The demand for wood products and wood fiber has led to the development of a production system based on fast growing trees known as Short Rotation Woody Crops (SRWCs). Traditionally, SRWCs are grown in large, intensively managed blocks, but the technology may also be used on agricultural lands in integrated applications such as timberbelts. Timberbelts are multiple row windbreaks that are planted with commercially valuable trees to produce wood products. Trees such as hybrid poplar (typically cottonwood and to a lesser extent aspen), hybrid willow, hybrid pine, paulownia, etc., are particularly suited for use in timberbelts because of their rapid …

An Analysis Of Deer–Vehicle Collisions: The Case Of Ohio, Kurt A. Schwabe, Peter W. Schuhmann, Michael J. Tonkovich, Ellen Wu
Human Conflicts with Wildlife: 2002 Symposium
The costs of deer-vehicle collisions (DVCs) in Ohio are estimated to be in excess of US$ 52 million annually. The intention of this paper is to identify factors contributing to the abundance of DVCs in Ohio, calculate the average cost of a deer–vehicle collision event, and illustrate the potential gains in economic efficiency from alternative approaches for reducing DVCs. Our results suggest that large potential economic gains from reducing DVCs in Ohio exist and that the optimal strategies for achieving these reductions seem to combine both changes in deer management schemes and deer-vehicle mitigation strategies.

Human Conflicts with Wildlife: 2002 Symposium
Collisions between birds (and other wildlife) and aircraft are known to cause substantial losses to the aviation industry in terms of damage and delays every year. Techniques exist to control bird numbers on airfields and hence to reduce the number of wildlife strikes, but they are applied at widely different levels from airport to airport. Some of this variation may be due to differing levels of strike-risk at the different sites, but much of it is due to the unwillingness or inability of the airports concerned to invest in bird strike prevention. From The Psychiatric Hospital To The Community: Integrating Conditional Release And Contingency Management, Eric B. Elbogen, Alan Tomkins

Psychiatric hospital recidivism has been and continues to be a persistent problem in treating individuals with chronic mental illness. Conditional release, a form of involuntary outpatient commitment, has been suggested as one possible solution. Guided by therapeutic jurisprudence, this article presents a proposal about conditional release that would maximize convergence of social values and would be empirically testable. Specifically, a scientifically validated treatment intervention for individuals with chronic mental illness, contingency management, is integrated with conditional release. From this proposal, a number of empirical hypotheses and legal questions about discharging psychiatric patients are generated and discussed.

In June, 1999, the Nebraska Department of Health and Human Services (NHHSS) and the United Way of the Midlands requested that the University of Nebraska Public Policy Center coordinate a feasibility study of a statewide Information and Referral (I&R) system for health and human services. Because several I&R systems around the country make use of the 2-1-1 three digit number for I&R information, and there are a number of states investigating reserving 211 for statewide I&R services, this report uses the 211 nomenclature although there has been no state Public Service Commission designation of 211 for this purpose in Nebraska. …

The U.S. Fish and Wildlife Service (Service) has reviewed the biological assessment (BA) and National Environmental Policy Act (NEPA) documents dated December, 1999 submitted by the Bonneville Power Administration (BPA), Corps of Engineers (Corps), and the Bureau of Reclamation (Bureau) (also referred to as action agencies) regarding operations of the Federal Columbia River Power System (FCRPS). Precious Little Guidance: Jury Instruction On Damage Awards, Edith Greene, Brian H. Bornstein

Jury instructions on damage awards are notoriously vague and ambiguous. As a result, awards are sometimes unexpected and seemingly illogical. In this article, the authors argue that jury instructions regarding damages are vague because the law of damages itself is purposefully ambiguous—allowing particularized justice across a variety of different circumstances. The authors review research on comprehension and application of substantive jury instructions related to damages and on procedural variations at trial (e.g., use of preinstruction, bifurcation, blindfolding jurors to various issues, special verdict forms, caps on damages, and instruction revision) that impact the substantive instructions that jurors receive from the …

A widening variety of applications is diversifying geomorphometry (digital terrain modelling), the quantitative study of topography. An amalgam of earth science, mathematics, engineering and computer science, the discipline has been revolutionized by the computer manipulation of gridded terrain heights, or digital elevation models (DEMs). Its rapid expansion continues. This article reviews the remarkable diversity of recent morphometric work in 15 selected topics and discusses their significance and prospects. Strikes of wildlife by aircraft cause thousands of life-threatening incidents, and hundreds of millions of dollars worth of damage to aircraft every year. This hazard is largely preventable, but it has not been properly addressed to date for a variety of reasons. ALPA believes that action should be taken now before a catastrophe occurs.

On January 7, 1997, Dallas-Fort Worth International Airport experienced its first large bird strike event, involving the collision of over 350 European starlings with an American Airlines MD-80. This prompted a serious assessment of existing wildlife control procedures, and eventually resulted in the formation of the DFW Wildlife Control Program. The number of reported strikes has dropped from 157 in 1996 to 52 in 1998. The success of DFW’s program is the result of long, hard hours and extensive trial and error. However, wildlife management personnel at other airfields do not have to go through all the growing pains and …

The Air Line Pilots Association (ALPA), representing the safety interests of 53,000 professional airline pilots flying for 51 airlines in the United States and Canada, has reviewed the notice of proposed rulemaking (NPRM) in the referenced docket. The NPRM proposes modified standards to which engines are certified with respect to their ability to withstand impacts from birds or similar wildlife hazards. We feel the proposed standard is a step in the right direction, but cannot under any circumstances be considered attainment of a goal. This guide describes a practical step-by-step process for identifying actions that can be taken to reduce potential drought-related impacts before a drought occurs. Step 1 begins with making sure that the right people are brought together and supplied with adequate data to make informed and equitable decisions during the process. Steps 2 and 3 narrow the focus of the study by identifying high priority drought-related impacts that are relevant to the user’s location or activity.
