This dissertation examines how Jicarilla Apache is learned, taught, and used across community life, with particular attention to contemporary language revitalization. Based on ethnographic research with elders, educators, language workers, families, and community institutions, it follows language practices across classrooms, culture camps, homes, ceremonial settings, and collaborative archival projects. I show that linguistic knowledge does not carry the same authority or consequences in every setting. Words may be recognized without being taken up, speakers may possess linguistic knowledge without being authorized to teach or correct, and archival texts may preserve linguistic forms without preserving the relations needed to interpret and …

Asymptotic giant branch (AGB) stars are among the final evolutionary stages of low- and intermediate-mass stars and among the most luminous cool stellar populations in the Milky Way (MW). Their strong infrared emission allows them to be observed through regions of high interstellar extinction, making them useful tracers of the inner MW. However, their use is limited by unreliable distances because many are dust-obscured and variable, while geometric parallaxes are often unavailable or uncertain. This thesis develops statistical distance-estimation methods for large samples of oxygen-rich AGB stars. This dissertation investigates how cold exoplanets can be identified despite the strong observational bias of exoplanet surveys toward short-period systems. Planets at wider orbital separations remain comparatively poorly constrained, limiting tests of planetary-system formation and the prevalence of outer architectures beyond compact systems. To address this gap, I use two complementary approaches. First, I develop a transit-search pipeline for TESS Full-Frame Images that identifies both isolated and repeated transit-like signals around nearby M dwarfs and characterizes the dominant false-positive classes that limit sensitivity in this regime. Circumbinary planets (CBPs) are worlds which orbit two stars simultaneously. CBPs are excellent tests of the tenacity of planet formation, but are difficult to detect. The space-based NASA Transiting Exoplanet Survey Satellite (TESS) mission is a nearly all-sky survey designed to detect exoplanets transiting nearby stars. In this dissertation, I analyze the performance of TESS by comparing to the photometric precision of the ESA CHEOPS mission. Then, I define a catalog of low-mass eclipsing binaries (M&Ms), which are the best sources to search for CBPs. I describe my custom transit search methodology and apply it to the M&M catalog. I …

Quantum metrology studies the use of quantum mechanical systems as measurement devices or sensors. Surprisingly, preparing a sensor in an entangled state can enhance measurement precision. The simplest protocols for entanglement enhancement sense only small changes in a quantity. The range of values over which a measurement protocol works is called its dynamic range. For many types of sensors we require end-to-end protocols that describe how to use entanglement to achieve enhanced precision over a large dynamic range. This dissertation explores control of neutral atom quantum systems across multiple levels of abstraction, from atomic physics to system-level fault tolerance, using optimal control to improve performance. First, we propose a Rydberg entangling gate based on dressing with only the qubit control field; an interaction energy near the Rabi frequency benefits both gate speed and Rydberg decay. Second, with Sandia National Laboratories, we show that leakage errors in neutral atom systems can be converted to atom loss errors and detected using two entangling gates with an auxiliary atom, where a SWAP-based leakage detection unit outperforms the standard design. ABSTRACT
This dissertation examined aided AAC interventions for individuals with multiple disabilities, including visual impairment, across three original studies. Chapter 2, a meta-analysis, found limited rigorous research for this population while showing that individuals at early symbolic stages with diverse visual profiles can successfully engage with AAC when appropriate adaptations are provided. The pilot study in Chapter 3 indicated that caregivers and graduate student clinicians can learn and implement naturalistic AAC techniques and VI accommodations with high fidelity through structured coaching. The mixed methods study in Chapter 4 introduced the ImPAACT-VI program, showing strong outcomes in educator performance, students’ symbolic …

Historical redlining practices initiated by Home Owners’ Loan Corporation (HOLC) in the 1930s have produced enduring persistent socioeconomic and environmental disparities in U.S. cities. This dissertation examines their long-term impacts on social vulnerability, urban flood risk, along with public discourse about redlining practices. Results indicate that neighborhoods with HOLC grade A (greenlined) exhibit the lowest overall social vulnerability, while those graded D (redlined) face the highest across U.S. cities. In Chicago, associations between redlining practices and flood risk disparities are stronger than in Los Angeles, reflecting place-specific characteristics among environmental, socioeconomic, and demographic factors shaping flood risk disparities in long …

