Health Conditions And An Older Population Increase Covid-19 Risks In Rural America, Kenneth M. Johnson Aug 2020

Health Conditions And An Older Population Increase Covid-19 Risks In Rural America, Kenneth M. Johnson

Carsey Publications

In this brief, author Kenneth Johnson discusses the likely influence that the age structure and the incidence of pre-existing health conditions have on the risks of those exposed to COVID-19 in rural and urban counties in the United States.

Johnson reports that the rural population is at higher risk from COVID-19 because it is older and has higher rates of pre-existing health conditions. Rural areas currently have lower COVID-19 case and death rates, but these rates are rising faster than in urban areas. Nearly 32 percent of the rural counties at high risk from COVID-19 still have relatively few cases …

Covid-19 Didn't Create A Child Care Crisis, But Hastened And Inflamed It, Jess Carson, Marybeth J. Mattingly Aug 2020

Covid-19 Didn't Create A Child Care Crisis, But Hastened And Inflamed It, Jess Carson, Marybeth J. Mattingly

Carsey Publications

In this Carsey Perspective, authors Jess Carson and Marybeth Mattingly describe the ways that the COVID-19 pandemic has strained the nation’s already-fragile early childhood care systems.

Child care providers are struggling to address revenue losses associated with closures, fewer enrollments, and new safety guidelines. Meanwhile, demand for formal child care is shifting in yet-unknown ways, with unemployment, telework, uncertain school reopenings for older children, and health-related concerns all playing a part.

The authors conclude that the child care system requires significant policy support to regain lost footage, but encourage policymakers to utilize the pandemic’s disruption as an opportunity to rebuild …

New England Food Policy Councils: An Assessment Of Organizational Structure, Policy Priorities And Public Participation, Cathryn A. Porter, Catherine M. Ashcraft Aug 2020

New England Food Policy Councils: An Assessment Of Organizational Structure, Policy Priorities And Public Participation, Cathryn A. Porter, Catherine M. Ashcraft

Natural Resources & the Environment

Food policy councils (FPCs) are an increasingly common mechanism to improve participation in food system decision-making. Including individuals from under-represented groups can foster greater understanding of their needs and experiences with food system barriers and is an important part of food justice. However, engaging under-represented groups in food systems decision-making remains challenging for FPCs. This paper presents the results from a survey of FPCs and networks in New England to: (1) identify FPC policy priorities, (2) characterize FPCs engaged in policy initiatives based on attributes which, based on the literature, may impact effective public participation: geographic scale, organization type, capacity, …

The Inequities Of Job Loss And Recovery Amid The Covid-19 Pandemic, Rogelio Saenz, Corey Sparks Aug 2020

The Inequities Of Job Loss And Recovery Amid The Covid-19 Pandemic, Rogelio Saenz, Corey Sparks

Carsey Publications

In this policy brief, authors Rogelio Sáenz and Corey Sparks discuss the wide variations in unemployment and the level of job loss during the COVID-19 pandemic across the nation’s demographic groups that have historically suffered disparities in the workforce, including persons of color, women, and immigrants. It is particularly unfortunate that the calamity of the pandemic comes on the heels of major improvements in job prospects that these groups made over the last decade, as the workforce emerged from the Great Recession.

The benefits associated with the CARES Act of March 2020 expired in July, leaving tens of millions of …

Five Takeaways From High Court's Term, John M. Greabe

Law Faculty Scholarship

[Excerpt] Last month, the Supreme Court wrapped up it 2019-2020 term with a flurry of significant rulings.

The court confirmed that Congress and state attorneys general may subpoena third parties for evidence when legitimately investigating a sitting president; held that the executive branch must engage in reasoned decision-making when rescinding administrative protections for a vulnerable population (i.e., beneficiaries of the Deferred Action for Childhood Arrivals (DACA) program); and defined the scope of the president's power to remove officials from high office.

The court also clarified that federal anti-discrimination employment protections extend to LGBTQ workers; held that states may punish members …

Residents Divided On Reopening Schools; Wide Partisan Gaps In Comfort With Public Activities 8/4/2020, Unh Survey Center

All UNH Survey Center Polls

New Hampshire residents are divided on reopening schools in the fall with equal support for entirely in-person and entirely remote learning while a plurality support a mix of the two. Residents are only somewhat more comfortable participating in most public activities than they were in June but large partisan gaps persist. An increasing number of Granite Staters say they know someone who has been diagnosed with COVID-19.

Instruction Model Using Collaborative Tools That Promote Competence Attainment In A Health Professions Graduate Program, Rosemary M. Caron

Faculty Publications

Competency-based education is widespread in graduate public health and health administration programs. The Council on Education in Public Health (CEPH) amended its criteria for accreditation with more of an emphasis on skills-based curricula as opposed to solely a knowledge-based curricula so graduates would be ready to join the workforce with the requisite knowledge and skills. The purpose of this article is to describe two tools that promote select CEPH competence attainment via collaborative online pedagogical approaches. Specifically, the assignments utilizing these tools were designed to: (1) curate and evaluate primary resources for a selected health issue; (2) develop questions based …

Outlaw Operators: Prevention Failures And The Resurgence Of Black Lung In Central Appalachia, Aysha Bodenhamer Jul 2020

Outlaw Operators: Prevention Failures And The Resurgence Of Black Lung In Central Appalachia, Aysha Bodenhamer

Carsey Publications

In this brief, author Aysha Bodenhamer describes how prevention failures in the coal mining industry have resulted in the resurgence of black lung disease. Caused by the chronic inhalation of coal and silica dust, black lung is progressive, incurable, life-altering, and fatal. Despite it being a preventable disease, black lung is resurgent among coal miners in Kentucky, Virginia, and West Virginia. Fieldwork including in-depth interviews with miners, clinic workers, black lung attorneys, government employees, and lay advocates, and a case-study analysis of two black lung clinics in southwest Virginia inform this analysis. These data reveal that coal operators routinely evade …
