NOAA’s Office of Response and Restoration (ORR) in a partnership with the University of New Hampshire Coastal Response Research Center (CRRC), is leading an effort to develop an Open Source GIS system that is accessible to both the command post and to assets in the field during a response. The ERMA (Environmental Response Management Application) system is an integrated data management platform that uses MapServer and Open Layers software to combine real-time and static regional geospatial data sets. Data available include: weather and forecasts, ESI maps, IOOS buoys, modeled spill trajectories, real-time tracks of vessels, response plans, navigational charts, bathymetry, …
Personal Intelligence Expressed: A Theoretical Analysis, John D. Mayer
Personal Intelligence Expressed: A Theoretical Analysis, John D. Mayer
Psychology
An individual's cumulative life decisions help determine that person's well-being. To make good decisions requires knowing something about who one is and who one wants to be. It seems plausible that personality may draw on a specifically tailored intelligence that supports its own self-understanding and contributes to such life decisions. This personal intelligence (PI) helps the individual meet his or her own personal needs and to fit in with (or stand out from) the environment. What are people high in PI actually like relative to those lower in the skills? Drawing on a 2008 theory of PI-related abilities, the author …

The importance of lotic systems as sinks for nitrogen inputs is well recognized. A fraction of nitrogen in streamflow is removed to the atmosphere via denitrification with the remainder exported in streamflow as nitrogen loads. At the watershed scale, there is a keen interest in understanding the factors that control the fate of nitrogen throughout the stream channel network, with particular attention to the processes that deliver large nitrogen loads to sensitive coastal ecosystems. We use a dynamic stream transport model to assess biogeochemical (nitrate loadings, concentration, temperature) and hydrological (discharge, depth, velocity) effects on reach-scale denitrification and nitrate removal …

Center for Coastal and Ocean Mapping
The compact hydrographic airborne rapid total survey (CHARTS) is a USACE sensor system that includes a SHOALS-3000 (3-kHz bathymetric laser and a 20-kHz topographic laser), CASI-1500 hyperspectral scanner, and a DuncanTech (DT)- 4000 digital RGB camera. The datasets produced from each sensor in CHARTS contributes a specific aspect according to its physical capabilities and limitations. Fusion of data products from a multi-sensor collection has the potential to perform a comprehensive survey and to produce tools for geo-analysis, especially for coastal research. A basic requirement in the data fusion is the co-registration between the datasets. Data from GPS/INS was intentionally ignored …

Formation of isoprene nitrates (INs) is an important free radical chain termination step ending production of ozone and possibly affecting formation of secondary organic aerosol. Isoprene nitrates also represent a potentially large, unmeasured contribution to OH reactivity and are a major pathway for the removal of nitrogen oxides from the atmosphere. Current assessments indicate that formation rates of isoprene nitrates are uncertain to a factor of 2ĝ€"3 and the subsequent fate of isoprene nitrates remains largely unconstrained by laboratory, field or modeling studies. Measurements of total alkyl and multifunctional nitrates (ΣANs), NO2, total peroxy nitrates (ΣPNs), HNO3, CH2O, isoprene and …

Reconstruction Of A Large-Scale Reconnection Exhaust Structure In The Solar Wind, W. L. The, B. U. O. Sonnerup, Q. Hu, Charlie J. Farrugia
Coronal Mass Ejection Research Group
We recover two-dimensional (2-D) magnetic field and flow field configurations from three spacecraft encounters with a single large-scale reconnection exhaust structure in the solar wind, using a new reconstruction method (Sonnerup and Teh, 2008) based on the ideal single-fluid MHD equations in a steady-state, 2-D geometry. The reconstruction is performed in the rest frame of the X-line, where the flow into, and the plasma jetting within, the exhaust region are clearly visible. The event was first identified by Phan et al. (2006) in the ACE, Cluster, and Wind data sets; they argued that quasi-steady reconnection persisted for over 2 h …

