The Department of Energy/National Nuclear Security Administration (DOE/NNSA) and Sandia National Laboratories /New Mexico (SNL/NM) personnel submitted the Mixed Waste Landfill (MWL) Annual Long-Term Monitoring and Maintenance Report for the April 2025 through March 2026 reporting period to the New Mexico Environment Department (NMED) in accordance with the MWL Long-Term Monitoring and Maintenance Plan (LTMMP) Section 4.8.1. The LTMMP became effective on January 8, 2014.

In New Mexico, the water law of prior appropriation rules. As a result, no individual holds a complete right to ownership of water in New Mexico. Instead, New Mexico landowners hold only a right to put appropriated waters to beneficial use. Appropriation of waters requires diversion, a distinct feature that prevents landowners from claiming natural watercourses flowing through their property boundaries. The unappropriated waters of the state are then vested in the state via public trust, to be used and enjoyed by the public. This public right to use often abuts landowner property rights, as water flows over and through …

Wildfire is a game-changer for both communities and ecosystems throughout the West, including in New Mexico. Building resilience to increasing numbers of wildfire events, especially when wildfires can shift communities, ecosystems, and combined social ecological systems (“SESs”) past tipping points and into new regimes requires new approaches to governance. Focusing on the Hermit’s Peak/Calf Canyon fire and New Mexico residents’ ongoing response, this Article examines post-fire needs before surveying new modes of governance that can help to address those needs in a climate change era. Large-scale, climate-driven wildfire has become a recurring and foreseeable feature of life in the American West, creating long-term consequences for forests, watersheds, and rural communities. The 2022 Hermit’s Peak/Calf Canyon Fire, the largest wildfire in New Mexico history, provides an opportunity to examine how a federally created compensation statute functions once a climate disaster moves from legislation and rulemaking into adjudication. Sparked by prescribed burns on public land, the fire led Congress to enact the Hermit’s Peak/Calf Canyon Fire Assistance Act, directing the Federal Emergency Management Agency (“FEMA”) to provide expeditious and just compensation for injuries resulting from the fire. …

Nonclassicality in quantum sensors can improve sensitivity, but often increases susceptibility to noise. Thus, modeling physically relevant noise sources and analyzing their effect on quantum metrology are both of importance to the field of quantum sensing. In this dissertation, I demonstrate that local noise sources, which are present in almost all many-spin systems, can be tractably modeled when assuming permutation symmetry of the noise, and we show that many common local noise sources can be mapped to a Fokker-Planck equation on quantum phase space. We apply this description of noise to study quantum sensing using noisy probe states and establish …

This dissertation presents two experimental investigations at the intersection of quantum sensing and precision optical instrumentation. The primary project demonstrates optically detected nuclear magnetic resonance (NMR) of 13C nuclear spins in diamond, using state-selective Landau-Zener transitions under microwave frequency sweeping to bidirectionally transfer spin polarization between nitrogen-vacancy (NV) electron spins and remote 13C nuclear spins. This enables optical polarization and readout of large ensembles of polarized nuclear spins at low magnetic fields and room temperature, with spin dephasing times limited by longitudinal relaxation of nearby NV electron spins. This thesis explores the intersection of tribal sovereignty, ethical research conduct, and data ownership through an auto-ethnographic examination of my experience seeking research approval with the Pueblo of Santa Clara Tribal Council. Using the Pueblo’s protocols and decision-making processes as a lens, the study highlights how sovereignty is practiced in daily governance and how it shapes relationships between Indigenous communities and academic institutions. Three themes frame the analysis: (1) tribal sovereignty and building trust, (2) ethical research conduct and navigating the research process, and (3) data ownership, sensitivity, and sharing results. This study assessed dental hygienists’ views on salivary diagnostic testing in the United States, including awareness, utilization, perceived barriers, and whether years of experience, clinical setting, or education level influenced these views. A descriptive cross-sectional design was used to collect data via an 18-item email survey distributed through the American Dental Hygienists’ Association’s mailing list. Eligible participants were licensed dental hygienists currently practicing in the United States. The survey included demographic items and Likert-scale questions on knowledge, clinical use, perceived value, and limitations of salivary diagnostic testing. To measure the electric field in a reverberant cavity, a small, minimally invasive probe is required. Common solutions include electrically small surface mounted monopole antennas, B-dots, and D-dots. To obtain an accurate field measurement with a particular probe, it is necessary to characterize it to compensate for its ability to convert electric field into voltage which requires a gauge factor known as effective height. The characterization process is straight forward in open space on a ground plane but requires more insight when in situ in a reverberant cavity. Rivers transport sediment and carbon across Earth’s surface, and their floodplains can store carbon over decades to millennia, making them important to terrestrial carbon management. While soil carbon can persist long term, it may be released as greenhouse gases through processes like methanogenesis and heterotrophic respiration. Environmental controls on these fluxes remain poorly constrained across floodplains in different climate and geomorphic setting, but especially in semi-arid systems where measurements are limited. Short-form video platforms like TikTok have quickly become the fastest growing segment of social media, thanks to powerful algorithms serving up personalized content driven by large quantities of user data. This study investigates the neuropsychological correlates of digital media use, with a particular focus on TikTok and smartphone screen time among young adults. Combining correlational analyses and an experimental design (n = 49; n = 44 included in final sample), we examined the relationship between digital media use and cognitive and emotional functioning across multiple domains. Clarifying The Illusory Truth Effect: The Role Of Truth Status And Source Memory, Kamille Koger

