Post-Fire Treatment Effectiveness For Hillslope Stabilization, Peter R. Robichaud, Louise E. Ashmun, Bruce D. Sims
Post-Fire Treatment Effectiveness For Hillslope Stabilization, Peter R. Robichaud, Louise E. Ashmun, Bruce D. Sims
Joint Fire Science Program Synthesis Reports
This synthesis of post-fire treatment effectiveness reviews the past decade of research, monitoring, and product development related to post-fire hillslope emergency stabilization treatments, including erosion barriers, mulching, chemical soil treatments, and combinations of these treatments. In the past ten years, erosion barrier treatments (contour-felled logs and straw wattles) have declined in use and are now rarely applied as a post-fire hillslope treatment. In contrast, dry mulch treatments (agricultural straw, wood strands, wood shreds, etc.) have quickly gained acceptance as effective, though somewhat expensive, post-fire hillslope stabilization treatments and are frequently recommended when values-at-risk warrant protection. This change has been motivated …

Assessment Of Canopy Fuel Loading Across A Heterogeneous Landscape Using Lidar, Kenneth L. Clark, Nicholas Skowronski, Michael Gallagher, Nicholas Carlo, Michael Farrell, Melanie R. Maghirang
Joint Fire Science Program Research Project Reports
Our research used light detection and ranging (LiDAR) systems coupled with sequential harvesting of Pitch pine (Pinus rigida Mill.) to quantify canopy fuels in three dimensions across a large, heterogeneous landscape impacted by multiple wildfires, prescribed burns and insect defoliation events. We used a three-tiered approach; 1) calibration of upward sensing profiling LiDAR data with sequential harvesting of 20 x 20 meter plots to quantify the mass of foliage, branches and stems in Pitch pine canopies in 1-meter height layers, 2) scaling results to the landscape scale using previously-published relationships between upward sensing and downward sensing scanning LiDAR systems in …

Farmers, Ranchers, And The Railroad: The Evolution Of Fence Law In The Great Plains, 1865–190, Yasuhide Kawashima
Great Plains Quarterly (through 2013)
In North America, building fences was an essential part of life for the English settlers from the beginning. Departing from the English common law rule that required owners to fence in their cattle, nearly all the colonial legislatures and courts imposed upon landowners a duty to fence their property against trespassing cattle.l The reasons were partly to increase the meager supply of livestock by permitting cattle to wander about in order to breed faster and partly to make full use of the vast virgin forest and grassland. Gradually, however, in New England and in much of New York and New …

Predicting And Preventing Aggression And Violence Risk In High-Risk Girls: Lessons Learned And Cautionary Tales From The Gender And Aggression Project, Stephanie R. Penney, Zina Lee
Court Review: Journal of the American Judges Association
Youth violence is a serious public health concern when viewed in light of the costs incurred by the medical, social service, and criminal justice systems. Since the late 1980s, there has been a steady increase in violent crimes committed by youth in both Canada and the U.S. Although more recent rates of youth violence are decreasing, they have remained significantly above the averages recorded in the early to mid-1980s. Rates of official violent offending among adolescent girls in particular have been increasing at faster rates compared to boys, and self-report data shows that the gap between girls and boys’ rate …

Recent community level Census data show that most small communities in Nebraska have experienced population decline since 2000. However, most larger communities have experienced population growth during this same time period. In addition, small rural communities in Nebraska have experienced a decline in retailing activity in the past few decades. The Internet has also impacted retail shopping behaviors, allowing customers to purchase goods and services online that they normally purchased from businesses in their community. Given these conditions, how do rural Nebraskans feel about their community? Are they satisfied with the services provided by their community? Are they planning to …

Given the challenges and uncertainties of recent years, how do rural Nebraskans believe they are doing and how do they view their future? Have these views changed over the past fifteen years? How satisfied are they with various items that influence their well‐being? The aging population in nonmetropolitan Nebraska faces additional challenges to their quality of life and many rely on nearby social support systems to enable them to remain in rural areas. How many rural Nebraskans provide assistance to aging or ill relatives and neighbors? Do they live near their parents or grown children? This paper provides a detailed …

