In this brief, authors Jessica Carson and Marybeth Mattingly use interview and focus group data to explore how the characteristics of two rural New England counties influence the types of services available to residents and the ways those services are delivered. They report that the challenges of funding and geographic distance, along with disparate needs among community members, shape the ways that rural social service providers support their clients. Community characteristics, like a place’s history, population composition, income inequality, and degree of remoteness, influence how efficiently social service agencies work. The Federal Circuit As An Institution, Ryan G. Vacca

The Court of Appeals for the Federal Circuit is a unique institution. Unlike other circuit courts, the Federal Circuit’s jurisdiction is bound by subject area rather than geography, and it was created to address a unique set of problems specific to patent law. These characteristics have affected its institutional development and made the court one of the most frequently studied appellate courts. This chapter examines this development and describes the evolving qualities that have helped the Federal Circuit distinguish itself, for better or worse, as an institution.

The objective of this case-study is to analyze the effects and the perception of different groups in possibly implementing market-based approaches of Pigouvian tax and Cap-and-Trade to manage the Guarani Aquifer, Brazil. The Pigouvian Tax is a corrective taxation that assigns a price for the negative impacts water consumption creates to aquifers, as a way to influence a more sustainable level of water consumption. Cap-and-Trade sets a maximum quantity of water allowed to be used from aquifers, and allow economic agents to trade quantities of water they have the right to use, as a way to adapt to the cap. …

The Victorians wrote extensively about the changes in medical practice between 1800
and 1910, both in public discourse and through their fiction. As a result, Victorian scholarship
often includes medicine. While approaches are varied, they are typically either concerned with
diseases, character models (like doctors), or medical interventions alongside other public
institutions (public health).

The distribution, transmission and adaptation patterns of infectious diseases are changing worldwide. Though there are many potential mechanisms that can transmit infectious agents to new areas, the ability of pathogens to persist in new locations can be largely attributed to changing climate conditions, especially in temperate regions. Vibrio parahaemolyticus, a naturally occurring bacteria in most marine and estuarine systems, provides a model example of these globally observed climate-related changes to disease dynamics that are occurring locally in the Northeast, US. Background: In 2006 the Institute of Medicine reported that combined mental illness and substance use disorder was the second leading cause of disability and death in women and the highest cause in men. More recent data obtained from the 2016 National Survey on Drug Use and Health (Ahrnsbratz et al 2016) indicates in 2016 only one in ten of the people who need treatment, receive it. At Cambridge Health Alliance’s Everett Hospital, the site of this pilot project, opioid overdose and acute alcohol intoxication comprise one in every ten visits in the Emergency Department. Future projections of extreme precipitation can help engineers and scientists with infrastructure design projects and risk assessment studies. Extreme events are usually represented as return levels which are equivalent to upper percentiles of an extreme value distribution, such as the Generalized Pareto distribution, which is used for exceedances above a certain threshold.
My dissertation focus is on uncertainty quantification related to estimation of future return levels for precipitation at the local (weather station) to regional level. Variance reduction is achieved through spatial modeling and optimally combining suites of climate model outputs. The main contribution is a unified statistical model that …

In this brief, using data from the Census Bureau, state administrative systems, and a Carsey survey of working parents, author Jessica Carson examines the child care landscape of the Upper Valley of New Hampshire and Vermont and links these findings to a discussion of early childhood education policy and practice. She reports that 96 percent of Upper Valley parents surveyed said child care is necessary in order for them to work. The number of slots offered by licensed (home- and center-based) early childhood education providers in the Upper Valley is 2,000 short of the estimated number of young children whose …

In 1961 Hutchinson proposed the “Paradox of the Plankton” questioning how sympatric planktonic species can coexist for long periods of time while seemingly avoiding the competitive exclusion principle. As this ‘paradox’ became a focus of inquiry, one researcher conducted a 2-year study (1961-1962; Tappa 1965) on Aziscohos Lake Daphnia to address the question. While the study did not solve the enigma, it provided a detailed record of the dynamics and interactions of six coexisting species. Aziscohos Lake and its zooplankton have not been studied since. Ebullition (bubbling) from climate‐sensitive northern lakes remains an unconstrained source of atmospheric methane (CH4). Although the focus of many recent studies, ebullition is rarely linked to the physical characteristics of lakes. In this study we analyze the sediments of subarctic postglacial lakes and investigate how sediment properties relate to the large spatial variation in CH4 bubble flux, quantified over multiple years using bubble traps. The results show that the sediments from our lakes are rich in total organic carbon, containing 37 kg/m3 on average. This number is roughly 40% higher than the average for yedoma deposits, which have been identified …

Research has clearly demonstrated the significant short- and long-term impacts of adverse childhood experiences (ACEs) and the social determinants of health (SDOH) on child health and well-being.1 Identifying and addressing ACEs and SDOH will require a coordinated and systems-based approach. Pediatric primary care* plays a critical role in this system, and there is a growing emphasis on these issues that may be impacting a family. As awareness of ACEs and SDOH grows, so too does the response effort within the State of New Hampshire. Efforts to address ACEs and the SDOH have been initiated by a variety of stakeholders, including …

In this brief, authors Shannon Monnat and Khary Rigg examine rural versus urban differences in opioid mortality and identify challenges for dealing with the opioid crisis in rural areas. They report that, in 2016, opioid mortality rates were higher in urban than in rural counties, particularly in the Midwest, but rates have increased more in rural than in urban counties over the past two decades. Since 2010, the share of drug overdose deaths involving prescription opioids has declined, but the share of deaths involving heroin and synthetic opioids has spiked in both rural and urban areas. The Indigenous population is a small minority in most areas of Australia, except the Northern Territory where Indigenous people make up roughly a quarter of the population. Indigenous people have lower educational achievement when compared to non-Indigenous people in Australia, with almost half as many of Indigenous having completed Year 12 or equivalent as non-Indigenous in 2016. The focus of this study was to identify factors that may be influencing the lower educational attainment of Indigenous students. Factors related to increased Indigenous presence in a school were expected to predict lower educational attainment. Full or partial support for some of …

Lessoning Fiction: Modernist Crisis And The Pedagogy Of Form, Matthew Cheney

Writers committed to Modernist ideas of artistic autonomy may find that commitment challenged during times of socio-political crisis. This dissertation explores three writers who developed a similar literary strategy at such times: they pushed fictionality toward and beyond its limits, but ultimately preserved that fictionality, revealing new value in fiction after challenging it. Virginia Woolf, Samuel R. Delany, and J. M. Coetzee shaped their writings at these moments to provide readers with an experience that I argue is congruent with the goals of critical pedagogy as espoused by Paulo Freire, bell hooks, and others. This dissertation tells the forgotten history of the American teredo epidemic. During the late nineteenth and early twentieth centuries, an assortment of native and invasive wood-boring marine organisms, known collectively as “teredo,” swept through the ports and harbors of the United States. Teredo’s penchant for wood, both for shelter and sustenance, made wharves and wooden ships easy targets. Because teredo enters timber as tiny juveniles, and grows to maturity beyond view, it was often detectable only after a wharf had collapsed or a ship had sunk. Teredo’s unpredictability grated on people so much so that the borer was rarely mentioned …
