Covid Mortality Diminished But Low Fertility Means Deaths Still Exceeded Births In More Than Two-Thirds Of U.S. Counties, Kenneth M. Johnson

In this brief, author Kenneth Johnson reports that only 3,606,000 babies were born in the United States between July 2023 and July 2024, according to new Census Bureau estimates. This is 43,000 fewer babies than the year before, which barely exceeds the 43-year low in 2020–2021. Births are diminishing because fertility rates are at record lows. In contrast, deaths and mortality rates diminished modestly last year, though deaths remain nearly 10 percent above pre-pandemic levels. As a result, the balance between births and deaths remains in flux.

Standing To Enforce The Future: Citizen Suits And Climate Change, Jordan Budd, Margaret Sova Mccabe

This Article takes as its starting point the premise that Congress, facing an existential climate catastrophe, might choose to impose direct and significant restrictions on greenhouse gas (GHG) emissions. Were it to do so, federal policy would require powerful enforcement mechanisms to reach the myriad emission sources fueling the nation’s vast contribution to global warming.
Among the most potent and far-reaching enforcement tools available to Congress are citizen suits—actions brought by private litigants to enforce federal regulations and to hold agencies accountable for related inaction. Calculating 3d Rugosity Maps For Complex Habitat Scans, Kindrat Beregovyi, Jennifer A. Dijkstra, Thomas Butkiewicz
Center for Coastal and Ocean Mapping
Advances in 3D scanning and reconstruction techniques, such as structure-from-motion, have resulted in an abundance of increasingly-detailed 3D habitat models. However, many existing methods for calculating structural complexity of these models use 2.5D techniques that fail to capture the details of truly 3D models with overlapping features. This paper presents novel algorithms that extend traditional rugosity metrics to generate multi-scale rugosity maps for complex 3D models. Models are repeatedly subdivided for local analysis using multiple 3D grids, which are jittered to smooth results and suppress extreme values from edge cases and poorly-fit reference planes. President Donald Trump begins his second term with very low job approval ratings in Vermont, and most state residents disapprove of his handling of the economy and foreign policy. Majorities think Elon Musk's role in the administration is inappropriate and disapprove of the creation of DOGE. Vermonters also oppose many of Trump's other executive orders. Mainers are considerably more likely than before Trump's inauguration to think the country is headed in the right direction, fueled by extremely high optimism among Republicans. Majorities of Mainers oppose Trump's executive orders revising birthright citizenship, withdrawing from the World Health Organization, and renaming the Gulf of Mexico. New Hampshire residents are divided about President Donald Trump in the early days of his second term, with higher approval for Trump's handling of the economy than his handling of foreign affairs. Granite Staters are deadlocked over Trump's executive order pausing foreign aid and pausing a ban on TikTok, but oppose eliminating birthright citizenship, withdrawing from the World Health Organization, and renaming the Gulf of Mexico. Granite State Republicans largely support these recent executive orders and are more optimistic about the direction of the country than at any time since 2003.

Reach And Utility Of The New Hampshire Child Care Scholarship Program, Harshita Sarup, Jess Carson

In this primer, authors Harshita Sarup and Jess Carson describe the New Hampshire Child Care Scholarship Program after recent policy changes. The authors find that while an estimated 55,000 children are eligible, only 7 to 8 percent are enrolled. Scholarships can represent significant savings for families, particularly with multiple children, although reimbursement rates can leave gaps for providers. The authors conclude by discussing some potential strategies for increasing the reach and efficacy of the program.
