Swine brucellosis is caused by Brucella suis, a strain of bacteria which also cau ses human brucellosis, or undulant fever. T his disease is an imp 0 r tan t public health problem which affects thousands of farmers, livestock handlers, meat processors, and butchers .. The U. S. Department of Agriculture estimates that 6.15 percent of the 1.8 million swine herds in the Nation are infected with brucellosis. For 20 years before 1962, the concept of technical intelligence had evolved in the US Army. The Standards published herein have been promulgated as Public Health Regulations in the Federal Register. As such they became effective April 5, 1962, as the Standards to which drinking water and water supply systems used by carriers and others subject to Federal quarantine regulations must conform. The Division of Environmental Engineering and Food Protection is responsible for the application of these Standards to all carrier water supplies. These Standards supersede the Public Health Service Drinking Water Standards- 1946, as amended in 1956. Although most of the streams draining inhabited regions are contaminated with human or animal feces, water-borne disease today in the United States is relatively uncommon. Pathogenic enteric microorganisms probably do not multiply in raw water sources under normal conditions. They usually disappear in a relatively short time, with the rates depending on variations in environmental conditions. Urban water supplies have played a diminishing role in the transmission of intestinal disease because of improvements in the detection and enumeration of pollution indicators, water and sewage treatment processes, and t h e sanitary control of water systems.

In August 1962, the Army Foreign Science and Technology Center (FSTC) was created as a special-purpose military unit to produce technical intelligence. FSTC was subordinate to the commander of the newly created US Army Materiel Command (AMC). FSTC was created using personnel and resources of a number of Army technical intelligence agencies including:

  • The Chemical Corps Intelligence Agency
  • The Ordnance Technical Intelligence Agency
  • The Signal Corps Intelligence Agency

An auctioneer, by contract with an owner and a senior mortgagee, sold farm equipment at auction. He had no actual knowledge of a recorded junior mortgage held by the plaintiff, and paid the proceeds of the sale, minus his own commission, to the senior mortgagee, the surplus going to the owner. This conversion action was brought by the junior mortgagee against the auctioneer. The lower court, after presentation of the evidence, sustained a motion to dismiss. Without dwelling on the policy behind the set-aside program, or its ultimate impact on the taxpayer—questions which are best left to the legislators—it is the purpose of this article to examine the steps a business must take if it desires to bid on construction projects which are set aside for small businesses, and what it must do if faced with an adverse determination as to its size, and to point out some of the deficiencies in the present procedure.
