Vermont Governor Phil Scott's job approval has fallen to its lowest point since at least April 2022, but much of this decline is due to falling approval among his fellow Republicans. Scott is seeking a sixth term as governor and holds early leads over prospective Democratic challengers Amanda Janoo and Aly Richards, who are largely unknown to likely Democratic primary voters. Foulkes Continues To Lead Dem Gubernatorial Primary In Rhode Island, Block Could Play Decisive Role In General 6/30/2026, Unh Survey Center

Helena Foulkes remains the leader in the race for the Democratic nomination for Rhode Island governor in 2026, but incumbent Dan McKee has narrowed the gap somewhat since April. Foulkes leads in a hypothetical general election matchup with a generic Republican nominee and Independent Ken Block, while McKee is tied with a Republican nominee and Block. Incumbent Democratic Senator Jack Reed continues to lead challenger Connor Burbridge in the Democratic primary for U.S. Senate. Only one-fifth of Rhode Islanders feel the state is headed in the right direction, slightly lower than in 2024.

Congressman Chris Pappas continues to have the support of a majority of likely Democratic primary voters but his lead over scientist Karishma Manzur has narrowed since April, with young and left-wing voters favoring Manzur. Pappas continues to hold a clear lead over former Massachusetts Senator Scott Brown in a general election matchup, but is statistically tied with former Senator John E. Sununu. The Rise Of Options Contracts In Sports, The Post-Murphy Regulatory Conundrum, And Implications On Federalism, Scott Barboza

The Supreme Court’s decision in Murphy v. N.C.A.A. dismantled the federal prohibition on state-authorized sports betting and returned its primary regulatory authority over to the states. Following Murphy, states adopted widely varying sports-betting regimes. At the same time, advances in financial technology and the growing popularity of prediction markets created a new form of event-based speculation operating outside the traditional sportsbook model. Platforms such as Kalshi began offering “yes-no” contracts tied to sporting outcomes through federally regulated exchanges overseen by the Commodity Futures Trading Commission, framing such products not as wagers, but as financial derivatives governed by the Commodity Exchange …

This Article examines how the emergence of Name, Image, and Likeness (“NIL”) rights and the approval of the House settlement have transformed the experience and future of women college athletes. For the first time in modern college athletics, athletes are permitted to profit from their personal brands through endorsements, sponsorships, social media promotions, and institutional revenue-sharing opportunities. These developments have created unprecedented visibility and economic opportunity for women athletes, particularly in sports such as basketball, gymnastics, and volleyball, where athletes have demonstrated significant commercial value and audience engagement. Doing Away With The Ncaa’S Duration Of Eligibility Rules, Michael Lewis

The NCAA imposes durational eligibility limits restricting a student athlete’s eligibility to compete in college sports. Under NCAA rules, an athlete is granted four-seasons of competition in any single sport and no more than five-years of eligibility commencing at matriculation. These rules have come under increasing scrutiny in federal court, as the law acknowledges commercial realities. In numerous cases, federal district courts have enjoined their enforcement against Division I football players under the Sherman Act. On the eve of the Final Four, 2026, the White House weighed in, expressing support for durational limits, and arguing (without support) that imposing limits …
Immigration Law Meets College Athlete Pay: How U.S. Immigration Law Excludes International College Athletes From The Compensation Revolution, Jeff Justiz

When the House v. NCAA settlement authorized up to $20.5 million in annual direct revenue-sharing payments to college athletes, it resolved one century-old injustice and quietly created another. For the approximately 15,000 international student-athletes competing on F-1 visas, the same payments that enrich their domestic teammates may constitute unauthorized employment under federal immigration law, threatening deportation and visa revocation. This Note argues that the House settlement has exposed a structural collision between NCAA compensation policy and F-1 immigration doctrine that existing visa categories – the P-1A, the O-1, and various permanent-residency pathways – are individually incapable of resolving. Institutional Influences And The Governance And Administration Of The Programa Produtor De Água Payment For Ecosystem Services Program In Brazil, Thomas G. Safford

Payment-for-Ecosystem-Services (PES) has been promoted as an innovative approach to environmental governance capable of simultaneously advancing conservation and sustainable development objectives. While studies commonly assess the ecological and economic performance of PES schemes, less attention has been given to their organizational and administrative effectiveness. This study examines these governance dimensions of one of Latin America’s most prominent PES initiatives—the Water Producer Program (WPP) in Brazil. Drawing on a meta-synthesis of 125 publications, the analysis investigates how regulative, normative, and cultural-cognitive institutional forces shaped WPP implementation. Guided by neo-institutional theory and institutional bricolage, findings show that WPP governance operated through hybrid …

Forests, Lakes, And "Hidden" Housing, Kenneth M. Johnson, Mark J. Ducey, Barbara D. Cook, Kathryn L. Cottingham

Human settlement patterns have significant implications for the natural environment, including freshwater lakes. People are attracted to areas with abundant lakes. However, dense human settlement near lakes can have adverse impacts on lakes by reducing forest cover, increasing nutrient loads, decreasing aquatic vegetation, and introducing invasive species. In addition, dense human settlement near lakes increases the health risks associated with cyanobacteria (also known as “blue-green algae”) blooms.
In this brief, a multi-disciplinary team of researchers focuses on the interaction between human development and forest land near lakes across ten selected U.S. counties and on the limitations of remote satellite imagery …

We developed this simple guide to help researchers navigate the University of New Hampshire’s (UNH) Policy on Ownership, Management, and Sharing of Research Data (“UNH research data policy”). It can be challenging for researchers to translate policy into workflows, and we recognize a need for more actionable and user-friendly guidance to help researchers apply the policy in their everyday work. The UNH research data policy outlines institutional responsibilities related to data ownership, retention, recording, and sharing, as well as roles and responsibilities of principal investigators and students. Health insurance is meant to financially protect enrollees should they need healthcare services following illness or injury. However, the affordability of maintaining insurance coverage continues to grow as a concern in the US and in New Hampshire. In fact, increasingly individuals avoid necessary health care services due to unexpected or high costs among both the insured and uninsured. In 2025, nationally more than 1 in 3 adults (36%) either delayed or did not seek healthcare due to costs and nearly half (44%) said it was difficult to afford healthcare costs [1].