Are All Perpetrators Alike? Comparing Risk Factors For Sexual Coercion And Aggression, Sarah Degue, David K. Dilillo, Mario J. Scalora
Department of Psychology: Faculty Publications
The present study developed and contrasted predictive models of male nonphysical sexual coercion (e.g., verbal pressure or manipulation) and physical sexual aggression (e.g., incapacitation, physical force, or threats) using a sample of 369 incarcerated males to identify shared and unique risk factors for each form of sexual perpetration. Results revealed a set of shared risk characteristics that predisposed individuals to both sexual coercion and aggression (i.e., belief in rape myths, sexual promiscuity, aggressive tendencies, and empathic deficits). In addition, findings indicated that whether the offenders engaged in only sexual coercion or also used more violent sexually aggressive tactics depended on …

“All The Men Here Have The Peter Pan Syndrome— They Don’T Want To Grow Up”: Navajo Adolescent Mothers’ Intimate Partner Relationships—A 15-Year Perspective, Rochelle L. Dalla, Alexandria M. Marchetti, Elizabeth (Beth) A. Sechrest, Jennifer L. White
Department of Child, Youth, and Family Studies: Faculty Publications
In 1992 and 1995, data were collected from 29 Navajo Native American adolescent mothers. In 2007 and 2008, data were collected from 21 of the original 29 (72%). Guided by feminist family theory, this investigation sought to (a) examine Navajo adolescent mothers’ intimate partner relationships during the transition to parenthood, (b) identify themes in the young mothers’ intimate partnerships across time, and (c) assess participants’ psychosocial well-being in adulthood. Four themes emerged in the women’s long-term intimate relationships: limited support, substance abuse, infidelity, and intimate partner violence. Implications of the findings and suggestions for future research are discussed.

Abundant populations of elk (Cervus elaphus) are cherished game in many regions of the world and also cause considerable human–wildlife conflicts through depredation on agriculture and specialty crops, lack of regeneration to native ecosystems, collisions with vehicles and transmission of disease between free-ranging and farmed hoofstock. Management of elk varies, depending on current and historical agency objectives, configuration of the landscapes elk occupy, public perception, population density and behaviour of elk. Selection of the method to manage elk often requires knowledge of timing of impacts, duration relief from elk damage is desired, cost-effectiveness of management activities, tolerance of …

For almost two years, Nebraska’s College of Journalism and Mass Communications has benefited from this perfect storm, riding a project wave dedicated to a singular idea: You can’t really understand American history without understanding Native American history. And you can’t understand Native American history without understanding the critical role Native women have played in defining, enriching and protecting that history. Underwritten by a $125,000 Carnegie Foundation grant, this journalism project is intended to substantially raise the profile of Native Daughters. To that end, the college enrolled two dozen of its best and brightest students – reporters, photographers, videographers, Web masters, …

Sex Trafficking Needs Assessment For The State Of Minnesota, Mary C. Ellison
Annual Interdisciplinary Conference on Human Trafficking: 1st (2009)
Sex trafficking is a form of slavery and involuntary servitude resulting in grave human rights violations. Minnesota was a place of origin, transit, and destination for sex trafficking operations even before federal or state law defined the crime of “sex trafficking.” In September 2008, The Advocates for Human Rights published the Sex Trafficking Needs Assessment Report at the request of the State of Minnesota Human Trafficking Task Force. The Report focuses on trafficking of persons for commercial sexual exploitation or prostitution as defined in federal law and Minnesota law. The qualitative research conducted by The Advocates compliments data by the …

Coexisting With Cougars: Public Perceptions, Attitudes, And Awareness Of Cougars On The Urban-Rural Fringe Of Calgary, Alberta, Canada, Clarisse Thornton, Michael S. Quinn
Human–Wildlife Interactions
Interactions between humans and cougars (Puma concolor) have been steadily increasing over the past 20 years largely due to human encroachment into cougar habitat and an increase in the human population. We determined the attitudes, knowledge, and perceptions toward cougars by residents in the urban-rural fringe of Calgary, Alberta, Canada, an area populated by both cougars and humans. We sent a survey to a stratified, random sample of 1,508 residents. Survey analysis included a potential for conflict index (PCI) to help provide quantitative direction for future cougar management. We analyzed and tested for differences among 7 variables: livestock …