Climate change, declining snowpack, and increasing wildfire risk have profound impacts on water availability in the southwestern United States. Because the southwestern United States is a global hotspot for freshwater vulnerability, and snowpack provides much of the region’s freshwater, understanding how climate and forest structure influence snowpack dynamics is increasingly important. In this dissertation I aim to better understand and communicate these dynamics through empirical data collection and the development of a simple vegetation driven temperature-index snow model: SNOW-17(VEG). This thesis explores the light propagation characteristics in Y-junction couplers based on the Helmholtz reciprocity principle. The Helmholtz reciprocity principle is a crucial concept in optical system design, and it has primarily been understood based on input-output symmetry. However, this study emphasizes reciprocity needs to consider the entire system, beyond the traditional input-output symmetry reciprocity interpretation. For this study, we specifically examined the direction-dependent asymmetrical outputs, in the Whistle-geometry Ring Laser (WRL) structure. Quantum sensors achieve exceptional measurement sensitivity through coherent, well-isolated quantum systems, but practical deployment is hindered by destructive readouts that require repeated state preparation and create long system dead times. Optical cavities enable continuous, nondestructive measurements with minimal back-action, yet integrating high-finesse cavities into scalable quantum devices remains limited by existing fabrication methods. To overcome these constraints, an adaptive CO₂ laser-milling platform was developed. Guided by glass thermodynamics and melt dynamics, this closed-loop system uses in-situ phase-shifting interferometry to sculpt complex fused-silica surfaces with sub-nanometer root-mean-square roughness. The expansion of civilian alternative first responder models reflects a national shift toward community-based approaches to crisis intervention. Grounded in Albert Bandura’s social learning theory, this study examined the extent to which demographic characteristics are associated with crisis self-efficacy, explored how perceptions of the responder role relate to confidence, and identified supports necessary for effective crisis response. A convergent parallel mixed-methods design was employed with civilian first responders in Albuquerque, New Mexico. Quantitative data were collected with the Crisis Self-Efficacy Scale, and semi-structured interviews gathered qualitative data. Modern beam-based materials research demands electron sources with increasingly precise time resolution, high brightness, and stability. For example, there are various instruments across the U.S. dedicated to ultrafast electron diffraction (UED), but fewer are dedicated to ultrafast electron microscopy (UEM), which demands beam stability. Modeling femtosecond electron bunches with ultra-low emittance < 50 nm-rad inside a 1.6-cell S-band (2856 MHz) rf photoinjector with full 3D electromagnetic simulations can require high-performance computing (HPC) environments due to the scale disparity between the macroscopic cavity geometry and the femtosecond-scale bunch kinematics. To enable optimization in a desktop computing environment, this work presents a streamlined 3D electromagnetic Particle-in-Cell (PIC) simulation framework optimized for 400-femtosecond bunch regimes. The covariance method was employed to study emittance properties for electron bunch counts ranging from thousands to millions and has successfully resolved highly transient, pure rf phase-space rotations, such as a localized energy-spread minimum occurring at the gun exit iris. To overcome the computational cost of these simulations, a machine-learning-based Bayesian optimization approach was deployed to construct multi-objective Pareto fronts from sparse datasets. Because the simulation software is scalable from desktop to HPC facilities, the framework is ready for experiments at the National Energy Research Scientific Computing Center (NERSC) at Lawrence Berkeley National Laboratory (LBNL).

RFSoCs are gaining adoption in many labs for quantum control systems thanks to their compactness and affordability. Making full use of the many components on an RFSoC evaluation board is a challenging engineering problem that must be solved to realize scalable control systems. In this dissertation, I evaluate the performance of various RFSoC components in the context of quantum information science. I present two custom FPGA engines that accelerate and parallelize arbitrary waveform generation. Multi-robot systems can extend manipulation capabilities beyond the limits of a single robot, particularly for tasks involving large, flexible, delicate, or free-floating payloads. Reliable cooperative manipulation, however, remains difficult when payload dynamics, contact geometry, compliance properties, deformation-induced forces, and external disturbances are only partially known, and when safety constraints must be enforced during physical interaction. This dissertation develops a two-layer control framework for resilient multi-robot manipulation under uncertainty, with emphasis on space servicing, satellite stabilization, aerial transportation, and cooperative manipulation of free-floating structures.

