, and to improve forest health in wildland-urban interface areas. In many projects, biomass resulting from the thinning is chipped and applied as mulch to the treated area in an effort to promote reestablishment of herbaceous cover and as an efficient method of disposal. Changes in overstory composition coupled with the instantaneous introduction of a litter layer may dramatically alter the ecohydrology of these water-limited systems. However, the effects of various fuel reduction techniques on the ecology and hydrology of Southwestern …
