This paper addresses a gap in the AI governance literature in understanding collaboration between national governments and tribal nations in governing AI systems for emergency management. This conceptual work develops and presents a governance design framework for accountable AI systems to fill the knowledge gap by drawing from the fields of public administration, information systems, indigenous studies, and emergency management. This framework situates the governance framework in a cross-sovereignty historical, legal, and policy contexts. It captures the multi-level features and embeddedness of governance structures, including the levels of collaborative governance structure, software system governance rules, and technical software system design. …

Financing Nonprofit Journalism: A Benefits And Revenue Analysis Of The Nebraska Journalism Trust, Nic Swiercek

Public Administration Theses, Dissertations, and Student Creative Activity

Nonprofit organizations often seek revenue streams that are intuitively connected to their mission. However, without careful planning and intentional analysis, nonprofit organizations may not fully maximize their funding potential and develop an effective and balanced revenue portfolio aligned with its mission (Young, 2017). This paper is an organizational analysis of the Nebraska Journalism Trust, a 501c3 nonprofit organization and the publisher of the Flatwater Free Press, to analyze and assess revenue models for public interest nonprofit journalism organizations that serve state and local communities. The Nebraska Journalism Trust illustrates how nonprofit organizations can meet community needs in response to private …

Strategic Construction Of Anomalies: A Quantum International Relations Framework For Uap, Nate Ostdiek May 2025

Strategic Construction Of Anomalies: A Quantum International Relations Framework For Uap, Nate Ostdiek

Theses/Capstones/Creative Projects

Unidentified Anomalous Phenomena (UAP), commonly known as UFOs, are notoriously tricky to understand and analyze. The persistent ambiguity surrounding UAPs is not accidental but strategic; by keeping them in a liminal state of explanation, actors construct a geopolitical anomaly that blurs the boundaries between threat, curiosity, and control. Utilizing a Quantum International Relations (QIR) framework pioneered by Alexander Wendt, James Der Derian, and others enables new analytical tools to explain the creation and impact of these strategic anomalies. The social ontological status of UAP (extraterrestrial, fake, interdimensional, secret technology, natural phenomena, etc.) is determined by an entangled network of epistemological …

A Comparative Analysis Of The Intersection Between Sex Trafficking And Domestic Violence: A Cross-Cultural Study Of The United States And India, Rachel A. Napier

Theses/Capstones/Creative Projects

Domestic violence survivors are affected by long-term trauma from abuse, which can lead to them being more vulnerable and susceptible to sex trafficking tactics. Sex trafficking survivors are also at risk of becoming involved in an abusive relationship because they may have been previously exposed or due to a normalization of abuse. Both domestic violence and sex trafficking are prevalent issues within the world that continue to be ongoing due to their hidden nature. This study highlights the connections between domestic violence and sex trafficking and how each can be portrayed differently based on the environment and cultural norms within …

An Examination Of The Impact Of A Six-Week Summer Enrichment Program On Anxiety Among Underrepresented Health Profession Students, Rolando Martinez-Rico May 2025

An Examination Of The Impact Of A Six-Week Summer Enrichment Program On Anxiety Among Underrepresented Health Profession Students, Rolando Martinez-Rico

Theses/Capstones/Creative Projects

Healthcare pipeline programs aim to enhance diversity in the health professions by supporting undergraduate students interested in pursuing a healthcare career, particularly those from underrepresented and historically excluded backgrounds. Despite these initiatives, significant disparities persist in the healthcare workforce, amplified by structural racism and systemic barriers to entry. These challenges contribute to heightened anxiety, which can hinder the success of students pursuing healthcare careers.

The Summer Health Professions Education Program (SHPEP) seeks to mitigate these barriers by fostering an inclusive environment where students gain academic skills and mentorship. Among the many challenges underrepresented students face, anxiety is a significant and …

Diagnostic Categories And Epistemic Injustice In Clinical Psychology, Thomas Eilers May 2025

Diagnostic Categories And Epistemic Injustice In Clinical Psychology, Thomas Eilers

Theses/Capstones/Creative Projects

This study investigated how clinical psychologists reasoned about and used diagnostic categories in practice. Diagnostic categories are limited and sometimes reductive systems of understanding people. They can also bring with them epistemic injustice, a type of wrong done to someone specifically in their capacity as a knower. In this case the concern is that a mental health diagnosis is a serious attack on a person’s credibility, wherein their experience is seen as less legitimate insofar as it is caused by an illness. Four semi-structured interviews were conducted with clinical psychologists. Psychologists generally described using diagnosis as one of many tools …

Risk-Contamination And Dilution: Advancing The Rnr Model In Prison Settings, Baylee Allen-Flores, Zachary Hamilton, John Ursino, Alex Kigerl Oct 2024

Risk-Contamination And Dilution: Advancing The Rnr Model In Prison Settings, Baylee Allen-Flores, Zachary Hamilton, John Ursino, Alex Kigerl