The present study investigated whether repetition increases perceived truth even for information explicitly known to be false and how repetition effects interact with source memory. Participants (N = 102) completed two sessions (exposure and test) one week apart. During exposure, they rated the truth of trivia statements presented three times each. Half were explicitly labeled as "true" or "false" (known condition) and half were unlabeled (ambiguous condition). In the test phase, participants judged the truth of all previously seen statements and an equal number of new statements, followed by source memory judgments. This thesis examines the pollinator concept and tests how sampling methods shape bee communities. Chapter 1 provides a conceptual and philosophical analysis, arguing that pollination is a process and that pollinators are context-dependent functional roles rather than fixed taxonomic categories. It traces the concept’s development from natural history to ecological theory, introduces a dual-goal model separating plant reproduction from visitor foraging, and proposes a classification framework based on evidentiary certainty and pollination potential to resolve ambiguity in pollination research.

Isotopic compositions of plants from the past provides empirical evidence for paleoclimatic shifts and plants physiologically response. This study used Neotoma paleomiddens (fossilized debris piles) collected from Death Valley National Park, which contained preserved abundant plant materials. These middens range from modern to >35,000 years and capture different climatic events in Earth history. Employing Juniperus osteosperma (Utah Juniper) leaves found in middens, I investigated variation in carbon and nitrogen stable isotopic composition. Gaussian mixed-models (GMMs) show promise as a tool for modeling polygenic trait evolution for multiple taxa with established phylogenetic comparative methods (PCMs). When phenotypic traits are influenced by more than one gene, neither a gene tree nor a species tree may be completely adequate to model specific cross-taxa dependencies. In such cases common solutions include using trees inferred from concatenated DNA sequences [35, 95] and consensus gene trees [35]. Bayesian methods provide a flexible framework for time-to-event analysis by incorporating prior information. The power prior offers a systematic way to borrow information from historical data. This approach is especially valuable in clinical research, where historical data can enhance inference in early-phase trials with limited sample sizes. This dissertation develops Bayesian approaches for two-arm survival studies using both closed-form and simulation-based methods. The closed-form inference is derived under exponential and Weibull survival models. This thesis examines the paintings of Elihu Vedder and Gustave Moreau as examples of how the late nineteenth-century Symbolist movement drew on Eastern regions as aesthetic sources for representing the spiritual. Considering the iconographic and conceptual overlap with the Spiritualist movement, it explores how these groups contributed to constructing an image of the “East” as inherently mystical. While existing scholarship analyzes the Symbolist movement’s engagement with psychoanalytical concepts such as the subconscious and dream state, the role of cultural appropriation in shaping the Symbolist aesthetic has been largely overlooked.

Fetal Alcohol Spectrum Disorders involve morphologic and neurobiological abnormalities in offspring subjected to prenatal alcohol exposure. Although not as well studied as high exposure, moderate prenatal alcohol exposure represents the most common and undetected form in humans. While learning and memory deficits have been well characterized at the behavioral level in humans with Fetal Alcohol Spectrum Disorders and in animal models of moderate prenatal alcohol exposure, few studies have determined the circuit or systems level mechanisms of the behavioral deficits.
