Self Defense And Sea Power: The Provincial Navies Of The British Atlantic World, 1689-1763, Benjamin Cameron Schaffer

“Self Defense and Sea Power: The Provincial Navies of the British Atlantic World, 1689-1763,” explores the ways in which Anglo-American colonial governments in North America and the West Indies managed naval defense during imperial and border conflicts between the late seventeenth and mid-eighteenth centuries. With limited military assistance from the imperial government in London, provincial leaders built their own semi-permanent and temporary navies to protect commerce from Franco-Spanish privateers, pirates, and Native American naval forces. Provincial governments also utilized these fleets to spearhead sieges of enemy ports, support infantry operations on land, and to transport troops and supplies to warzones. …

This series of events brings Indigenous perspectives from 22 Indigenous speakers across the U.S. and Arctic regions to discussions of sustainable futures within the New Hampshire community. There is growing movement in the academic community to understand how Indigenous knowledge and cultural heritage can deepen our thinking about sustainable futures. On April 27 - 28, 2021, CRRC and DPP co-sponsored a virtual workshop entitled “Harmful Algal Bloom (HAB) Preparedness & Response.” The workshop focused on HAB preparedness and response capabilities and responsibilities across the Federal Interagency Working Group on Harmful Algal Bloom and Hypoxia Research and Control Act (IWG – HABHRCA) members and select state agencies. The COVID-19 pandemic has been marked by political divisions in US public trust of scientists. Such divisions are well known on other science topics, but regarding COVID-19 they arose suddenly, with disastrous results. Public distrust of scientists has been variously explained in terms of conflicts with belief systems, psychology, peer influences, or communication from elites. Three surveys conducted from March to July 2020 in the US state of New Hampshire observed changing perceptions on COVID-19, providing a test of alternative explanations. Over this period trust in science agencies such as the CDC for information on the coronavirus fell dramatically among …

Discourses Of Diversity: A Qualitative Case Study Of World Language Pedagogies Through An Intersectional Lens, Sheri Dion

Schools are becoming more linguistically and racially diverse in K-12 settings, yet there is relatively little research that explores how language teachers incorporate student and community diversities in their pedagogies. Situated at one, northeastern public secondary school in the United States, this research offers a qualitative case study of language pedagogies through an intersectional lens to investigate the mechanisms and contexts through which inequities arise. Data is collected from the following sources: teacher interviews, classroom observations, teachers’ syllabi, and student de-identified work. This thesis addresses regional, state, and county-level community resiliency to disasters along the United States East Coast. Research objectives include understanding the role of vulnerability and resiliency in disaster management, measuring community resilience in a new geographical area, and identifying strengths and weaknesses in community capitals, as related to disaster management. Community resilience in this study is measured by implementing an indexing method to fourteen states (129 counties) along the U.S East Coast. Seasonal fluctuations in environmental conditions drive ecosystem processes across the globe, particularly at the earth’s poles. Seasonality in Arctic marine systems is exemplified by an annual summer ice-off that promotes primary productivity blooms and provides nutrients for upper trophic level consumers who often migrate to these productive areas. Arctic char (Salvelinus alpinus) are an economically and culturally important salmonid that migrate from freshwater spawning locations into the marine environment, presumably to feed. Road salt has become an increasingly unsustainable material when focusing on the economic, environmental, and social aspects, especially for a bridge system. Increasing environmental concerns and regulations have caused questioning and investigations into the repetitive use of road salt for winter maintenance. There is some incorporation of these ideas into practice, such as the New Hampshire Department of Environmental Service (NHDES) Road Salt Reduction Program. Applying excessive amounts of road salt to the roadway and surrounding walkway is necessary to maintain pedestrian and vehicle safety. The Arctic faces multiple pressures including climate change, shifting demographics, human health risks, social justice imbalances, governance issues, and expanding resource extraction. A convergence of academic disciplines—such as natural and social sciences, engineering and technology, health and medicine—and international perspectives is required to meaningfully contribute to solving the challenges of Arctic peoples and ecosystems. However, successfully carrying out convergent, international research and education remains a challenge. Estimating The Loss Reduction Effects Of Disaster Preparedness: An Empirical Study Of U.S. Coastal States, Qing Miao, Meri Davlasheridze

This research is one of the first to estimate the loss-reduction benefit of government investments in community-level disaster preparedness. Based on empirical, observational data, our approach is different from most disaster-related benefit-cost analyses using probabilistic loss estimation models. Drawing upon disaster aid data, we are able to distinguish preparedness from mitigation projects, develop more precise estimates of the effect of preparedness spending, and also compare the cost-effectiveness of different types of disaster projects and programs (preparedness vs. mitigation). Rapid changes in land use, pollution inputs, and climate are altering the quantity, timing and form of materials delivered from watersheds to estuaries. To better characterize these alterations simultaneous measurements of biogeochemical conditions in watersheds and estuaries over a range of times scales are needed. We examined the strength of watershed-estuarine biogeochemical coupling using data of in situ measurements of nitrate, terrestrial dissolved organic carbon (DOC) and chloride collected over a seven-month period in a nitrogen impaired estuary in the northeastern US. The urgency to adapt to climate change presents important questions about who stands to benefit from these efforts. The previous two decades of scholarship devoted to social justice in climate adaptation has established an important theoretical basis to evaluate these questions. Less understood however, is how and under what conditions climate adaptation policy implementation promotes or inhibits justice for socially vulnerable populations. This work draws upon the disciplines of urban climate change governance, climate adaptation, urban planning, social justice theory, and policy implementation, to evaluate ongoing climate adaptation policy initiatives in Boston, Massachusetts. Accurate maps of ocean bathymetry and seafloor habitats are needed to support effective marine ecosystem-based management (EBM) approaches. The central premise of this thesis was to synthesize geomorphological elements of large regions of the deep ocean seafloor to establish standards of characterization for ecosystem-based classification. The approach was to apply semi-automated characterization techniques on seafloor bathymetric data that were originally collected for other purposes. The purpose of generating these maps is ultimately to apply to informing ecosystem-based management for large marine regions. Timber stand improvement (TSI) is one silviculture method that landowners can apply to their forest to enhance timber quality as well as ecosystem services, such as deadwood in the form of standing deadwood, snags, and coarse woody debris (CWD). There are few studies on the economic effectiveness of TSI as a forest management practice. This research uses data collected on land owned by the Blue Hills Foundation, in Strafford, New Hampshire, to present a case study examining economic and ecosystem outcomes of TSI. The Northern high latitudes are warming twice as fast as the global average, and permafrost has become vulnerable to thaw. Changes to the environment during thaw leads to shifts in microbial communities and their associated functions, such as greenhouse gas emissions. Understanding the ecological processes that structure the identity and abundance (i.e., assembly) of pre- and post-thaw communities may improve predictions of the functional outcomes of permafrost thaw. Mapping Flat, Deep, And Slow: On The 'Spirit Of Place' In New Cinema History, Jeffrey Klenotic

This essay engages in a creative, heuristic, and reflexive consideration of the ‘localities’ of cinema audiences by exploring New Cinema History as a place. New Cinema History is conceptualised as a place continually produced in and through its interactions with the heterogeneous multiplicities of situated audiences and experiences of cinema that form the topoi of its landscape of inquiry. In reflecting on how this placialised landscape has been and might be represented, I argue that New Cinema History’s ‘spirit of place’ is most productive when rendered within a ‘splatial’ framework that draws upon practices of flat, deep, and slow mapping …