Criminology and Criminal Justice Faculty Publications

The Risk-Needs-Responsivity (RNR) model posits separating lower from higher-risk individuals to avoid “risk contamination.” In a prison setting, policies and restrictions lead to mixing different populations within a housing unit. While this may pose a threat, it may allow higher-risk individuals to gradually promote through security levels, reducing risk. We term this “risk dilution.” The current study compares the infraction behavior of individuals that are over-classified (housed higher than their risk) and those under-classified (housed lower than their risk). Using mixed-effect models with a large (N = 52,000) sample of incarcerated men, findings demonstrate support for both contamination and …

Spanish In Catalan Interactions: Code-Switching As An Ideological-Discursive Strategy To Represent Others, Natàlia Server Benetó

2024 Hispanic Linguistics Symposium

Gumperz (1982) proposed that, in stratified societies, bilinguals may perceive their primary language as familiar and authentic (in-group) and the common language as foreign (out-group), encompassing how “speakers can shift their own perspective from experience-near to experience-distant” (Woolard, 2006: 77), and how those perceptions of proximity and distance are interrelated with particular languages. Despite the vast research on language mixing within the Hispanic world, little attention has been paid to the Catalan context in the field of code-switching (Casalmiglia and Tusón 1984; Millán 2020; Pérez-Sabater 2022). No studies to date discuss the implications of code-switching into …

Navigating Entry: The Role Of Exposure And Career Fit Negotiation In Women’S Pathways To Policing In The United States, Samantha S. Clinkinbeard, Rachael Rief, Trisha Rhodes, Lexi Goodijohn Oct 2024

Navigating Entry: The Role Of Exposure And Career Fit Negotiation In Women’S Pathways To Policing In The United States, Samantha S. Clinkinbeard, Rachael Rief, Trisha Rhodes, Lexi Goodijohn

Criminology and Criminal Justice Faculty Publications

Women’s engagement in policing in the United States and other countries has not reached its potential. We interviewed 47 women in law enforcement to learn about their pathways into policing. Two primary themes emerged: career discovery through exposure and negotiating career fit. Exposure through interactions with role models, hands-on experiences, and media portrayals, provided a peek into policing. The assessment and negotiation of career “fit” in our study was an ongoing, dynamic process. As participants faced questions about their own characteristics, values, and belonging, exposure in the form of role models and experiences helped them navigate career fit concerns. Implications …

Zeami's Buddhism And Noh In Kurosawa's Ikiru, Ronald S. Green Oct 2024

Zeami's Buddhism And Noh In Kurosawa's Ikiru, Ronald S. Green

Journal of Religion & Film

This paper explores the influences of Noh drama theorist Zeami Motokiyo on Akira Kurosawa's 1952 film Ikiru. While Kurosawa's adaptations of traditional Japanese arts are well documented, this study uniquely demonstrates how specific Noh aesthetics shaped this film. It analyzes how Kurosawa's direction of actor Takashi Shimura embodies Zeami's aesthetic principles of awareness of impermanence (mujō), profound mystery (yūgen), and no-mind (mushin), which are performative expressions of Buddhist philosophies. Kurosawa employs four methods developed by Zeami: the use of masks, sparseness in settings and costumes, singing, and the application of an …

What Freedom? Freedom-A Disease Without Cure. Slavoj Žižek. London: Bloomsbury Academic. 2023. Pp. 328., Edward Sankowski, Betty J. Harris

International Dialogue

Slavoj Žižek's outpouring of books continues, including the volume, Freedom-A Disease Without Cure (2023). The title is somber, but the contents do not signal an unrelievedly depressed attitude on the part of the author. Rather, the book manifests expanding curiosity and far-reaching originality. That is, however, supplemented by some self-criticism, e.g., when the author broods about the apathy in himself and others that he claims is a result of the hyperactivity enjoined by and observed in contemporary capitalism. We hope to go beyond critical interpretation and evaluation of Žižek, to express our own new insights beyond those formulated or hinted …

The Geopolitics Of Shaming: When Human Rights Pressure Works—And When It Backfires Rochelle Terman. Princeton: Princeton University Press, 2023. Pp. 216., Brett J. Kyle

International Dialogue

In The Geopolitics of Shaming: When Human Rights Pressure Works—and When It Backfires (Princeton University Press, 2023), Rochelle Terman takes on the important and interesting question of the effectiveness of states’ denunciation of each other in the enforcement of human rights. “Naming and shaming” states for their human rights abuses has long been a feature of international relations. Despite its consistent presence in the international arena, it is often met with skepticism by IR scholars and seen as nothing more than power politics in disguise. Rather than seeking to downplay or push back against this criticism of norm enforcement, Terman …

Data Snapshot: The Consequences Of "True Threats" Among Local Election Officials, Steven Windisch

Reports, Projects, and Research

Election officials in the United States have reportedly been threatened with violence and falsely accused of “stealing” the 2020 Presidential election. This project examines electoral violence and establishes appropriate criteria to assess the transition from political discourse to election-motivated violence