The two STEREO spacecraft with nearly identical instrumentation were launched near solar activity minimum and they separate by about 45° per year, providing a unique tool to study the temporal evolution of the solar wind. We analyze the solar wind bulk velocity measured by the two PLASTIC plasma instruments onboard the two STEREO spacecraft. During the first half year of our measurements (March – August 2007) we find the typical alternating slow and fast solar wind stream pattern expected at solar minimum. To evaluate the temporal evolution of the solar wind bulk velocity we exclude the spatial variations and calculate …

Scale-Dependent Angle Of Alignment Between Velocity And Magnetic Field Fluctuations In Solar Wind Turbulence, J. J. Podesta, Benjamin D.G. Chandran, A. Bhattacharjee, D. A. Roberts, M. L. Goldstein
Physics & Astronomy
Under certain conditions, freely decaying magnetohydrodynamic (MHD) turbulence evolves in such a way that velocity and magnetic field fluctuations delta v and delta B approach a state of alignment in which delta v proportional to delta B. This process is called dynamic alignment. Boldyrev has suggested that a similar kind of alignment process occurs as energy cascades from large to small scales through the inertial range in strong incompressible MHD turbulence. In this study, plasma and magnetic field data from the Wind spacecraft, data acquired in the ecliptic plane near 1 AU, are employed to investigate the angle theta(tau) between …

Relative Occurrence Rates And Connection Of Discrete Frequency Oscillations In The Solar Wind Density And Dayside Magnetosphere, N. M. Viall, L. Kepko, Harlan E. Spence
Physics & Astronomy
[1] We present an analysis of the occurrence distributions of statistically significant apparent frequencies of periodic solar wind number density structures and dayside magnetospheric oscillations in the f = 0.5–5.0 mHz range. Using 11 years (1995–2005) of solar wind data, we identified all spectral peaks that passed both an amplitude test and a harmonic F test at the 95% confidence level in 6-hour data segments. We find that certain discrete frequencies, specifically f = 0.7, 1.4, 2.0, and 4.8 mHz, occur more often than do other frequencies over those 11 years. We repeat the analysis on discrete oscillations observed in …

Crystallization is the most serious bottleneck in high-throughput protein-structure determination by diffraction methods. We have used data mining of the large-scale experimental results of the Northeast Structural Genomics Consortium and experimental folding studies to characterize the biophysical properties that control protein crystallization. This analysis leads to the conclusion that crystallization propensity depends primarily on the prevalence of well-ordered surface epitopes capable of mediating interprotein interactions and is not strongly influenced by overall thermodynamic stability. We identify specific sequence features that correlate with crystallization propensity and that can be used to estimate the crystallization probability of a given construct. Analyses of …

POET (Polarimeters for Energetic Transients) represents a concept for a Small Explorer (SMEX) satellite mission, whose principal scientific goal is to understand the structure of GRB sources through sensitive X‐ray and γ‐ray polarization measurements. The payload consists of two wide field‐of‐view (FoV) instruments: a Low Energy Polarimeter (LEP) capable of polarization measurements in the energy range from 2–15 keV and a high energy polarimeter (Gamma‐Ray Polarimeter Experiment or GRAPE) that would measure polarization in the 60–500 keV energy range. The POET spacecraft provides a zenith‐pointed platform for maximizing the exposure to deep space. Spacecraft rotation provides a means of effectively …

The emission mechanism and the origin and structure of magnetic fields in gamma‐ray burst (GRB) jets are among the most important open questions concerning the nature of the central engine of GRBs. In spite of extensive observational efforts, these questions remain to be answered and are difficult or even impossible to infer with the spectral and lightcurve information currently collected. Polarization measurements will lead to unambiguous answers to several of these questions. Recent developments in X‐ray and γ‐ray polarimetry techniques have demonstrated a significant increase in sensitivity enabling several new mission concepts, e.g. POET (Polarimeters for Energetic Transients), providing wide …