The purpose of this study was to assess the perceptions, attitudes, and experiences of dental hygienists regarding the use of lasers in the non-surgical treatment of periodontal disease. A descriptive survey was distributed via email to current active and inactive members of the American Dental Hygienists’ Association. The sample consisted of practicing dental hygienists who had received training in laser use and lived in states that allowed laser use by dental hygienists. Sandia's refurbished $Z$-pinch machine experiences persistent current loss in its post-hole convolute and inner magnetically insulated transmission line regions, widely attributed to low-density electrode plasmas whose formation and transport remain poorly constrained by existing diagnostics. This dissertation develops and validates a fiber-coupled, continuous-wave, second-harmonic orthogonally polarized dispersion interferometer for time-resolved measurements of electron areal density in millimeter-scale gaps. The diagnostic employs single-laser second-harmonic generation, non-steering differential phase control, and polarization-based phase retrieval to achieve sub-$10^{15}$~cm$^{-2}$ sensitivity, multi-hundred-megahertz bandwidth, and sub-$200$~$\mu$m effective cross-gap spatial resolution. The well-documented tendency of people to be poor estimators of their relative abilities can be problematic in real life. These errors in are highly asymmetric: the worst performers dramatically overestimate their relative ability, whereas the best performers underestimate theirs (Kruger & Dunning, 1999). There are two possible causes of this misjudgment of relative ability: 1) participants are poor estimators of their own performance, or 2) participants are poor estimators of the comparison group’s performance. Kruger and Dunning (1999) attributed overestimation in the worst performers to the former problem but attributed the underestimation in the best performers to the latter problem. …

Purpose: The augmentative and alternative communication (AAC) discipline currently lacks psychometrically sound aided language measures. This thesis is designed to address one step in developing such measures: to begin to establish the clinical feasibility of three pragmatic measures – communicative intent, independence/co-construction, and imitation/non-imitation. Therefore, the objective of this thesis is to identify the useability of these pragmatic measures.
Method: A qualitative approach in the form of a focus group was used to examine the perceptions of SLP practitioners who are experts in AAC. Rapid qualitative analysis (RQA) was used to identify relevant themes and subthemes.

Effective communication during nursing handoffs is essential for safe, patient-centered care, as breakdowns in communication are a leading cause of adverse patient outcomes. At a large academic level I trauma center, inconsistent nursing handoff practices were identified across progressive care units following the COVID-19 pandemic. This variability contributed to incomplete transfer of patient information and was associated with increased patient safety incidents, including delayed wound care, central line dressing lapses, and medication errors involving high-alert therapies. VeriBrief is a multi-agent retrieval-augmented generation (RAG) system for evidence-grounded economic policy analysis. The system orchestrates a five-stage LangGraph pipeline, retrieval, research, analysis, synthesis, and critique, to produce cited, structured responses while detecting out-of-scope queries. An empirical evaluation on eight questions drawn from official U.S. macroeconomic releases compared VeriBrief against a single-pass RAG baseline. The multi-agent system achieved 100% refusal precision on unanswerable analytical queries versus 0% for the baseline. Unsupported claims fell substantially on answerable factual questions. A context-propagation defect discovered during evaluation was diagnosed and corrected. Limitations include failure of the evidence gate on policy-counterfactual queries and a …

We analyze two contrasting discourses on New Mexican identity, as represented in political cartoons from Trever (2021) and García (2018). We show how visual and linguistic elements of the cartoons work together to construct identity through metaphor and metonymy. It was found that Trever (2021) relied on cultural symbols such as the Zia Sun symbol as metonyms for various aspects of New Mexico’s identity, while García (2018) subverted established metaphors for American culture such as the melting pot and Uncle Sam to critique governmental influence on Nuevomexicano (‘New Mexican’) identity formation. Although Congress bears primary responsibility for the convoluted nature of America’s immigration laws, immigration law has been rendered even more incoherent through inconsistent interpretation. During the reign of Chevron deference, the federal courts, the Board of Immigration Appeals and various Attorneys General pushed in different directions, with textualist, libertarian, and restrictionist impulses holding sway on different major interpretive questions. The result is that immigration law is more internally incoherent and more divorced from popular opinion than is necessitated by the text of the Immigration and Nationality Act. Social media accounts have become valuable business assets, yet courts remain divided on how to resolve disputes over their ownership. In employer-employee contexts, some courts have adopted multi-factor tests to determine whether an account belongs to the business or the individual. The New Mexico Inspection of Public Records Act (IPRA) is a powerful mechanism for government transparency. Although private companies that contract with state agencies are subject to IPRA, the New Mexico Corrections Department and its contractors continually flout their IPRA obligations. Newsome v. State v. Romero marked the first time the New Mexico Court of Appeals considered whether a New Mexico law disarming every person with a state felony conviction was unconstitutional under the Second Amendment.