The Problem-Specific Guides summarize knowledge about how police can reduce the harm caused by specific crime and disorder problems. They are guides to prevention and to improving the overall response to incidents, not to investigating offenses or handling specific incidents. Neither do they cover all of the technical details about how to implement specific responses. The guides are written for police—of whatever rank or assignment— who must address the specific problem the guides cover. The guides will be most useful to officers who:
Understand basic problem-oriented policing principles and methods. The guides are not primers in problem-oriented policing. They …

Deer Guards And Bump Gates For Excluding White-Tailed Deer From Fenced Resources, Kurt C. Vercauteren, Nathan Seward, Michael J. Lavelle, Justin W. Fischer, Gregory Phillips
United States Department of Agriculture Wildlife Services: Staff Publications
White-tailed deer (Odocoileus virginianus) causing damage is a reoccurring theme in the realm of wildlife damage management, especially regarding human safety, disease transmission, and agricultural losses. Fences often are the only reliable long-term nonlethal means of controlling deer damage. The efficacy of fences, however, relies on their weakest link: human-operated gates. Although not overly time-consuming, the act of closing a gate appears to be a burden to individuals, resulting in open-access to an otherwise protected resource. We examined the efficacy of 2 alternatives to traditional gates to evaluate their potential to be used for excluding or containing deer. …

White-Tailed Deer Attacking Humans During The Fawning Season: A Unique Human–Wildlife Conflict On A University Campus, Ryan D. Hubbard, Clayton K. Nielsen
Human–Wildlife Interactions
Human–wildlife conflicts associated with suburban white-tailed deer (Odocoileus virginianus) populations have increased in the last 20 years. Primary threats to human health and safety associated with overabundant deer populations include deer–vehicle collisions, attacks on humans, disease, and damage to native and ornamental vegetation. During the fawning seasons (May–June) of 2005 and 2006, 13 confirmed incidences of white-tailed deer attacking humans occurred on the campus of Southern Illinois University–Carbondale. To our knowledge, no report exists that documents free-ranging does attacking humans during the fawning season. The attacks occurred at multiple locations on campus, with injuries to humans, including minor …

Sorna In The Eighth Circuit, Daniel J. Hassing
Nebraska Law Bulletin (Selected Issues)
Child exploitation and other sexual crimes are some of the most perverse and pervasive crimes in the United States. Cases such as those involving Elizabeth Smart and Jessica Lunsford grab headlines and demonstrate the depravity of some criminals. In an effort to combat such offenders, Congress enacted the Adam Walsh Child Protection and Safety Act of 2006. Title I of the Act is called the Sex Offender Registration and Notification Act (SORNA).
In the past year, the Eighth Circuit Court of Appeals has decided two cases involving challenges to SORNA. Both cases involved criminal defendants who argued, among other things, …

Pipeline Safety And Security: Federal Programs, Paul W. Parfomak
Congressional Research Service Reports
Nearly half a million miles of oil and gas transmission pipeline crisscross the United States. While an efficient and fundamentally safe means of transport, many pipelines carry hazardous materials with the potential to cause public injury and environmental damage. The nation’s pipeline networks are also widespread, running alternately through remote and densely populated regions; consequently, these systems are vulnerable to accidents and terrorist attack. The 109th Congress passed the Pipeline Safety Improvement Act of 2006 (P.L. 109-468) to improve pipeline safety and security practices. The 110th Congress passed the Implementing Recommendations of the 9/11 Commission Act of 2007 (P.L. 110-53), …

In July 1994, a low-intensity surface fire that had been burning on Storm King Mountain in Colorado suddenly intensifi ed, shifting to the shrub canopy and rapidly advancing upslope. Caught off guard, 14 firefi ghters were trapped and lost their lives in the South Canyon Fire. A major contributing factor to this tragedy was lack of awareness of the behavior of fire in live fuels, in this case Gambel oak. Researchers have for decades sought to understand live fuel moisture variability and how it affects the behavior of fi re in carefully controlled laboratory conditions, in prescribed fires, and in …
