The objective of this thesis is to provide a summary and a comparison of the rights of prisoners to medical treatment as specified by law with actual medical conditions in penitentiaries. Hopefully this thesis will be a useful review of the past, but more importantly, it is hoped that this research will give corrections future directions regarding specific medical standards that must be met.

According to the President's Commission on Law Enforcement and the Administration of Justice, more than one-half of the defendants brought into a magistrate's court are released or convicted and sentenced within twenty-four hours of their arrest. The rest await final disposition for days, weeks, sometimes months. Bail is recognized by law for the sole purpose of assuring the defendant's appearance at trial, yet it is commonly used as a means of keeping what the judge determines as potentially dangerous defendants in jail. The U.S. Congress, through the findings of the National Institute on Alcohol and Alcoholism, holds that alcohol abuse is the nation's greatest drug problem, asserting that it warps nine million lives and costs approximately $28 billion per year. There are 95 million drinkers in the U.S. most of whom drink alcohol without harm, but approximately five percent of adult Americans have serious drinking problems and are the source of much personal grief and huge cost to the nation (New York Times Review, 1973: 71).

The Relationship Between Attitudes Toward Women And The Motive To Avoid Success, Rebecca A. Fahrlander

Although a considerable body of knowledge had been developed on the motive to achieve and the motive to avoid failure (Atkinson, 1953, 1964; McClelland, 1953, 1961; Veroff et al., 1953), the motive to avoid success did not receive much attention until Matina Homer began her work in 1965 (Horner, 1968, 1971; Tresemer, 1974). Since 1965, several other studies (Hoffman, 1974; Feather and Raphelson, 1974; Levine and Crumrine, 1975) have focused on the prevalence and consequences of fear of success, but their results have left several questions unanswered.

Proactive Weaponry Planning: A Systemic Policy Formulation Model for Law Enforcement Agencies deals with the process through which taxonomies of criteria maybe developed to designate effective weaponry to be utilized in a variety of law enforcement confrontations. The study conceptualizes current academic and technical formulation methodologies (classic and reactive weaponry planning). An alternative paradigm termed proactive weaponry planning (PWP) in which criteria definition predates weaponry analysis is then postulated. Proactive weaponry planning is a five-phase open systems perspective which initially incorporates a delineated agency role model based upon extra-agency and inter-departmental multiple access channels of communication. Rape is one of the most serious, frightening and violent of all crimes against women. Rapes occur at any hour of any day in any season. Victims find the experience painful, debasing, and emotionally disturbing. In statistical evidence published by the Federal Bureau of Investigation (FBI), it was shown that in 1974, over 55,000 forcible rapes were reported in the United States (Uniform Crime Report, 1974). According to the FBI and many criminologists, the figures relating to reported rapes are only a fraction of the actual number of rapes.
